She has sent out messages to Rombarda, Nevarra, Franerre, Koi, UKUG, Amali, URRV, Lusatia and most importantly, the Elenrian Takpoe government, for permission to use their radio to broadcast a public address from from Tennō to the world, and the Elenrian people in particular.

Yuzuru knew that her father's actions have tarnished Ahsigawa's reputation in at least Elenria and Kumosenkan's eyes, and likely in many other nations. The first step, she thought, would be to show initiative and offer reparations before they are demanded.
While she was waiting for the different nations to allow her to broadcast her speech, one hundred twenty five thousand tons of food - almost half of Ashigawa's stockpile - and over tenfold of what was lost due to the terrorist actions in Elenria, have been inspected for top quality and loaded onto frighters. It would ship out while Yuzuru will be delivering a public apology over world radio.

The Empress would be informed that to air on Vérité the speech would either need to be prerecorded and sent in for review or the entire transcript of the speech needed to be sent in for review before airing.

Virgin media, which controlled several broadcast station in the UKUG would require payment for how long the transmission would be and need the UK government to screen said broadcast.

The National Broadcast Commission would require the transcript and recording of what was desired to be broadcast by Ashigawa in its final form. There would be no allowance for an in-progress media to be judged and then be sent something to replace it.

URRV would receive response that a recording of the speech will be sent via the fastest aircraft available as soon as the live speech is completed, to be played on URRV radio as soon as the requesting authorities review the speech.
UKUG would receive a response that the speech would last for about 15 minutes, and request the amount of payment it will require to be on air, and a confirmation for the government to screen the live broadcast.
Amali would receive a response that a recording of the speech will be sent via the fastest aircraft available as soon as the live speech is completed, to be played on Amalian radio as soon as the requesting authorities review the speech.

The Lusatian government confirmed that the full broadcast of the speech will be permitted, to be prefaced by a local notice regarding the potential of the broadcast to be foreign propaganda immediately prior to it being broadcast live. Otherwise, the broadcast would not be interfered with.

The Koian government would request a full transcript of the speech before it could be broadcasted on live radio along with prefacing the announcement as being of foreign origin.

Lusatian government would receive a response reassuring that the message is not propaganda, but still agree to the condition.
Koian government would receive a response that a recording of the live speech will be sent by the fastest plane as soon as it is broadcast live, to be broadcast on Koian radio after review by the requesting authorities.

Franerre would ask for a transcript of the message before it was to be broadcast, so King Dante himself could give a speech along with their 'honorable Ashigawan allies.'

The Rombardan government would do what all the others at this point had, and would allow for it to be broadcast after they received the transcript.

Upon the reception of the request, the initial Elenrian response was nothing short of seething anger, General Api included in the livid crowd of ministers who saw the apology and food nothing short of a mockery to the lives of those dead. Nevertheless, Queen Akel II took the initiative from the Governor to write back an acceptance, but requesting a full transcript of the message due to Elenria's lack of radio infrastructure. She also made sure to clarify her stance on the entire matter, attaching a small note.
"To the Ashigawan government.
Elenria cannot bring back the dead. No matter how much you send in repayment, those twenty-five thousand souls will never again see the light of day in their tombs. We accept you apology by word, but allow me to be clear: the Elenria does not forget. May this millennia care for your souls and people, because heaven willing, we will not.
In the name of Elenria and the Empress,
Her Majesty Akel II."

Receiving the responses from the last nations, Rombarda and Franerre, being the only of Ashigawa's allies who did request a transcript, would receive one, and so will Elenria to put it in publication, by fastest means possible.
The next day, Yuzuru recited the speech in her head one last time before stepping into the radio recording booth of the central Ashigawa radio station, requisitioned for this occasion. Once the operator gave her the sign that she's live, she would begin.
People of the world. And particularly, people of Elenria. I am Empress Oda Yuzuru of Ashigawa. I address you today for a reason no one should ever have to address anyone.
By a stroke of chance, I have the fate of being an heir to a regime that enabled horrible atrocities throughout the centuries against numerous peoples. This year, it's latest victims were the people of Elenria.
Under the guidance of my predecessor, Emperor Oda Nobuyuki, and the execution of the Kempeitai, the Empire's secret service organization, events have unfolded that have been kept in secret from almost everyone in the world: including myself.
Weapons have been sent to Elenria. Weapons and tactics. Weapons that would arm one of the terrorist factions of Elenria. A faction that has been deceived to believe that they would have the full support of Ashigawa. The Royalists of Elenria have been convinced by the Kempeitai that should they achieve their own state, Ashigawa will stand behind it. In reality, however, this was but a ploy to destabilize the region.
But that is not the atrocity that brings us to where we are now. Under such perceived support, and with the equipment they received from us, their actions have become a direct cause of a famine that ended the lives of 25,000 Elenrians.
I myself am still in shock of these news, which I have found out not more than a week ago.
I offer my apology, as a leader and representative of Ashigawa, as unlikely it is to be accepted. A long path of redemption now lies ahead of me and my people. As a first stepping stone on this path, as I am speaking right now, a tenfold amount of food is being shipped to Elenria as that which has been destroyed in the terrorist attack that caused this calamity, to end the famine exacerbated by these actions, and sustain the Elenrian people until the situation stabilizes.
Secondly, I shall be releasing all available information on Elenrian terrorist groups, to stop them from committing any more heinous crimes with the tools we regrettably gave them.
Everyone in Ashigawa who is an accomplice in this string of events is being brought to justice. The organizations that allowed this to happen are being disbanded and remade in a new image. Should anyone wish so, I will gladly accept any demand for their trial to be international.
Furthermore, while this was on my agenda even before these events have been uncovered and more so - before they even occurred: under my fresh guidance, Ashigawa shall enter a new era. An era of decolonization and democratization. The Imperial Counsel shall be disbanded, while the Parliament is established in its place. Referendums shall be held in the colonies to either become full members of the Ashigawan nation, or return to their own sovereignty.
We do not ask anyone for forgiveness. For we would not be able to forgive ourselves for such a dishonorable action. Only through hard work can we dream of earning redemption in the eyes of the world, ourselves and the gods. All I pray for is a chance to show my intent to commit to this path of redemption, and lead my nation along it.

As the radio message found its way to the Kumosenkan Intelligence agency an unencrypted message was openly broadcast to Ashigawa. "Ashigawan ships under no circumstance will be allowed to land on Elenrian shores. Any Ashigawan ships that come near Elenrian waters will be sunk and will be taken as an act of war. If Ashigawa insists on sending food relief to Elenria it will be intercepted by Kumosenkan Royal Battlefleet ships two hundred nautical miles east of the coast of Krelan. The ships will be escorted under threat of destruction to Fuyonouso where the contents will be fully inspected. If anything other than food is found on board it will be taken as an act of war. Assuming only food is found the food will be transported to Kumosenkan ships which will then deliver the food to Elenria."
