Currency: The Vok (Vk), as it stands, is an incredibly unstable currency not widely accepted outside of local shops and companies within Pomazanniki. It's seen as virtually worthless, and most financially stable individuals and corporations are switching to more valuable, and stable, currencies unless the Vok quickly recovers. This is a direct result of the mass grab of the gold treasury by the Tsarists during the Revolution, compounded by the fact that most countries (bar Amali) pulled investment out of Pomazanniki almost as soon as the Revolution started.

Maijistires
Maijistry of the State
Arbiters of Justice
The Council of the Arbiters, or just the Arbiters, are the enforcers of Pomazanniki's judicial system. Comprising of the National Council of Arbiters, more commonly known as the National Council, being the highest court in the Republic, as well as innumerable regional courts across all of Pomazanniki, and all national Pomaz police precincts. The National Council is comprised of eight Arbiters, appointed by the Chief Arbiter, who all serve until death (or if implicated in treasonous crimes/activity). The Chief Arbiter is a position appointed by the current Tzen in the event of a vacancy, and serves until death.
Department of Education
Overseeing and directing the national curriculum of all state-funded public schools, the Department of Education is responsible for managing and maintaining all brick and mortar education centers, from pre-grade school, to adolescent and collegiate levels- as well as all public libraries. While not a priority, an overarching goal is the eventual integration of the few remaining privatized schools and libraries into the public umbrella.
Federal Fiscal Service
Responsible for the enforcement of tax laws and the collection of said taxes, and often referred to as the FFS, is given free rein to collect income & sales taxes, from any caste of citizenry and any corporation, under the authority of both the Pomazanniki federal government and the Pomaz National Guard. Additionally, the FFS is given authority to collect import and export tariffs imposed by the Chamber of Commerce. While the FFS is nominally a part of the Maijistry of the State, their cooperation with the Maijistry of the Treasury marks them as an intersection between the two.
Department of Health & Sapient Services
While most hospitals and health centres are privately funded, either through large pharmaceutical corporations or religious sects, the few that are state-funded are managed by the Department of Health & Sapient Services, which is responsible for the well-being of every patient within their facilities, and the expansion of the aforementioned facilities.
Bureau of Foreign Relations
The Bureau, as it's colloquially called, is the main conduit of communication between Pomazanniki's national & district governments and the outside world. While not able to influence any final decisions, the Bureau is tasked with establishing contact between any foreign dignitaries and the relevant department.
Maijistry of Defense
Pomaz National Guard
While all districts have their own Regional Guards, the larger, organized federal army, or the Pomaz National Guard, is a colossal ground army that serves as the defensive and offensive impliment of Pomaz federal government. The high command, lead by the General of the Pomaz National Guard, is responsible for the organization of housing, feeding, equipping, training and deployment all ground elements- including infantry, motorized infantry and armoured cavalry. All elements of war are analyzed by the general staff of the National Guard, as to maintain a constant state of self-improvement.
Pomaz Air Fleet
The Air Fleet, while not as well funded as the National Guard, is still comparable in size to most other regional powers such as Pomazanniki. Responsible for the production & maintenance of all military aircraft, expansion & maintenance of all military airbases, and the housing, training and deployment of all military pilots, mechanics and air-traffic controllers.
Pomaz Flotilla Command
The remainder of the Pomaz fleet is commanded by the Flotilla Command, responsible for the maintenance and production of all military naval craft, the expansion and maintenance of all naval bases, and the recruitment, training, feeding, equipping and deployment of all naval personnel.
Division of Advancement
The sole purpose and responsibility of the Division of Advancement is to fund, design, test and utilize new equipment for all branches of the Pomaz Armed Forces, namely through contracting private companies to handle the design & testing portion of the process. This includes, but is not limited to; small arms, personal equipment, squad equipment, field equipment, long & short range batteries, motorized vehicles, armoured fighting vehicles, small-frame aircraft, large-frame aircraft, deck cannons, torpedoes, anti-submarine measures, hull designs, & safety equipment.
Bureau of Espionage
Effectively an intersection between the Maijistry of Defense and the Maijistry of the State, the Bureau of Espionage is responsible for the training, equipping and deployment of spies internationally, the general ideological security of all members of the Pomaz government, as well as the subversion of radical activities nationally.
Maijistry of the Treasury
Chamber of Commerce
Namely responsible for the organization, fulfillment and management of foreign trade deals, the Chamber of Commerce is the main conduit of economic development- including inter-district trade and the expansion of federal industries.
