Pierre looked at the report on his desk. The Dulj of Desterque was a busy man, but when his good friend and Chief of the Health Office, Phillipe, told him he needed to look into something, Pierre listened. Even if it did mean staying in the office late. The Dulj yawned, opening up the manila folder before him. The summary at the beginning told it all: hospitals in Desterque and the surrounding area had seen higher than average patient counts in their hospitals, though the cases didn't appear to be related. The Chief posited a few theories of what it could be, most relating to the economic troubles Franerre had been facing. 'Hold on,' Pierre thought. Something seemed off about this. If the greater hospital capacity was related to the economic issues, then almost every other city in Franerre must be in an even worse scenario. Desterque, being the farthest from the Elenrian border, was the least effected by the shutdown. Pierre yawned again, it was late. He wrote a note for Phillipe telling him to inquire about the situation in other cities.

One week later, and Pierre was stumped. None of the other five major cities in Franerre had seen a rise in cases like Desterque's, ruling out any economic issues as the cause. If it wasn't that, then what could it be? Pierre sighed. He wasn't the Health Office Chief, this was Phillipe's area of expertise. The Dulj left another memo for his friend, reading 'Keep watch on the number of cases for now, and tell me if the situation changes. Contact me if you need anything regarding this case.'
