Sogansk, Relminsk Oblast Ashigawan Kagoshima Deep in the dead of night, a gentle snow fell on the city of Sogansk. It wasn't much, a slow accumulation of four inches over the course of the whole day, and expected to continue for several hours into the next day. Most citizens were off the streets, long asleep or just holed up at home to keep warm. Stores, office buildings, and government buildings alike were all dark. The government building of the Ashigawan Colonial Government had a few guards patrolling the perimeter, but most everyone who worked there had gone home for the night.
A truck silently rolled down the snowy roads, slipping and sliding along the gentle downhill slope from an upper district of the city. The engine was off, it was just moving its way down the small side road, zipping past the many sleepy buildings. It'd roll right into the fence surrounding the colonial building, alerting many of the guards as the truck continued its silent assault forward across the lawn. It'd slam its cabin into the concrete wall of the building, bringing it to a dead halt. The path in the snow behind it, along with the broken fence, was all it did to the building. The wall itself seemed to only have a small crack in it. The redhot brakes underneath, however, showed the truck was originally parked somewhere higher up and just slid its way down. Unbeknownst to the guards stepping closer to inspect the vehicle, the heated brakes had already unleashed its deadly cargo, a small fuse lit underneath.
At the calm witching hour of 3:04 in the morning, the city of Sogansk would be rocked as a truck exploded against the capital building.

Kazuke Hiromi was violently yanked out of his sleep by the explosion. The glass of his window trembled but managed to hold against the shockwave. The chief of the regional Kempeitai leapt out of his bed and took a look out the window - the offices and residence of Kempeitai was just across the street from the capitol. Before him he saw the scene - a fireball stuck to the front wall of the Capitol, to the right of the entry hall. Several bodies was around it, one of them moaning in pain trying to crawl away, fearing another explosion.
Less than 20 minutes later, the entire Kempeitai was on high alert. The Capitol District, which included the Capitol itself, the park surrounding it, the Kempeitai offices and several other government buildings, was cut off by the military police.
Several men have been sent to extinguish and investigate the truck for any clues on who might be the culprit, which a squad of 20 men was sent to follow the trail from where the truck came, with the same purpose.
The local Colonial Army divisions have also been put on high alert, but not ordered to deploy anywhere yet.
The governor, Togokashi Seiyu, has been notified of the events and moved to a safe location in case of an assassination attempt. He felt betrayed and disappointed - possibly in himself, with doubt settling in that perhaps it was his soft treatment and attempts to be as fair as possible, compared to the harsher conditions in other colonies, that caused this backfire.
As of now, the city of Sogane - formerly known as Sogansk - was on the brink of martial law.

It wouldn't take long for the whole city to awaken. It was tough to stay asleep when a building is blown up and all the buildings within two blocks have their windows broken. Many people would gather right outside their houses and on their apartment balconies, looking towards the central district and the large display of crackling fire and emergency lights as they fight the blaze and treat the wounded.
The twenty men wouldn't be able to find much. The truck had been parked far up the hill long before the snow started to settle in, making it impossible to know where it came from before hand. There were only some footprints around where the truck began its decent, but those were quickly obscured in the snow and left no mention of where the perpetrators went. The people who lived around said the truck had been sitting there for well over two days, and no one ever saw who brought it or if anyone ever checked up on it.
The truck itself was a tangled mess of hot metal and broken glass, along with the marble walls of the capitol building mixed in. No one appeared to try to use it as a way to get in, the building clear and nothing out of place aside from right near the explosion, which would be expected. The melted rubber tires sank into the unfrozen ground beneath, the weight of the metal helping to sink it into the mud of the yard. At least in the night, there were no clear indications of what was used as the explosive aside from some pieces of plastic scattered around the yard.

Kazuke and a large team of Kempeitai were already on the scene. As soon as the fire was put out, they scrambled toward the truck to search for evidence.
They managed to identify the model of the truck - a Premnan Scorpion Mythic Box Blizzard. That was the first clue they would need to identify the culprits - all government services, including the mail service, law enforcement, fire brigades and healthcare services, used Ashigawan trucks. This pointed either to one of the few local contractors or the numerous businesses. Unfortunately no license plate was recovered.
One of the inspectors noticed that there was something printed on what used to be the side of the truck. Unfortunately it was illegible in the current state, and would have to cleaned up.
During the next few hours, a team of soldiers would be brought up to clean up the scene. Once the temperature of the truck settled, they have loaded it's prices onto other trucks for further investigation in a Kempeitai fascility, were any possible information on the origin of the truck would be investigated.
Meanwhile, the team that investigated the trail made their report. "They knew..." Kazuke though to himself, after listening to the report. "They knew several days prior of the weather conditions..." He then looked at the agent in front of him, who was waiting for further orders. "Investigate the meteorological stations. Who, how, why and when knew anything about yesterday's sudden temperature drop during the previous several days. I authorize the use of force if needed."