Division of Labour
The Division of Labour is likely the most underfunded and overlooked department of the Treasury, but it is responsible for enforcing labour regulations and communicating and negotiating with trade unions; industrial, urban and rural all the same.
Bureau of Urban Development & Expansion
Responsible for the expansion of current urban centers and the establishment of new ones, not to mention the repair and upkeep of the aforementioned centers, the Bureau of Urban Development & Expansion is one of the better funded departments, given their importance.
Department of Transportation
Given the undertaking of the establishment and maintenance of federal roads, ports, canals, & interdistrict roadways and highways, the Department of Transportation, or DoT for short, rivals the Bureau of Development & Expansion in funding due to it's infrastructural importance.
Department of Agriculture
While the Division of Labour is responsible for the direct contact with most rural farmers and commercial farmers, the Department of Agriculture is tasked with both subsidizing essential and profitable farms & selling federal and district land to expand potential farmland.
Energy Management Agency
While Pomazanniki is not entirely electrified, the Energy Management Agency is responsible for extending and maintaining the electrical systems that have been constructed, and the systems that have yet to be. Responsible for the staffing and upkeep of all Staol power plants, working in conjunction with the Staol Operations Department to keep all relevant Staol needs satiated. The EMA, the agency's shorthand, is also given the responsibility of the expansion and maintenance of any hydroelectric dams that may be constructed.
Staol Operations Department
Singlehandedly the most important department in the entire Maijistry of the Treasury, the Staol Operations Department, or SOD, is responsible for communication with Koi, allocating funds to purchase and transport any and all Staol shipments (mostly by rail, but occasionally by sea), confirming that all ordered Staol is delivered in a timely manner, and the distribution of Staol to all relevant departments. As a precautionary measure to avoid any potential diplomatic mishaps, the SOD represents Pomazanniki in Koi itself, and is the only department allowed to directly contact or interact with Koi.

Policy on Political Parties
Deriving it's roots from early Amalian thought imported during the Verak collapse, surrounding humanist thought, the main body of the Pomazanniki government consists of the Tzen (pronounced: t-zen, roughly translating to 'ruler' or 'leader'), a head of state, elected once every four years, in control of the main governmental body of the republic. The Tzen is elected by popular vote, a single candidate being able to serve a maximum of three terms. To keep the Tzen's power in check, an annually elected Dumet (pronounced: dume-et, roughly translating to 'council' or 'senate'), which is an array of ''consuls" from various districts of the republic. The Tzen's main power reaches to the establishment of a cabinet, approval of legislation as well as representing the country as a whole. If approved by the Dumet by majority vote, a currently ruling Tzen can be removed from power by vote. The Dumet's main purpose is to watch the Tzen and uphold the will of the region they represent, and to vote on legislation brought through from district voting.
"Districts", as they're called, are borders with somewhat autonomous governance defined by geographical borders and ethnic lines based on population, which adhere to federal tax and law; to elaborate, districts are generally drawn to be within the four-million (4,000,000) to eighteen-million (18,000,000) range in total voting population (males above the age of 18). To account for population growth and movement, district lines are redrawn on a four year basis. Districts elect a single governor annually, alongside consul elections. Governors direct the economic and cultural development of their district.
Each district houses two consuls, which represent the district's population in the Sarakhov Dumet. If a consul is to die while in office, the seat within the Dumet is to be assumed by a runner up in the previous election. Consuls are elected by popular vote, and a single person can serve a maximum of two terms as consul. Legislation can start from a seat within the Dumet or a popular vote, the latter requiring approval from at least one (1) district governor. Once approved, it is voted on by the Dumet (or, in the case of the former, it starts in the Dumet and moves from there). If voted in favor for, the Tzen must give final approval and sign the legislation. If rejected, the Dumet can override the Tzen's decision by majority vote.
Prior to election season, with approval of their running party, a Tzen candidate must designate a 'Tienent', which, in the event of the Tzen's death, will take control of the republic until the next election cycle. The Tienent's responsibilities effectively undertake that of a caretaker of the state, designing and maintaining the bureaucratic mechanisms of the republic. In addition to the Tienent, a cabinet consisting of a foreign 'maij' (pronounced: mage, rough translation to 'minister' or 'advisor'), a defense maij, a maij of the interior and an economic maij. These occupy the lead positions of the 'maijistri' (pronounced: mage-ist-ri, roughly translating to 'ministry' or 'administration') of the republic, which dictate the policy of the federal government.
