Until recently, reaching out to Amali again seemed unlikely. While allies of circumstance because of the events of the Fifth Staol War, Rombarda and Amali had maintained little in the way of formal relations aside from sporadic trade activity over the decades and centuries before. Rombarda, after the war, had then become again somewhat isolated, and Ashigawa's actions as well as the formation of the COG had likely alienated the two somewhat. Seeking to bridge that gap - and potentially open a new avenue for trade and commerce again, this time more permanently - Rombarda would opt to send a telegram to Amali, offering to engage in a diplomatic meeting to discuss normalizing relations, and a diplomatic agreement to a Non-Aggression Pact.
The offer would be sent by telegram, stating that an Ambassador could be sent at the earliest convenience for Amali to meet with them at a place of their choosing.

The telegram was well received by the Department of the State. They'd respond in kind, accepting the invitation with the stipulation of both a quarantine both on arrival and, if desired, before departure back to their homeland. The Department also advised bringing warmer clothing as it was the winter months in the south, and while Amali wasn't nearly as cold as Premna or Othoria, it was definitely warranting at least a light coat.
Likewise, they would offer to send an Ambassador to their nation to establish a permanent, official two-way communication between people. While Amali had issues with Ashigawa, it in no way reflected to the rest of the COG. Amali knew how to selectively apply mistrust to nations.

The offer at an ambassador would be accepted, and as well there would be acquiescence to the quarantine, as Auran had enacted its own quarantine measures not long before, and said measures would be practiced for the Amalian Ambassador. The Ambassador would be sent at the close of Fessera, and arrive the morning of the first day of Stay, 1945, landing in an airport in Ibania. Upon arrival, they'd submit to the quarantine.
