The Rombardan Embassy in the nation of Nevarra, located in the country's capital, would send a diplomatic communique delivered by courier rather than by wire or radio, delivering that info to the government directly. The message would be a request for a diplomatic meeting to discuss the concept of expanded trade and as well establishing stronger ties overall, including potentially military ones. They as well would make mention of some potential arrangements between Rombarda and the nations of Maiz and Fecrein. They would state they could have a diplomat ready in two days for the discussions and that whenever Nevarra would so wish, they were ready to begin discussions.

A courier returns to the embassy as well, bearing the proper sigil of Nevarra. The contents delivered in the letter would relay that an ambassador was being prepped for the meeting not long after the arrival of the first courier to the Chamber of Foreign Affairs. Senorita Luciana Alvarez has been assigned to represent Nevarra in these talks and that the venue for these talks to take place would be the Rombardan Embassy itself. Accompanying Alvarez would be her secretary Isabelle Gutierrez to further handle correspondence and notate the events of the meeting. Ultimately, Nevarra shares an interest in strengthening ties with Rombarda and within 2-3 days time talks would begin between the two sovereignties of how to go about it.

When two days or so had passed, the Imperium would welcome the Nevarran ambassador into the Embassy. They'd find themselves to be in a lobby, of which was lined with intricate murals and as well decorated with marble pillars, granite countertops, and a tiled floor with small rugs designed to fit in with it, leading to the counter. She would be welcomed by a Festria man with red and grey fur, clearly more aged than most in the EMbassy though still fit.. and towering. He wore a full black suit with a purple tie, and had a pin on his lapel of the Rombardan flag, and the COG one on the other. He'd meet them halfway, and hold out his hand to them as he offered them a smile, other hand taking off his hat.
"Welcome, welcome! I am Ambassador Anderson. It's nice to meet you both. I trust you had a pleasant if short journey?" He asks them both of them. He'd be an eager fellow, and his demeanor gave away that he was rather excited.

"It felt short and was rather uneventful so all things considered, it was nice. It is a pleasure to meet you Senor Anderson, I am Luciana Alvarez and this is Senora Isabelle Gutierrez. Its always wonderful to see Rombarda even if it is just people at work or small decorations and architecture." Alvarez went on after introducing herself and Gutierrez, shaking his hand while smiling. Both women dressed in a formal black with white shirts and black ties though pinned towards the collar of their jackets would be the Nevarran Golden Eagle. "We were informed you wanted to discuss strengthening ties between our countries as well as talking about a lucrative proposal of sorts?"

"Yes, and yes. Though for the moment," He would gesture for them to follow him as he began to walk, "my focus is on handling strengthening ties and only to bring the proposal up after we discuss some the more important matters of the moment." He would tell them as he went and opened a door leading deeper into the embassy. The two of them are then led into the center of the building and down to below ground level, into a secure room with decent decoration, a small drink cabinet and cushioned chairs. "If there is anything you'd like from the cabinet - short of alcohol sadly - feel free to take it."
He'd take a seat at the head of the table, facing opposite the door, and relaxed a bit into it. The table looked to be made from granite, while the room had clean white walls decorated with marble pillars, Rombardan banners, and as well paintings. They'd be able to see him shuffling through his notes as he took them from what must have been a cabinet beneath the table, skimming them again. When they were ready to start, he'd clear his throat quietly and then check the first bullet point on what looked to be a list.
"Rombarda and Nevarra have been, traditionally, on good terms for a long time - longer than the Commonwealth of Granuras has been a concept and longer even than Koi has controlled the use of Staol. So to say that we value you as an Ally is a bit of an understatement. Rombarda's government wants to encourage our economies to become further entangled both under the authority of the COG, and as well directly, with Maiz and Fecrein also included in this arrangement to collectively benefit us all. The first part of this that my government wants to discuss, is allowing for our tech companies to establish branches in Nevarra, as well as government cooperation in terms of sharing technology for weapons, communication, so on. In particular Rombarda would like to have some access to Nevarra's automobile industry, and the same would be offered to Nevarra, allowing us to sell cars and such to each other. We would as well like to generally be able to sell our luxury goods to Nevarra and vice versa."

The two would make their way into the room following behind Anderson. Politely decling the srinks they would sit down in the chairs provided. Alvarez would get herself comfy and listen intently to the points and proposals brought up by Anderson while Gutierrez would hastily begin writing down notes and recording the talks. With her being several papers that she would look through as Anderson brought up specific industries, trade ideas, but taking a particular interest in when he shared that Fecrein and Maiz may choose to be involved as well.
"And in exchange for all of this Nevarra would reciprocate, correct? As you establish companies and licenses in our lands and with our organizations we would be allowed, in turn, to do this with Rombarda. Our homeland has no restraint in opening the imports and exports of consumer and luxury goods between nations, its no secret that many Nevarrans like to indulge in foreign imports as much as they do domestic product. Just to be clear, are you proposing some sort of economic union or treaty outside of the formatting of the Commonwealth of Granuras? It all sounds very appealing but for the sake of what I have to report back to the Chamber I just want to clarify these few things for the record"

