The Federal Republic of Amali would dispatch Dr. Ugo Zampa, a middle aged (52) human man who received a doctorate in international relations, to act as an observer to this group. However, Amali would also return the telegram with one of their own:
Dr. Zampa would take his seat, waving silently to the Gaelian ambassador, mainly observing those present. He took note, counting the nationalities, "Veltist, Koi, Gaelian, Franch, Elerian, Lusatia. Six nations, only one with a proper sea worthy fleet but still need to lick their wounds. This is going to be a sham. No treaty will be enforceable beyond the north of the continent, and even then only among each other."

"After all Ulster-Gaelia has done for me and my people, it would be very poor form of me were I to fail to extend you, King Rufus, and Queen Meredith an invitation to Iomairt. I would be honored to host you, and I'm fairly certain it would be a much better place to discuss events and cooperation than this... place." He said, already full of distaste for this international forum. He shook his head and sighed, but as he opened his eyes his gaze met the stranger waving at Howell. Laurence nudged the minister with his arm, pointing out the man across the room. "Seems one of your friends wishes to say hello."

A response was sent back to Amali's telegram:
Meanwhile, at the conference, if the Prime Minister was disappointed with the attendance of the conference, he didn't show it. Truthfully, he was surprised to see the Elen- no, wait, Elerian Imperator at the conference, given Touli's remoteness, and Ashigawan attendance was another surprise, given their perceived militaristic and expansionist agenda.
With Amali's arrival, however, the Prime Minister reckoned he had enough nations there to at least push for some kind of diplomatic body that might generate momentum and recognition based on those already within it, and, if that failed, and only the attendees today signed on? Amali and Ulster-Gaelia were 2/3 of the Aegis Pact: no matter how badly Kumosenkan wished for war, it would surely pause if there was diplomatic pressure applied from its allies? If Ashigawa and Franerre abided by the results of the conference, it would remove the more destabilizing members of the COG from worry. If the URRV was able to normalize world relations as a result of this, then stability in the east could be achieved.
This wasn't to say the conspicuous absences of Nevarra, Rombarda, Galra, and Kumosenkan weren't telling. Kumosenkan had recently neared war with Franerre and Ashigawa, if the reports were to be believed. and Rombarda and Nevarra held sway over the COG: without them, the alliance might still slip into a war. Galra had always been a concern to Lusatian interests, but had also been notoriously isolationist in terms of seeking international relations. The veil around their nation would remain closed, for now.
Still, he had to believe in his plans and stay the course. Growing disheartened would only further bury any hopes of peace: he had to see this through, no matter the cost.
Approaching the podium, and signaling for the attention of those who had gathered, the Prime Minister began his prepared remarks, in Common, though interpreters had been prepared should someone need one:
"Ladies and gentlemen, I warmly welcome you all to Lusatia. While I'm sure you are all aware of the message I sent to your respective nations prior to your arrival, no doubt my intentions regarding this message require explanation."
"For too long, our fathers, brothers, and sons, and in some cases, our mothers, sisters, and daughters, have been asked to sacrifice everything on the battlefield, to bleed and die because our nation were unable to reconcile our differences. Millions upon millions of lives have been lost, lives that did not need to be lost, lives that could've enriched and bettered our world."
"One need look no further than the Fifth Staol War for evidence of this, as millions of Lusatians were killed and wounded, millions of Eonians, and millions from all over the world, dead because of greed and ambition."
"We owe a duty to those lost to ensure that our children not join them on the battlefield, to make a world where peace reigns and everyone prospers, and though such a world is a long, long way away, that does not mean we shouldn't try."
"If I'm not mistaken, every nation here has recently struggled against some other power, though not all here suffered from the horrors of the Fifth Staol War. Everyone here, undoubtedly, holds in their hearts a story of some lost brother, some lost friend, perhaps not directly, but indirectly. Hold their memories in your hearts and help plant the seeds for a world where no one must bear the loss of a loved one to war ever again!"
"What I wish to propose to you all today is not a perfect solution, I admit that. It is unlikely to be able to outright prevent wars, especially in light of the absences here today, though it is my hope beyond hope that these other nations are merely late, and that they join us while we are still drafting an agreement among us."
"Simply put, what I wish to propose is an international organization. One committed to resolving diplomatic disputes independently of national interests. One that is empowered to enforce its decisions not by military force, but instead through diplomatic pressure and economic sanctions. No nation can stand alone. Certainly not in this increasingly interdependent world. Meeting either regularly in a singular city, or annually in a different city each time, this organization, this United League of Nations, will push forward a unified front of nations to deter aggressors, who will be forced to contend with diplomatic isolation and international stigma."
"I am not calling for a broad mandate to interfere where we aren't wanted, either. If a nation wishes for us to provide judgement, they must be a part of this organization and participate in it outside of its own needs. In this way, as this organization to maintain peace grows, its mandate shall grow, and, hopefully, be able to provide a diplomatic forum for all future disputes."
"In time, should future functions of the organization be desired, they can be implemented by those nations which are a part of it, but, for now, I merely wish for the nations of the world to participate in multilateral dispute resolution as a means of removing war and the emotional and economic disasters it causes from the table entirely."
"With that, I shall yield the podium. If there are questions regarding the plan, please consult me or," he said, pointing at his foreign minister to his right, "Foreign Minister Valantinas, who has been fully briefed on the details. A preliminary draft including all the proposals I mentioned has also been prepared, with copies of the draft having been distributed to your aides, or, if you lack them, will be provided to you directly, shortly. Note that this is not at all meant to be the final draft, as the entire document is, rather unfortunately, devoid of input from the nations of the world, and unrepresentative in its entirely of what your nations may wish for it to represent. Any and all parts are open for debate and modification as the convened nations see fit."
"Finally, those leaders who wish to make their own speeches either in favor, against, or in favor of large modifications, please notify the chair, and they shall call the assembly to attention to listen to what you have to say."
With that, the Lusatian Prime Minister stepped away from the podium, and took his spot near the podium's location, looking around to see if anyone was attempting to grab his attention.

