Rombardan - Ashigawan Diplomacy

The Imperium of Rombarda and Ashigawa have traditionally maintained trade and ties, and COG did to a degree strengthen that.
It would be now that Rombarda would call on Ashigawa for their assistance in their coming endeavor. 

Notice Delivered by Naval Courier to the Ashigawan Empire - 

Under the Terms of the COG treaty the Imperium of Rombarda is requesting Ashigawa prepare for war with the URRV and join COG efforts in preparation for an invasion within the next two months. 
If Ashigawa joins these preparations are to be made post-haste and be done as fast as possible. Staging points are included in attached document for Ashigawan forces to rally at in preparation for the Offensive and where the offensive will be launched from. No dedication of naval forces is necessary. Air Forces are considered highest priority, infantry second highest.

The Tenno was not able to reply to the letter in time. He was gravely ill, and the speed of his responses to the piled up letters and notices slowed down. Now he was in a coma. Yuzuru, crowned the new Empress, was the one to respond.

I regret to inform you that we are unable to spare troops at this time for offensive operations. On the contrary, I must call upon Rombarda, under the Mutual Defense Pact outline in Article 3 of the Full Signatory Act of the Treaty of the COG to help us prepare for a defensive against a potential invasion of the forces of the Aegis Pact.

 It'd take a fair while for the message to receive a response from the Rombardan Government, worded different and sent by the RDO and someone with no given name, likely just a telegraph operator working for the organization in the echelons of the Rombardan Government, coming in light of their recent broadcast as well.

Because of the mass movement of troops to the URRV border to build fortifications in advance of a possible need to defend the region against a superior numbered force, as well as issues elsewhere on the Homefront including the disease currently within our borders and afflicting our citizens and inflicting dramatic economic strain on our Strategic Medical Reserves and our manufacturing and transportation capacity, Rombarda is not able to spare any military power to aid Ashigawa unless it is drastically needed.

Our resources are required on our Homefront, and we are strained heavily as is and our soldiers are only better used right now to either fortify our borders or to aid our citizenry as we work to remedy several already demanding issues. We are as well having issues getting our troops back from abroad or getting them the medical aid and supplies they need due to do their sworn duty as a result of the quarantines imposed in Fecrein and Maiz.

 We apologize, but for the moment, we are not able to spare anything save potentially some special operations units and advisors, primarily advisors at best.
