The telegram would make it to Commissar Bonaparte who would read it suspiciously. After all Rombarda was currently acting as though it was going to declare war on the Union any day now. However her task was to represent the Union on the international stage. So it would be neglectful of her to not to order a response.

It'd take a bit of time before a reply was received, but the Rombardans would agree to the location and send their response. They would agree on a time and dispatch the delegation from a nearby town close to the border where they had been stationed sometime before, when the lockdowns had gone into effect and they had been more or less stuck living out of a hotel and working at city hall.
The group would consist of a pair of experienced diplomats and then a couple of guards wearing guardsman uniforms. They were following the road in a single vehicle up to the checkpoint, going slower since the road on their side was not that well maintained.

The border checkpoint was manned by several Red Army soldiers, who had seen the group approaching from afar. They would inform the soldiers on the ground to prepare for the arrival of the Rombardan diplomats and guards. The meeting location was an open air tent, under which was a table and some chairs. On the table was a pitcher of water and several cups to drink from. The soldiers would inform the Rombardans that they could have a seat at the table at any point that they liked. Commissar Bonaparte would wait for the diplomats to be comfortable enough to approach, talking with one of her aids in Acri.

The Rombardans for their part were, even if noticeably uncomfortable, fairly polite and relatively quiet. They didn't make demands or act hostile, and generally, they seemed about as polite as diplomats came. Eventually, the leader of the delegation and the other diplomat, the first a Festria on the taller side and a smaller but more fit human woman would take a seat at one side of the table, one drinking slowly from a cup of water as the other waited patiently. Their guards were standing off a few feet away from the entrance to the tent, both stone-faced and quiet with crossed arms but otherwise not doing much more than standing by passively.

As the diplomats sat down the Commissar would fold her hands in front of her and lean forward slightly. She would look at the two diplomats, waiting for them to speak. After all it was their government who intiated this meeting, so they should have a better idea as to what would be discussed. And she was very clearly the Commissar they had been told they would be meeting with. All that was left to do at this point was wait for them to speak.

The Rombardans were reluctant to speak first, but the Festria would break the silence himself. "..I am Khagan, of the Imperium of Rombarda. This is my colleague and friend Dejanus. We are here to represent our country and to open formal relations with the URRV." He'd say, looking the commissar over before he would cup his hands together and put on a small smile, the other setting their hands in their lap and leaning back in their seat as they would listen to the Festria talk.
"As there has been no real formal interaction between the Rombardan government and that of the URRV, and given our relationship with the former Eonian nation was not the greatest, our government has deemed that, given precautions elsewhere have been taken, it is now best to directly engage you. In part we are mostly here looking for a Non-Aggression Pact and as well, to settle any issues that might arise and set up a base for future interactions to build off of."

The Commissar would laugh internally at the Rombardan's statement. However outwardly her cold stare would not change. "Yes, precautions elsewhere." The Commissar's aide would hand her a folder. She'd pull out the documents and images. "Such as mobilizing an army of 1 million on our border on war footing, and clear war preparations being made, even as we currently speak." She'd look up at the two diplomats. "So how can we trust that a 'Non-Aggression Pact' is worth the paper it is written on and the ink it is written with?"

The other person would choose to speak, the Festria letting his counterpart speak for him. "We understand your concern and it is our fault for taking drastic measures, as well as not opting to open relations with you after we recognized your government." He'd say, setting his hands on the table as he locked eyes with the Commissar.
"To be frank we don't expect you to trust us, but we don't wantonly break diplomatic agreements to start fights we can't win." They would say. "And as it stands, neither of us objectively has anything to gain from engaging in a conflict, and it'd be better for future relations that an agreement be reached, since it as well means that our government will be more comfortable pulling troops back from the border to ease tensions."

"I don't think you get my point." The Commissar tapped the images. "So long as I have this on my border I cannot agree to anything. Your government has taken every action to threaten the very safety of the people I have pledged to protect. I'm sorry but you have escalated to this point, so we are not willing to take a potentially poisoned fruit. You have threatened us, and we have responded. This is a start yes, but if you want us to act in a positive manner, you have to show that you believe your own words. With your preparations for war your government clearly does not believe these words of peace."

The two of them would look at each other, the human seeming to be stoic and stone-faced, the Festria however frowning a bit. The human then would turn back to the Commissar. "We see your point, yes. We can bring this back to our government. I believe that if presented with this they may consider a force drawdown, but they will only do so if they feel that an agreement can be reached after. If we can get them to drawback, will you then be willing to discuss a Non-Aggression pact?"

"I would be open to discussion if your government withdraws your army from the borders." The Commissar would pack up the folder and hand it back to her aide. "But if it is just a token withdrawal don't bother. If you truly wish to act with peace in mind, show it."

They would nod their head, the Festria seeming displeased, but the human remaining stoic. "I suppose then for now there's little else to discuss then, so we'll be leaving now."
Then he'd stand up, the Festria heading out first, the human looking at the Commissar again once the other had left the room. "I'll bring the message to my government for their consideration. I don't know when they'll agree or not, so don't expect an immediate answer." Dejanus would nod respectfully and then turn to make his exit, leaving the tent, the guard that had stayed behind following at his side as the other two were already leaving the checkpoint.
