The evening after the Aegis Pact's first meeting, the President of Amali sat in his chair overlooking the Kumosenkan capital. The rainy and cooler evenings were a pleasant nicety, but the President was deep in thought over the disturbing evidence brought to him during the meeting today. A lined telephone sat on the table near him as he drummed his fingers on the wood, thinking deeply about his next action. The Empress was not too keen on simply starting with economic sanctions, so they'd go a step further.
The President rang up the telephone line operator, asking for a connection through to the Republic of Koi's Trade Ministry on severely urgent business. He would request a line be put through the CIE, the Kithium League, Nevarra, and into Koi. Two of their trade partners had some incriminating business that he believed they would like to know about. An operator from the ministry would pick up.
"Hello Ms. Ruutel, this is the President of Amali, Alfonso Rizzo," he would start out saying, "I have some urgent matters regarding two states who you are currently trading with, is there any way I could be sent through to the Trade Minister or someone who authorizes the Staol shipments?"

There would be a momentary pause before the operator would answer. "How high up do you wish to speak, President Rizzo?"

The President would respond quickly, saying, "Highest you can get me, please."

"Please hold, President Rizzo." There'd be a few audible clicks through the line as the operator changes the directory. Faintly through the receiver, he'd hear from Ms. Ruutel, "President of Amali, requesting highest authority......Unavailable? Anyone else?.....Right away." There'd be a few more clicks through the receiver.
Several moments would pass before a male voice would come through the line. "Diktaator Luca Valgus, how may I help you?"

"Ah, Dictator Valgus, this is President Alfonso Rizzo of Amali. I apologize calling so late but I have some very important information to pass along to you," Rizzo says. "Two states appear to be involved in terrorism in another sovereign nation. It appears that they lead to the death of twenty-five thousand sentient beings and the near starvation of nearly half a million more in Elenria."
The President stood up, pacing around the front of the phone will he continued to look outside at the city as lights came on to fight the encroaching darkness. He knew he was probably being listened in by Kumo's spies through a wiretap, seeing as he was in a hotel that was sponsored by the Kumo government. It's not like he was going to divulge state secrets pertaining to Amali so let them listen in, he thought.

There would be silence on the other end of the line as Luca took in the information. He wasn't exactly sure what to do with it, to be frank. Why was Koi, of all nations, being called about this? They have no diplomatic power to enforce nations to behave, nor the military might to enforce anything.
"May I ask who did it? And why you've decided to call us, President Rizzo?"

"Ashigawa and a Touli state called Franerre," the President says, "I can make a copy of the information Kumosenkan gave the Queen of Ulster-Gaelia and I and send it up to you pretty quickly, but I will say its been corroborated by Rombardan intelligence and confirmed by the Princess of Ashigawa herself in a meeting with the Empress of Kumosenkan. While I'm not sure what you can do about Ashigawa given their status, I do believe we can work on a deal for about two thousand units of Staol and blocking a rogue state that stands aside while an ally is funding the death of innocent lives. We've been looking into expanding our rail and naval fleet, so more Staol is always a good thing. I believe most of the Aegis Pact will be looking to expand their fleets as well."

Luca would take a few moments to process what was just stated to him. There'd be some rustling through the line as he'd pull out some papers, reading through them quickly. "By the laws of the treaty, we cannot do anything to the Ashigawa Empire. However, this...Franerre?...we have no official records for them in the ISTT. I'll have to speak to MiniStaol for more information on that. Just to make sure I heard the request right, you wish for us to halt trade with Franerre and instead send two thousand units of staol to you?"
