Tenno Yuzuru was exhausted. 4 days ago she was crowned Empress. She has slept less than 8 hours total since then. And still, with the treat Empress of Kumosenkan, time ticked by unbearably fast for her. Every tiny moment she took to gather strength to start the next executive action, she felt like she was wasting time.
The Commonwealth has been called upon. Franerre was warned. Now it was time to deal with the perpetrators of the crisis - the Kempeitai.
The Kempeitai was the Empire's secret service. Having multiple branches, they acted as military police, secret police, secret agents and overall maintained security of the state. They latest actions, however, have undermined the very security they were supposed to safeguard.
Tenno has ordered the Royal Guards, who were separate from any other organization, and formally superior in their authority to all other organizations, to arrest key members of the Kempeitai, including their leader, as well as halt all of their operations. Head of Army Intelligence, Kondo Akane was also put under arrest. While it is known that she already confessed her involvement to Yuzuru herself, and that she was fooled by the Kempeitai into believing the cause is just, Yuzuru had to make sure all the cards are revealed to her.

Almost 3 days were needed to force through the investigations. All activities of the Kempeitai have been suspended.

All have been arrested and detained. They would be put through extensive questioning for any and all involvement in the Elenrian terrorism.

Moving from district to district, under great haste, they moved throughout the city, using katanas on unarmed adversaries, shooting those who resisted. Throughout the city, an uneasy quiet set in as new agents of the Kahokai, still dressed in Royal Guard uniforms, went to specific houses and eliminated those who resided within. No member of the Kempeitai, once found, was spared. Those who weren't on the list of names, but did provide assistance to the Kempeitai agents, were turned over to the army police, who would hold them in cells while an official inquiry into the extent of their cooperation with the Kempeitai was concluded.
General Kondo and Captain Kodama followed their men through the city, ensuring that the entire procedure was handled as thoroughly as possible. Travelling from district to district, crossing out name after name, the Kahokai worked its way throughout the entirety of the city by dawn.
Their results spoke for themselves: all but a few agents had been eliminated, and even those men couldn't escape the law forever. They would be wanted men, with decent bounties offered for their capture... or their death. Their only real chance of survival would be complete anonymity, which wouldn't be the worst outcome, if that's what the Kahokai had to settle for, though they wouldn't give up on their pursuit until the men were confirmed dead or the Tenno ordered them to desist.
There was also the matter of a few dozen collaborators arrested. No doubt many of them were truly aware that their were aiding Kempeitai agents, but a good chunk of this group would also be found guilty, though whether or not that warranted death would be determined.

After the Kempeitai in Kyoto had been eliminated, Kondo had now to take care of the Kempeitai in the rest of the nation. Doing similar acts as the previous night would take too long, as she'd have to visit almost every town on each island and the colonies. No, she had a better plan. She came to Yamachiro and requested for some poison gas to be transferred to the Kahokai in secret.
The she sent out messages to each city that had Regional Headquarters for the Kempeitai. All members, from highest to lowest ranks, were to attend a mandatory meeting in said headquarters. They would be told that the meeting will discuss how they would move forward with their operations after the fate of the arrested leadership is decided.
While that message was being sent, and the meeting set up to be in 3 days, Kahokai agents moved out. They brought poison gas with them to each of the 11 Regional Headquarters across the country, including the colonies. In the conference rooms, where the meeting would be held, ventilation systems were set up to pump in the gas. All was ready.
The day of the meetings finally arrived. The Kahokai, dressed in Kempeitai uniforms, directed the incoming agents into the conference rooms, while making sure everyone was in attendance. A total of 2,380 Kempeitai agents across the 11 regions have showed up - they were only 13 men short across the entire nation. Probably the only give-away that something was wrong were the boarded up windows - which no one really paid attention to from the outside, and from the inside they're were covered by curtains.
Once everyone was in the conference rooms, the Kahokai had quietly slipped out. Locking and barricading all the doors from the outside.
On that day, with various delays between 1 pm and 2 pm, in all 11 conference rooms filled to the brim with Kempeitai agents, gas was sent in. It only took a couple of minutes for most to die - and those who'd survive would be too weak to resist when the Kahokai opened the doors and walked in, wearing gas masks, killing all those who survived.
Only 68 Kempeitai agents remained alive at this point - 50 of them safely in prison already.

Several days have passed since the gas massacre of the Kempeitai. Now that they no longer poised a threat due to their astonishingly low numbers - just 18 - and those were only low-ranking men, they have officially been declared outlaws and bounties were placed on their heads. 20,000 Yen for information that would lead to their capture.
