The island of Fukushima was a small, remote and mostly desolate territory of the Empire. While close to the territories of Premna, it's proximity to the naval base on the nearby and larger Yakushima island made it easily defendable.
28th of Astillia the operation, in top secrecy, has begun. All of the inhabitants of the island, which were less than 500, were relocated to Yakushima. In their place, the Navy, the Army and the Kempeitai came in, bringing with them building teams and scientists.
They would build several research centers and a small city for everyone working there. To maintain secrecy, everyone used fake names, leaving or entering the island was strictly forbidden unless allowed by the supervision team of the project, all addresses were tied to the Yakushima naval base and the island itself was closely guarded. First posts would be erected to watch all of the coastline - which would not be too hard due to the island's small size. Patrol boats would constantly circle the island, directing any fishermen out of the area.
Fukushima City would be the second construction project to provide housing and services for everyone involved, who would never be allowed to leave the island for the foreseeable future. At the same time, the first research center would be built.
Amali researches almost a decade ago have discovered the great power hidden in Uranium. Ashigawa decided to find the most efficient way to harness such power. Nuclear energy seemed promising - unlike most other forms of energy, it was extremely cheap in terms of fuel input vs energy output, and seemed to be much cleaner than burning Staol or coal to produce energy. This would be Ashigawa's first Nuclear Research Center.