After the Lusatian Prime Minister was finished Commissar Bonaparte would step up and speak to the assembled nations, this was a unique opportunity for the Union to speak to a semi-global audience, and they were not about to waste this chance.
"Honored Representatives gathered here today, I am Lucina Bonaparte, Commisar of the Union of Revolutionary Republican Velts. I am here today to show the Union's commitment to peace. The Prime Minister spoke of the tragedy that was the Fifth Staol War, and how many lives were lost. I shall speak of the tragedy that led to me standing before you today. Many of you know that we in the Union engaged in a war to liberate ourselves from an oppressive, egotistical man. That does not mean we want to see violence. Many of us have seen more violence than we ever wanted to. We hope that unified global effort to bring about positive change, prevent conflict, and work for the betterment of all those who inhabit this planet will bring us to a positive future. Even though some people currently are not here, this is still a good start. After all peace is not something that happens overnight, we have to work for it. I think that if everyone here is willing to work together and discuss our problems we can look towards a world where peace is not just a pipe dream, but a reality. As long as we stand together as defenders of the idea of peace, then I think even the most warlike on this globe would have to pause and think about their course of action. That is why the Union stands here in support of this effort. For it is only through an international effort that peace can be achieved."

Yokosama-sama, the Ashigawan representative, would request the podium. Upon being allowed to address the representatives, she would begin.
"I would like to clear up some possible misconceptions about my homeland Ashigawa.
First, these news may not have yet reached those remote from our borders. Tennō Nobuyuki has passed away earlier this week. Crown Princess Yuzuru has ascended to the throne as the new Tennō.
Secondly, following the trend already widespread among many of the powerful nations, Tennō has launched a process of decolonization and democratization.
On that note, the Empire of Ashigawa, under the new leadership of Tennō Yuzuru, wishes to finally extend the much delayed formal recognition of the State of URRV"

Regardless of whether or not he had been invited to take the stand, Imperator Laurence stood and marched to the podium, standing straight before the assembly as he began to address them. He held his hand out to Commissar Bonaparte of the URRV, intent on securing her attention.
"The rotten tree bears rotten fruit. Trust me when I say that Clan Albion won't forget what you've done so easily, let alone the Greater Imperium of Eleria as a whole. You come here and speak of peace, but your history sowing the seeds of destruction and oppression cannot be erased with something as simple as a name change. Yea, we still bear the scars Eonia so willingly inflicted upon its own sons and daughters, evidence of your brutality. I myself was not old enough to take up arms against you at the time, being but a mere boy, yet these vile slavers still sought to torment me and the rest of my people. We stand as testament, each Elerian an example of the black blood flowing throughout your pitiful nation's corrupt heart. Unfortunately for you, I have grown quite adept at stamping out such corruption. We will have nothing to do with these... creatures."
His piece said for the time being, he returned to his seat beside Minister Howell.

The Imperator stood from his seat in a flash, enraged by the Veltist's words.
"I care little for what form your wretched government takes, our hatred burns for all of Eonia, not just the Shahdom! Justice will be done, Eonian, these crimes cannot go unpunished! You will learn this simple truth, willingly or not, for you reap the fruits of our labor! You raped our beautiful land for all she was worth for ages, and have not even seen fit to issue an apology! If you have any modicum of wisdom, you will heed my warning. Blink, and you may find my sword planted firmly within your back. No mercy for the guilty, thus always to tyrants!"

Giving a resigned look to the Foreign Minister, the Prime Minister went to speak to the URRV's Commissar while the Foreign Minister went to speak to Eleria's Imperator.
Prime Minister Poterek, shaking his head as he approached Commissar Bonaparte, said, quietly, "Save the passionate speeches for those who will listen. The wounds of the past are still fresh in Eleria, their independence from Eonian slave-drivers as recent as the turn of the century, if I remember correctly. It is not unfair, his feelings, even if they are misguided."
The Prime Minister thought for a moment, then chuckled, "With both of your nations' passionate disdain of the old Shah, you ought to hold a shared trial against him for all the crimes he committed. Under such circumstances, Lusatia would be willing to hand him over, provided the trial is fair, and the punishment humane, even if he is not worthy of it."
Simultaneously, Foreign Minister Valantinas approached Imperator Laurence, "Please, Imperator, it would be a great misfortune to reignite old passions at this time."
"Though the total extent of your peoples' plight is unknown to me, understand that Lusatia does indeed condemn slavery in all its forms for the injustice that it is. However, it is folly to indict the son for the sins of the father, lest we all of us ought to be hanged," the Valantinas said, sadly.
"I'm certainly not asking you to forgive, and especially not to forget, but for the sake of global cooperation, we must sometimes deal with those we find unsavory." He looked over at the Prime Minister and Commissar Bonaparte. "Perhaps, one day, you will find common ground with your old oppressors."

