As the coup has been squashed, Yuzuru, along with the Emergency Council and a group of advisors would start passing a number of reforms to ensure the stabilization of Ashigawa's position, both domestically and internationally.

Reform 1: Of the Reconstruction of the Military
Starting immediately, the Imperial Armed Forces shall be renamed the Ashigawa Self Defense Force (ASDF). The branches shall be renamed as follows:
Imperial Army - Ashigawa Ground Self Defense Force (AGSDF)
Imperial Navy - Ashigawa Maritime Self Defense Force (AMSDF)
Imperial Airforce - Ashigawa Air Self Defense Force (AASDF)
All current military equipment is to be reclassified under a new system to improve military cooperation with our allies. All equipment shall now be classified based on it's type, rather than manufacturing company. Furthermore, such classifications shall be made in Commons rather than Ashigawan. Secondly, the year dated in the classification shall be in accordance with the internationally accepted calendar, instead of the Ashigawan Imperial Calendar. All future military equipment shall be classified using the same system unless otherwise specified.

Reform 2: Of the Interservice Rivalry
It must be ever stronger reminded that the best results during the last major conflict have been achieved by those nations, who had the best cooperation between their military branches. The Interservice Rivalry, both among the servicemen and in the economic aspect has therefore been deemed counter-productive to the Empire's success on the battlefield. Following this conclusion, any soldier, officer or staff member of any of the ASDF branches found perpetuating the Interservice Rivalry shall be penalized to the greatest extent, including dishonorable discharge.

Reform 3: Of Education
With the invention of newer and better modes of transport each year, the world becomes more and more interconnected. It is for this reason that Commons shall now be a vital language for success in this new world, and thus shall be a mandatory language to learn throughout school education.
Furthermore, As our nations are growing closer in cooperation, both militarily and economically, Franch is becoming an increasingly important language for Ashigawa - it too shall be a mandatory language to learn throughout school education.
The reform shall take effect in 2 years to give ample time to prepare the personnel to bring the reform into action.
