Time was of the essence. Yuzuru has return from a failed diplomatic mission to Kumo late in the night. As soon as she arrived back in the Palace, she had heard the grave news. Several hours ago her father entered a state of coma, and his doctors predicted he will die within 2-3 days. This made Yuzuru the Empress as of now.
On the other hand, this was good news. It meant that now she has direct authority, and in a time like this, when hours matter in decisions that would otherwise take days, it meant that she still has hope to avert the oncoming doom.
She has ordered for the coronation to be as fast as possible, with minimum fanfare. Catching only 3 hours of sleep, not counting the one hour of nap she had in the plane back from Kumo, early in the morning of the next day her coronation was broadcast on radio.
She was now both formally and ceremonially the Empress. Now was the time to act. She had less than 30 days to accomplish that what normally takes almost 6 months.
