Reports flooded into the Ministry of Health, Edinburgh Campus Hospital was reporting higher than usual cases and capacity. Adding to this were reports of Sepedia and Wimbledon Hospitals reporting similar incidents in the last few weeks.
Minister of Health Jennifer McCarthy ordered an extensive investigation by her staff to see if there was a correlation to all of it. She placed a report before Parliament and Queen McDonald over the concern.
Minister McCarthy's instructions to her team were simple, gather data and information and report immediately. With no global health organization, there was no telling if other nations were experiencing the same situation and was thus assumed to be a problem native to the Gaelian sphere of Ouhiri.

Minister McCarthy's team began sending reports over telegram and phone as they arrived at their designated points of interest. Information was slow, the cases coming were mild at first but nonetheless concerning at the numerical surge of cases. One of the inspectors Shane Lennox had seemed to indicate that all the surges were happening in major trade ports of the empire.
The Ministry of Health needed more concrete information before going public, nothing indicated what the outbreak was caused by or even if it was all connected. But Minister McCarthy couldn't take that risk, she pushed her staff to work double time and make sure this was just her being overtly cautious. In an odd move, she decided to send inspector Lennox to Lusatia, and inquiry if they had any issues that were common traits of what was going on in Gaelia.

Numbers continued to remain at a concerning level, common symptoms pointed to respiratory issues, joint pain, and high fever. A board of doctors selected by the Royal Institute of Health and Medicine began pooling what the common issues were and a treatment for the outbreak.
The report made by the Ministry of Health pointed that an unknown contagion traveled via the shipping trade routes of the Shawbalt, this contagion will be dubbed by the Ministry of Health as Shaw Flu. Determined to be a virus, doctors suggest that poor hygienic conditions by all participating vessels in the trade network could have attributed to the outbreak and that its possible that the viral outbreak has been restricted to only oceanic nations.
With this grounded report, Parliament made an official public response.
Prime Minister Moriarty addressed the nation, noting the symptoms and what to do should said symptoms show up. Citizens are instructed to quarantine should they have symptoms and only report to clinics and hospitals should complications arise. The Royal Merchant fleet is to slowly halt all trading processes for two weeks and disinfect their vessels. Crews are to be vetted and checked for viral symptoms to slow down spread.
Pending further rise of viral numbers which will be reported by clinics and hospitals to the Ministry of Health, a full shutdown of the Gaelian empire to slow the spread will be issued. For now, shipping will be reduced until the fleet has been disinfected and crews cleared of symptoms. A public report to all nations within the Gaelian trade network will receive this health report in the event of spread beyond the empire.

Further outbreak numbers were now reaching smaller cities and towns, the Ministry of Health seeing the rise took foreign reports that it could be bacterial and not viral into consideration. Antibiotic prescriptions were given to those infected to see if symptoms would improve, disinfection and quarantine would continue now extended by Parliament by another month. The Ministry of Trade had now ordered foreign vessels and Gaelian vessels returning to be inspected and cleaned first. The shipment of food was now being prohibited and localized more, which would cause stagnation in the agricultural markets.
A new report was made public on the new information with the Ministry confirming the suspected cause of the outbreak being bacterial. Further instructions to wear masks and wash hands often. Social distancing protocols are also in effect and some grocery chains have been asked to perform deliveries to reduce traffic in stores.
