Under Committing: You can use fewer factories than a project requires in two ways. You can increase the time it takes to construct, or you can risk a shoddy construction that may have RP consequences. Before under-committing factories inform a DM of which option you are going with. Increasing development in territory: To increase development in any territory you can convert 10 points of civilian factories into 5 points / 1 level of territorial development. The conversion takes 1 IRP month. Factory Conversion: 3 Civilian factories can count as either 1 military factory or 1 shipyard for the purposes of Civilian projects. 3 Military factories can count as 1 civilian factory as well. Capitalist Societies may construct some projects on their own without the input on their governments. |
