Background Information:
The Republic of Utrax is a rough confederation of several tribal groups living north of Kairiel in Touli. Once part of the Yaiji Empire, local tribal leadership took advantage of the chaos to break away and form their own nation, one where they would be free to practice their traditions and be forced to follow no godling.
Consisting of the 18 tribes of the Utrax, each with a singular member on the council, most affairs are handled within tribal groupings, with inter-tribal disputes and international agreements being handled by a unanimous verdict of all eligible elders (that is, elders from tribes in dispute are barred from voting on measures involving them). Militarily and technologically, Utrax is a back-water, though a few tribes, more populated and powerful than the rest, have taken it upon themselves to start letting outsiders in, pressuring the remaining tribes to start slowly modernizing to keep up with the times and preserve Utrax's independence.
Military Information:
Primarily consisting of militia and tribal levies, the army of the Republic of Utrax is extremely unprofessional, with only 4 of the tribes investing in actual military preparedness, and only 1 of those 4 having enough rifles to equip a division. Relying on their warrior spirit and fierce loyalty to their homeland, the tribes hope that, when push comes to shove, their enemy's will breaks before their own. Failing that, the tribal warriors are more than ready to fight on until the end, if need be, if it would preserve their tribes and independence.
Demographic Information:
The Utrax are a human people, and their lands are relatively devoid of outsiders. On the fringes of their territory, Yaiji and Kairielan settlements can be found, the insular Utrax tending to stick to their tribal regions and maintaining non-interference except when necessary to prevent further external incursions.
Religiously, many Utrax pay lip-service to the deities of the Yaiji, given the long rule by the Empire in the past, though most Utrax worshippers of the Yaiji faith will reject the Tlahtoāni's authority on both religious and secular grounds, tending to agree with the old faith's belief that the gods did not need priests, as to rely on such a crutch would only encourage the common person to forget them when a priest is not around. Instead, part of a the coming of age for a young Utrax tribesperson is a recitation of the major gods, and a proper sacrificial ritual to all local deities. Failure indicates a lack of piety and a weak spirit, resulting in those who fail typically put into more dangerous roles to encourage a strengthening of the soul for the next attempt to pass into adulthood.