"I understand what you mean, and I have said my piece," Lucina said nodding. "You must understand I could not just sit there and be threatened, a response was necessary, however further action is no longer required, even if they try and press the issue. Besides the minor hiccup here it does appear to be going alright. You even have some guests I did not expect." She would nod to the Ashigawan representative. "There might be hope for this idea of yours yet."

"I will stay my tongue for now, if only in the interest of avoiding a conflict I'd rather not start, but I fear your prediction may be very heavily misguided. The only common ground I see Eleria having with the shattered remnants of Eonia is a battlefield, hotly contested with a map redrawn with the blood of soldiers rather than ink." Laurence growled, using a circular breathing technique to douse the flame burning within him.

The following other nations would arrive to the meeting.
An ambassador would arrive, dressed in a clean slate gray three-piece suit, however the coat would already be off and his sleeves rolled up. His face was tanned, his armed tanned as well up to a point, where they quickly showed the true pale color of his skin. He'd step up to the security checkpoint, taking the stalk of grain he'd been chewing on out of his mouth. "Name's Zak Hamilton, representing thuh' Republic of Maiz."
Another ambassador would arrive, wearing a gown of dull reds and yellows. His face was almost as tanned as the man prior, though he didn't appear to be as discomforted by the weather. "Elşi* Beibitzhan Camranev, representing the United Republic of Fecrein."
The next would arrive wearing a simple white button-down and tan slacks, holding his dark brown overcoat over his shoulder. He'd walk up to the security checkpoint, reeking of cigarette smoke, and place his gun on the table for them to keep until the meeting was over. "Botschafter Friedrich Westermann, here for ze Große Demokratische Republik of Grinvel."
The next would arrive wearing a long dark blue dress, soft pink bands wrapped around the tops of her biceps and a large soft pink band around her waist. She'd step over to security, bowing politely before checking in. "I am Presveftís Sapphira Iacovou of Barasque."
The next man, a tall Gentediavalo, would arrive wearing a large, thick black trenchcoat over his light tan suit. He'd remove the sword from the sheath on his hip, placing it softly on the table before security. "It's a pleasure. I'm Evripidis Periadis, Presveftís for the Vasíleio of Revukin." He'd pull out a cigar, lighting it as they processed him.
The next would arrive, his outfit flashy and showing off the wealth of his country. His deep crimson red overcoat would be adorned with gold inlets at each of the joints and around the neck, his light blue button-down and yellow tie hidden by the jacket, and light brown slacks not nearly as interesting as the top. "I am Valentinos Rellelis, representative of the Grand Aftokratoría of Verak! Where is the alcohol?"
The next would arrive wearing a clean tan button-down and earthy brown skirt. She'd smile to the security, placing her briefcase on the table. She'd open it, pulling a small purse out of the case and pushing the rest towards the security officers, revealing a semi-disassembled assault rifle. "Botschafterin Karolina Myrthenbaum, representing ze Demokratischer Volksstaat of Grinvel."
The next, a short Avialan, would arrive wearing a simple black dress that matted down her color red and yellow feathers that adorned her body. She'd place a small gift on the table, smiling to the officers. "I'm Leposava Obradović, Ambasadore of Oflya."
The next, a Silurifo, would arrive. His outfit wasn't anything special, a simple muted gray that hid most of his dull blue skin. He'd nod to the officers. "I am Regan Day, representative of the Imperial State of Galra. I was instructed to observe this conference."

Stepping in would be a Nevarran man wearing a rich brown suit underneath a larger but more dull and faded brown overcoat. His skin was lighter, smalls bits of freckling along the nose, sported a Balbo-type beard and wore a brown fedora atop his head as well. Overall the man was broad and appeared only wider with his garments but was a humble five-ten in height. In his right hand would be a black leather case of modest design. "James De La Mora, honored representative on behalf of His Majesty and the Crowned Republic of Nevarra."

Howell waved back to his amali comrade before the arguments flung between Eleria and the Velts. He smirked at Laurence as he sat back down showing some slight approval, as more delegates walked in his mood soured when saw the unmistakable ensign of the Galra.
“What are they doing here.” He growled gripping his shillelagh that he used to walk with. Anger seethed through him, actual rage that they had the gall to be here. He would stay seated but fixed on the Galra representative for a moment. He then turned to Laurence coming back to reason when he understood what was said to him earlier, “king Rufus? Queen Meredith? Laurence do you know who our monarch is?”
