As the hot sun rose over the small town of Draguignan, Kaba, just as it has done for many years since its founding under the Shahdom of Eonia and eventual transfer to the Imperium of Rombarda, the air felt uneasy. The mayor of the town, appointed by the Rombardan Governor in the capital of Kaba, was returning back from a two day meeting in the capital city. No one paid him any mind as his car drove past the farms and shops along the dirt and gravel road into the heart of town.
He'd pull up to his house, his wife in the car with him. His house was modest by most standards, but still quite extravagant for this corner of the world. A two-story building with three bedrooms and three baths, with the master bedroom being the only room on the second floor, it was the only building of such design in the entirety of this small town of 400 people, everyone else living in only single-story homes sprawled out over their farmland. However, as they pulled to a stop, the mayor's guard would be the first to notice the open front door. They'd step out of the car, walking over, revolver out. The mayor and his wife would get out as well, but stay back with the car.
As the guard opened the door, they were greeted with a sight that turned their stomach almost instantly. They mayor stepped over, keeping their distance, only for his eyes to widen in horror.
Hanging from the foyer chandelier was the corpse of an Ex-Eonian slave, desecrated and rotting in the hot, humid, Kaba air.

Local authorities eventually arrive to the scene, it being a somewhat long drive as the town had little in the way of a local police force - and matters like this had to somewhat rise the chain in order to receive proper attention. The town was spread out rather far as it was, and the police was more of a 'Sheriffs' office, with only about twelve or so members, with only 6 being full time. Metropolitian Police were given a somewhat greater reach as such given that they had the greater resources necessary to police the areas outside of the cities and as well to offer assistance to smaller law enforcement agencies.
The Metro-cops were dressed in grey and blue uniforms with state police emblems. They wore grey caps on their heads, had a holster and a belt that had two poaches for magazines, handcuffs and then a baton. As well they had first aid kits, which were what a few opened first when the smell hit them - taking out plugs or bits of cloth and plugging their noses to not have to take the smell in. The Kithium among them just powered through it - the glands in their mouth would make the smell worse for them so nose breathing was the better choice. The Festria, one Festria, seemed to be unphased by the smell. It took them a fair bit to fish the corpse down, but when they had they took it out to the road and would cover it with a tarp for the time being, waiting for an ambulance to show up from the nearby small coastal city the cops had come in from.
After a bit of examination, the police sergeant would approach the mayor, and start to question him. "Do you have any idea who this could be?" They'd ask him as they spun a pen on the tip of their finger, a couple of officers of Eonian descent sitting down not far away and using their caps to blow air onto their sweat-soaked foreheads.

As time passed, a very small crowd of people would gather, maybe at most ten to fifteen people. They'd watch from a fair distance, many taking off their hats as the body was pulled from the house.
The mayor would shake his head. "Not a clue. We came home and that was just hanging there. We don't know how they got in, we don't know who that person is, and we don't know who would even do such a thing."
The mayor thought for a moment. "There really isn't a slightest idea. We all know this island was once ruled by Eonia, so it has large populations of Eonian locals and Eonian ex-slaves. We've never had issues before, so I don't know why we're having issues now. Unless the person is just a coincidence, and this is just someone's sick and twisted humor."

The cop would sigh. "..Alright. Well, we'll have to open an investigation. We'll have to look into the Eonian majority areas and see if anything similar has happened." He'd say. "Excuse me a moment."
He'd call over another pair of cops, and tell them to go looking around to see if they could find anything that might signal a point of entry for whoever hung the body. Then he'd turn back to the mayor. "Have there been any reports of violence or tension? Doesn't have to have led to anything but it might provide at least some clues. Or at least, a missing person report filled here?"
