Nevarra has suffered a terrible history of conflict, clawing its way through conflicts left and right all the way up to their prime. During the height of their colonial hegemony many thought that this would be Nevarra's place in the sun and for awhile it was, but having achieved a status of overlord and great power for the time it clouded their actual ability to remain stable. Many believe that it was their hubris that lead to the recession while others may blame the monarchy and the nobility for their greed. The truth of the matter was that there were many things that forced Nevarra cut back. Although others may have seen this point in history as humiliating and something to atone for, Nevarra has since seen it as a way of learning not only on how to properly manage the state but how to look at the world, at their fellow persons on Ouhiri. 

After the Staol Wars and the many lives lost to bloodshed over threatening scarcity, Nevarra has been slowly piecing together a plan, an initiative, an organization dedicated to aiding in and preserving the right of self-determination to countries all over Ouhiri. Nevarra has especially felt responsible for their actions on the continent as well as Touli and would especially like to invite much of their former colonial holdings to a conference that would establish The Commonwealth of Nations; where the goal would be to preserve independent sovereignty, provide aid when needed, to resolve conflict peaceably and diplomatically, and provide a means for nations and sovereignties to have their voices heard on the world stage.

Though the following are express invitations, Nevarra has made the Commonwealth open to other nations that may be looking to join and seek solidarity. The express invitations are formal address to the governments of these nations that show's Nevarra's interest in having them join.

As soon as the message was on Poirot's desk, the Director of the Franch Foreign Affairs Administration sent a telegram to their embassy in Zadrid, accepting the invitation and dispatching the Franch Ambassador to Nevarra, Hugo Gaveau to the meeting.

After receiving the invitations;

The House of Veris responded they WILL NOT attend.

The House of Torey responded they WILL NOT attend.

The House of Shaum Shela did not send a response to the invitation.

The Matriarchy of Aswon responded they are grateful for the invitation but they WILL NOT attend at this time.

Caragel has responded that due to homebound issues, they WILL NOT be attending.

The Forca Tribe responded they WILL attend. They are sending Ambassador Jaquan Booysens to represent the nation.

Raflal responded they WILL be attending. They are sending Ambassador Beaunard Katz to represent the nation.

The Aestenuan Council responded they WILL attend. They are sending Diplomat Khongghirun to represent the nation.

Bruyj Whar responded they WILL be attending. They are sending Ambassador Ishu-Il to represent the nation.

The Netherian Tribes responded they WILL NOT attend.

The Shoubar Republic responded they WILL NOT be attending.

Oswar would not send a response to the invitation.

The Kithium League, largely silent internationally, would respond that - surprisingly - they would be sending a diplomat to attend and for them to sort out their stance on if they might seek to join or not.
