The Lockdown, Fessera 1945
The Director of the Disease Control Agency, Dr. Joachim Smyczek was busy at work. Invested with a great deal of power and handed a bunch of resources, he was now responsible for dealing with a growing problem that the Lusatian government had been alerted to mere days before cases across the south of the nation came rolling in. From a small start in Trzebina, the disease had spread over large areas of Southern Lusatia. Preparing a press brief to go along with his first official actions in response to the outbreak, he looked over the plans developed by his small, yet quickly growing staff, and nodded approvingly before signing his name onto the document:
Unknown Bacterial Disease (Nicknamed The Trzebinan Plague), 1945
Response plans authorized by Director Smyczek of the DCA, Fessera 4th, 1945.
Response plans authorized by Director Smyczek of the DCA, Fessera 4th, 1945.
Acknowledging the spreading disease in the southern region of Lusatia, the Disease Control Agency has green-lighted the following measures to take place, effective upon the delivery of this notice to the Ministry of Health.[Note: Document received by Health Minister Farny on Fessera 4th, 1945]
1. Effective immediately, a National Health Emergency has been declared. Until the conclusion of the emergency, all international travel is restricted to necessity-only, requiring government permission to travel in all cases. In addition, authorization has been granted for federal health agents to provide direct aid to voivodeships most harmed by the outbreak.
2. The Voivodeships of Trzebina, Władysławowo, and Poniatowa, in addition to parts of Gdynia are under immediate lockdown. All non-essential travel within is extremely discouraged, and all travel across voivodeship borders are monitored and tracked. Upon the establishment of a reliable testing methodology for infection, all travelers across voivodeship borders will be required to be tested for infection.
3. All infected individuals are to be isolated, with all cases, regardless of severity, to be placed in pre-determined hospitals to reduce overall load on the entire system. Additional temporary hospitals are to be constructed as the need compels them, with immediate temporary wards to be established in Trzebina, Lubmża, and Rula, in Trzebina Voivodeship, alongside additional wards in the cities of Poniatowa and Władysławowo.

4. All those in close contact to infected persons are expected to self-isolate for a period of one week after the initial exposure.
5. All citizens will be provided with basic health information, particularly regarding hand-washing and signs of illness, in addition to greater urgency placed on getting immediate attention if feeling unwell.
6. The following map is to be made publicly available to view. Green regions are areas of least concern, where no lockdown or travel is monitored. Yellow regions are areas where no cases have been recorded, but it is considered not impossible that there are cases in the area. Travel is monitored and discouraged. Red areas are areas where no cases have been confirmed, but due to the overall spread of the disease, it is believed possible that there are cases in these areas. All travel is severely discouraged, and any symptoms noticed by oneself or others is to be immediately reported to local health officials. Deep red areas are areas where cases have been confirmed and all non-essential travel is forbidden. Extreme care to prevent infection should be taken, whether by wearing medical masks or by avoiding all types of travel whatsoever, if such action can be afforded.
