The Ministry of Foreign Affairs sent Victor O'Shay a seasoned ambassador to the nation of Utrax via a motorpool that crossed over in the proper manner via the Lecura border. A request to meet with the tribal assembly would be sent ahead of his arrival.

While a response to the request would reach Ambassador O'Shay around the time of his arrival at the border, a more immediately pressing concern was established: Utrax's infrastructure would not support his motorpool. He would have to travel via carriage or by boat until they reached Utrax's capital.
The response to the early request to meet also established a second concern: the Tribal Assembly would not be responsible for Utrax's affairs during this war. All power was to be temporarily devolved into the hands of Prince Lindiwe, who was now assuming emergency powers until the end of the war. That being said, he had expressed a willingness to accept the Gaelian Ambassador should he still wish to meet.

O'Shay made the trip as needed. When he arrived to meet with Prince Lindiwe, he tried to hide his frustration and place the blame on the Ministry for sending him here in the first place. He made a point to get this meeting off quickly so he could return home.

Unfortunately for O'Shay, it would take another while longer to arrive at Prince Lindiwe's camp. By the time he finally arrived, he was taken to Lindiwe's tent, which oversaw the training Utrax warriors, who were largely underequipped for modern warfare, mainly using spears and shields, wearing minimal armor to improve their movement speed.
Prince Lindiwe did his best to welcome Ambassador O'Shay, however. Presenting him with a fine amount of bread and boar meat, which had been stewed with some local vegetables, the Prince's translator spoke in what could only be described as barely passible Gaelic, similar to the effort that had previously been made in the diplomatic response from Utrax, "Greetings, Diplomat Oshay, and be welcomed to Utrax. What purpose do you come for?"
Prince Lindiwe seemed pleased at the greeting, perhaps unaware of the slight garbling of the Gaelic language.

O'Shay was miserable, the trip had drained him, he gladly took the bread and boar meat. It was the best meal he had in his mind, he composed himself and responded, "I have come here to verify some...disturbing news. The Meiji to your immediate East have made a proclamation to invade the surrounding area, and the local governorship has sent me to...verify if Utrax is under attack. If so, I have, lets say permissions to help prevent a violent ravenous power rising in this part of the world. And if not, they sent me here for the same reason all of us are sent to nations...trade."
