On the second day after her coronation, Yuzuru began setting in motion the decolonization plans she had envisioned for several years now.
Messages would be sent to all the colonial governments: Manshu, Kankoku, Chokosabe and Kagoshima (the small islands of the Southern colonies being formally part of Kagoshima)
They would order the governors to assemble referendums for the population to vote. They would be given no more than 4 days to organize the referendums, hold them, count the votes and report them to Kyoto.
The voting options for the citizens of these colonies would be as follows:

The results of the referendum will be posted on March 20th, 2021.
Until then, all players are encouraged to create propaganda to attempt to influence the outcome of the elections and post them here, because I want to see what everyone can do.

An Emergency Counsel has been assembled, comprised of Yuzuru's closest friends and advisors. The would take on the role of the Imperial Counsel comprised of all the current Ministers, which is being disbanded effective immediately. The Emergency Counsel will stay in power until the Parliament, named the National Diet of Ashigawa, is established. The Emergency Counsel will be the first to lead the Died, while elections are held for the population to elect members. Terms would no longer be limited exclusively to nobility, and no longer be life-long.

Several weeks after the announcement, demonstrations started gathering. All states had varying levels of demonstrators who were trying to sway the public to leave Ashigawa. In Kagoshima especially, where Ashigawan rule was not all too popular recent bombing of the colonial capitol being the main proof of that. There were some pro-Ashigawan demonstrators, but they were in the total minority, often not even taken seriously.
In Manshu, the sides were roughly equal. It would seem that the same amount of people wanted to leave the Empire as much who wanted to stay.
Kankoku and Chokosabe, meanwhile, were a whole other deal. First, on Chokosabe, life went on as normal. 95% of the population were immigrants from the Home Islands, with the remaining 5% - from the other colonies. The native population was non-existent, as being an underdeveloped tribe, it was entirely destroyed upon the colonization of the island almost 60 years ago. Thus, life went on as normal there, as many didn't even consider themselves a colony - while they certainly had less right and higher taxes than the Home Islands, the population mostly came from the Home Islands and was loyal to the Tenno.
In Kankoku, the situation was almost reverse to that of Kagoshima. After all, Kankoku was the oldest colony, almost 150 years. In addition to the immigrants from the Home Isles, several generations already grew up under Ashigawan rule, and many identified themselves with Ashigawa. Understandibly, most of the demonstrations were pro-Ashigawan, with only a minority - though certainly not as the pro-Ashigawan minority in Kagoshima - were pro-separation.

As the discussions, demonstrations and protests were going on in the colonies both for staying and leaving, the second part of Yuzuru's plan was brought into action. After the coup has been ended, the Royal Palace started accepting political party registrations. All have been been approved, and would be presented on the voting ballot for the Diet in 6 months, with the time until then allocated for campaigning.
Days before the election, 4 parties have registered and amassed some popularity among the people:
Rikken YĆseikai - a right-leaning party advocating to leave most of the power in the hands of the Tenno National Socialist Odaru Workers Party - A far-right leaning party, composed mostly of former military officers, advocating for a military dictatorship to increase Ashigawa's power in the world. Odaru Revolutionary League - A far-left party, inspired by the URRV, advocating for an abolition of Tenno and establishment of a communist utopia. Constitutional Democratic Party - a center-right party, advocating for the Tenno to remain in power as and advisor and final mediator to a civil government based around a constitution.
While there are more parties that have registered, none have garnered anywhere close the amount of popularity compared to the above four.
In a surprising move to everyone, Yuzuru has announced that she trusts her people and will let them make their decision, and that there will be no reprisal against the parties that openly advocate for her reduction of power or even abdication. Such an announcement has resulted in a sudden spike in popularity of the Constitutional Democratic party.

As the referendum dates were closing in across the Empire, Ashigawa had to prepare for the worst case scenario if all the colonies chose to leave. The Home Islands would have to increase it's self reliance for when it looses access to the industry and resources in the colonies. Staying true to her word, Yuzuru would not strip the colonies of their industry before sending them off into independent sailing. This requires a buildup of new factories in the Home Islands, and under the newest initiative, Yuzuru passed a mandate to build new civilian factories and new develop agriculture. This first rush would be the basis to expand Ashigawa's industrial capacity even further in the future.
