The Imperial Navy, while a mighty force, does not stand a chance against the numerically and in part, technologically superior navy of it's most potential enemy - Kumosenkan - which is regarded to have the strongest Navy in the world. To make matters worse, it's allies, UKUG who's navy is regarded as second strongest, and Amali, who too has a sizable Navy - against the three of them working together no single nation would be able to withstand.
Several Naval officers have come up with an idea to mitigate that, and passed it on to the R&D department. Hydrophones have already been used during the Great War to detect submarines, and submarines used them to detect nearby ships to attack. What if one were to make a net of static hydrophones in the ocean to listen to all ships in a wide distance? Such an early warning system, while not leveling playing field entirely, would give the Ashigawan Navy a fighting chance.
Thus, the idea for the Sound Surveillance System - codenamed Project SOSUS has been born. It would take at least several months to develop a prototype, and many more to get the system operational. But work began immediately.
