The argument behind the closed doors of the Union's Diplomatic Office carried on. Eventually one side caved and the proposal was officially sent to the Commissar. After she read the proposal she gave it her own approval and a message was covertly sent to the United Republic of Fecrein requesting a diplomatic meeting at their government's convenience.

The Fecri Government would receive the letter, the mail service having brushed it aside for weeks before the diplomatic corp would finally receive it. They'd look it over, the fact it was dated for so long ago making them think in part it was a prank before realizing it was more their inadequate mail service. A response would be sent near immediately:
To: People's Commissariat for the International From: Ministry of Foreign Affairs
We apologize for delay in response. We are willing to meet with your people. We would like to meet in the town of Karagandy, Atyrau.
Your ambassador will be Medet Medetovich Medetev. He will meet your diplomats at the border crossing in Akslay and will transport them to Karagandy.

After sending a positive response Ayat Diasev, a Fecri from Ubrivelt, would head to meet with the Fecri ambassador. He put on his best suit and tie and took the diplomatic convoy there. During the drive he read up on some local news from his hometown as well as some of the major bills in debate in government. After a few hours he'd eventually arrive at the border, nodding to the limited border guards of the Red Army before meeting with the Fecri diplomat.

The convoy would arrive to a relatively lightly armed border crossing. Just enough to be protecting and to search vehicles crossing the border, but nowhere near a full army stationed here.
"Welcome Mr. Diasev. I'm Medet, I'll be doing all the business with sen." He'd smile, motioning for Ayat to follow him into their car. The guards would inform the original convoy they're free to follow or stay back, their decision.

"Mr. Medetev is a pleasure to meet you," Ayat said following with his aide close behind. The original convoy went to go park at the border outpost for the URRV. As they began the drive to the town Ayat would make a comment. "I will be honest I am quite glad to be visiting Fecrein. If it wasn't for the URRV I likely would not have gotten this chance."

Medet would smile. "It's a pleasure to be able to speak our native tongue." The group would get into the car, it soon taking off down the two-lane highway towards Karagandy. "So what made the URRV decide to extend a hand to us? We didn't think we'd be significant enough to warrant it."

"You're a neighbor, a fellow Republic, and share a culture with one of the members of the Union, of course we would find you significant," Ayat would say. "The government wishes to be on good terms with all elected states throughout the globe. And since you are our neighbor you were one of the first one the list."

"Just a neighborly visit, as well as an extension of our hand in." He would pause for a moment, thinking. "Acquaintance if not friendship. As you are aware there are cultural and familial ties across our border, and while it has been a few generations there are plenty of families separated by the border. The Union would like to make it easier for those families to interact, as well as get on good relations with our Southern neighbors."

The Diplomat would nod, thinking. "It'd certainly help those who wish to see their family. I'm sure the government would be more than happy to look into that."
The convoy would eventually make it to its destination, Karagandy. It was a relatively decent-sized town, it looked to have no more than thirty thousand residents. However, on all sides it was surrounded by flat, open farmland. The town itself had some decent sprawl, all the buildings being no more than three stories at the most. They'd eventually arrive to the townhall where they'd conduct their business, the building itself a split-level with the entrance at a half floor and two stories split off behind it.
The group would be brought inside and led to an air-conditioned meeting room, a picture of the town several years ago framed on one wall and the state flag on another, the other two walls adorned with windows.

"Nice little town you've got here," He said smiling. "Reminds me of home. However I do believe it is time for some business. I suppose I'll start with what the Union is looking for as a basis and we can work on adding, or taking away from that." He would pull out his folder and begin sorting through it. "So we have these items to start with. Number one, a nonaggression treaty. We don't wish for conflict on our southern border. Number two, an open border agreement for people carrying a Union or Fecrein passport or identification. And while I know this one is a long shot, number three, we would like to offer a Declaration of Camaraderie to the Republic of Fedrein. Basically a statement acknowledging our mutual cultural and familial ties. I know that is unlikely, but I would like to put it on the table for you to at least see."