"The objective is to largely establish this economic agreement outside the framework of the overall body of the COG, and instead have it be between us, and as well maybe Fecrein and Maiz, and then as well include maybe the CON in it later down the line once we firmly establish it between Nevarra and Rombarda and our two mainland border states." They would say. "For the sake of simplicity, it'd be outside the overall framework of the COG."
"And yes, Nevarra would reciprocate. We'd allow Nevarran brands and tech, goods and services, into Rombarda in exchange for ours being allowed into Nevarra." He says as he briefly writes something on a notepad at his side before he looks over at them again, clearing his throat briefly and smiling softly, cupping his hands together.
"I was also asked to discuss, potentially, a joint venture into the prospect of researching.. atomics, i think they said?" He'd check his papers again briefly. "..Yes. Atomics. My government believes that both nations would benefit if we could potentially harness the Atom for the purposes of energy, as it'd dramatically lower our dependencies on Staol."

"Ah, so you are interested in Nevarra's research surrounding the Atom? C.A.R.E. has taken a leading role in the world stage in striving to understand the nature of radiation and the capabilities and benefits in the study nuclear structures. I have been following up closely on it myself, its strange how like magnets there are minerals that possess their abilities and behaviors that don't require human interaction. This field of study can only bring untold good if we were to learn more about it." She would pause for a moment to ponder something before shaking her head.
"I believe it sounds like a lot of what Rombarda proposes would be in our best interest. Opening up an economic alliance would help provide Nevarra more neutral means of exporting goods out of the homeland. As the representative for Nevarra and her best interests I believe we are in agreement for what is to be proposed. The details of course are left to be hashed out but i'm sure in our shared relationship with one another that this will benefit us both."

"Rombarda has been heavily interested but given the current climate. We had considered bringing it up with the COG itself, though the Emperor decided that it might be better if we were first to approach another nation such as yours to cooperate with us in researching this potential energy source. We would like to take part of CARE and become a full-on partner of it, so that both of our programs may benefit from it and ultmately, our nations." He'd tell them.
"I'm glad we've come to an agreement. Now, I do want to put one last thing on the table, optional to this but not Important nonetheless. Because of the URRV and its stability being questionable, I was asked that we suggest that Nevarra joins us in the fortification of the nation of Maiz, as Maiz shares a large border and its also a major food exporter, alongside being a full signatory member of the COG and entitled to our military protection. We only want a force large enough to protect its northern border and its cities so that we can prevent any major assault from overwhelming it and cutting us off completely." He'd tell them.

"Regarding Maiz, i'm certain Nevarra would want to see its sovereignty protected. While we have no outward disdain for the URRV we deem their motives and organization rather... unusual so it probably would be best to make sure that Maiz is fortified if they share a similar view on the matter of course. As for the C.A.R.E. progam it is not within my jurisdiction to agree to any deals on behalf of the agency. For that you would need to speak with the director himself though if the plan is to make it a venture for all of COG then perhaps we can see if they would be willing to attend the next conference scheduled by the Commonwealth to determine these matters. But besides that i'm sure we can work out the other proposals you had put out."

"I suppose that we'll have to reach out to the director then once we can. Aside from that, we think Maiz will agree to your help, they are somewhat concerned themselves I believe about the URRV." They would say. "I think that everything else is in order, yes?"

It's been a pleasure Senor Anderson, thank you for having us." with that the two delegates would stand, taking a moment to gather their things and come to formally end the meeting with a handshake before parting ways.

A telegram would be sent to the government of Nevarra, marked Urgent by the sender using COG encryption.
Said telegram would ask for a direct meeting with the Head of State of Nevarra, from the Emperor himself, if at all possible and at the earliest of convenience.

A reply would meet the office, a returning telegram also following COG encryption.
President Salomon Castellano would be able to meet with the Emperor within the week accounting travel time. Preparations are already being made and will arrive at the earliest favorable time.

When he would arrive, it'd be the dead of summer. The last day of Fessera had passed, and Stay had settled in.
Stay, 1945.
When Salomon would arrive in Auran, he would be met at the airport by the Emperor's personal body guards. The men were all various races of Rombardan but collectively wore red and black uniforms with purple capes and blue trimming, submachine guns held by straps that dangled from their shoulders and were kept practically affixed to their sides by their hands holding the stocks. An Imperial Ambassador in similar attire would greet him, a Kithium with white fur and grey hair, giving a respectful bow and holding a hand out to them.
"It is an honor, President Castellano." He'd say. "The Emperor is on his way back to the Palace as we speak from Fort Eris-Bay, and should be there shortly. We've been instructed to take you to meet him at your earliest convenience, though first we have arranged accommodations for you - if you'd like us to take you to them first we can do that." He would say. "We have a vehicle waiting outside the terminal to take you where you want to go."
