'Holy shit that worked so much easier than I thought it would.' She thought to herself in a second long stunned silence before reconstituting her angry face. "I want this to stop. I want this to never happen again. The Empress want Elenria to prosper. The only way you and I can assure that today," she paused, a latent anxiousness festering in her stomach. If this gambit didn't pay off she would certainly lose her position at the very least. "The only way to make this right, is to know why you became so bold. How you got the tools to take actions such as these without thinking about the repercussions." She took a moment to breathe before she looked the Royalist in the eye. "The only way to make this right, is to tell me where the weapons came from."

Salkari sighed hesitantly, shaking his head. "I don't know. All I know is that the person responsible for arriving with the weapons was called Kapri with some borderline honorable bond to the Expedition Wanderer Hikva Aporiat. Don't ask me where his last stop was, because I don't have faintest idea. She said she was his adopted daugter or something. Kapri then got most of us riled up to commit to action after what, nearly a decade in isolation and inactivity? I don't know. Hikva wasn't anywhere happy about it- he straight up left the room. She got the higher ups to approve her plans, and then had me and a few other teams dispatched to intercept the train. You ask about who sent the weapons- that's all I have."
The officer spoke up, breaking his silence. "What about her race? Do you know what they looked like?"
The royalist tiredly frowned, muttering something under his breath. "Yes. I think... an Odaru, I believe they're called?"
The officer leaned towards the Kumo officer, waiting for her response or opinion.

"An Odaru..." Kousaka sat in thought for a few moments. She wracked her brain to remember what exactly that term meant for a solid few seconds before it dawned on her. "Ashiagawa..." she whispered under her breath. "How certain of that are you? Is there anything we captured from your base that could backup your claims? Anything that might point us in the right direction? We need to close the loop of violence in Elenria." For the first time in decades her voice betrayed true desperation.

The Royalist shook his head. "Depends on what you have. Did any of your forces keep track of Galran weapon serial numbers post-Fifth? You could use that. Or if you got any of our standing order papers- they have her signature. But I don't know how else you could verify anything otherwise. We don't have cameras, and we wouldn't take pictures of ourselves even if we did and simply tack them everywhere." He was honestly surprised to hear the Kumo was in any kind of urgency. He was far more used to their rather demeaning attitude towards his people, where they had simply stripped whatever they wanted and left.

Kousaka sighed and turned her back on the Royalist. "None of that is enough to go on. None of that, is enough to forgive what you have done." She began walking away and put her hand on the door. She looked back and stared at the Royalist. "Is there anything else you have. Any shred of a lead that might take me down the right path to evidence. If we can close the loop. If we can, fix this then the relief campaign can resume and we can save lives." She stared at him with her mouth tense.

He stared at her, only exhaustion and sorrow in his eyes, quiet for a moment. "Comb the coast of Elenria Elder for a shipwreck. Its somewhere off the coast of Pactstei, flying Koian colors before it was sunk. It delivered the cargo and was marked with national identification. if you hurry, the monsoons will not have yet washed it away completely."
The officer hurriedly murmured his own advice, adding, "We could cross-examine sea records for that ship, ma'am. Its almost certain listed off naval trade records and won't be in Koi's records. By all means we can accuse Ashigawa of at least trespass, espionage."

Kousaka whacked the officer in the back of the head. "Mind your tongue. We cannot accuse anyone of anything until we have hard evidence of wrongdoing. One Royalist giving us a shakey description of a race of a person that originated in Ashigawa is practically nothing." She looked at the Royalist again. "If you've truly given us everything you know, then you can let your honor begin to restore. If you are still hiding things from us then the deaths of those Elenrians and those that may continue to die of famine shall weigh on your honor too."
She turned her back and spoke to the officer. "I'll get in contact with Admiral Yonamine of the Wakaba fleet and have her scour that area. We need that ship. We've got the nerds pouring through every document and firearm and so far they've got nothing. No one knows ships better than Kumosenkan. If we can unearth that thing we can trace back its origin." She walked out of the interrogation room with the officer. "Get me to a secure phone now, I need to contact the Admiral as soon as possible. I'm not losing that ship."