State Views on Religious Rights
Contrary to the Romanov dynasty, which had a long history of misrepresenting and persecuting religious sects within the country, the Young Republic Law's opening clauses clearly and openly represents freedom of religion. Characteristically, Pomazanniki has been a cultural melting pot of religious and ethnic groups, not to mention that the most popular religion and the historical religion of Pomazanniki, Olyism, while evangelical in nature, is still (relatively) accepting of other religions. The clause in the Young Republic law stem from significant pressure from leaders of marginalized religious groups, many of which had committed significant amounts of gold to the treasury of the newborn republic to assist with the initial economic turmoil that soon followed.
Legality of Trade Unions
While the republic is supportive of workers unions, namely due to the material support given by said workers unions immediately after the overthrow, but ideological restrictions that the initial republican government put into the Young Republic Law, outwardly socialist unions are outright banned; this is contradicted in the Centralized Economy Act, however, since it openly endorses trade unions of any and all forms of trade unions. In a court of law, however, the YRL takes precedence over the CEA, due to the YRL being written and signed first.
State Policy on Immigration
After the immediate economic fallout of the revolution, with most countries pulling out investments from the newborn republic, an attempt to increase the active skilled workforce of Pomazanniki was made by the first Tzen of the republic, passing the New Movement Deal, which dictated that only ~7% of the population's worth of male immigrants are allowed into Pomazanniki annually, regardless of ethnicity. In comparison to the old Romanov dynasty, which had placed a screening system to search for 'desirable qualities' and 'Pomaz characteristics' in immigrants.
State Policy on Slavery
Dating back to the original influx of humanist and individualist thought from Amali (and even before then), a strong distaste for slavery has always sat on the tongue of the Pomazanniki people. Despite this cultural disgust for the practice, the Romanov dynasty found themselves repeatedly basing crucial industry off of slave labour. The 1917 revolution, with it's overwhelming support from the slave population, found itself with no other option than to completely abolish slavery within the opening clauses of the Young Republic Law.
Overarching Policy on Public Meetings
As part of the Young Republic Law, first set into place when the republican government was established, large public meetings (e.i. protests) are to be brought through local governments to be considered legal. This was done as a preventative measure to stop fringe radical elements from attempting to reestablish a power base within the country.
State Views on Press Rights
Attempting to apply old Verak principals of control with modern technologies and methods, the Romanov dynasty often found themselves with soldiers confiscating and censoring books, occasionally starting mass burnings in an attempt to curb thought of revolution. With their overthrow, the republican government found it's interim party consisting of a surprising amount of novelists, who all pressed the initial Young Republic Law to include a clause regarding freedom of the press, as well as speech.
Voting Rights
In the Romanov dynasty, when the occasional vote was called (which usually amounted to nothing more than advisement for the government, in regards to the people's wants) only Pomaz males above the age of 25 were allowed to cast their votes (which accounted for about %39.7 of the population at the time). The initial articles in the Young Republic Law stipulate a change in this policy, where males and females above the age of 21 are allowed to vote in federal matters, while anyone above the age of 18 are allowed to vote in regional matters.
State Views on Refugees
Socially, refugees are generally regarded as weak, being seen fleeing their country to take refuge in another, instead of staying and fighting. This bias is shown in the Young Republic Law, as clauses regarding refugees are quite vague in how refugees are to be treated, housed and fed, but is quite clear in only that refugees with a confirmable higher education are to be let into the country to work and/or lodge.
Military Laws
Conscription Policy
As dictated in the Greater Pomaz Defense Act, the PUAF has gone out of their way to avoid using conscription methods, namely due to the poor performance of the aforementioned conscripts in previous wars. Said wars were incredibly embarrassing defeats for Pomazanniki, albeit a majority of which were long ago. The idea of operating with a completely volunteer army was not an idea spearheaded by the republican government, but was refined and fully implemented by said administration.
Women in Service
Historically, women are seen as equals to men. This has been consistent since the Salvokjan Confederation, in which many women were brought together to halt the Veraki invasion, and while this ended in a pyrrhic victory for Verak, the courage shown by women during the invasion was never quite forgotten. With this, the national religion of Pomazanniki, Olyism, expanded to include women within their warrior culture. While this 'warrior women' culture is still alive and well today, the Romanov dynasty did not see it the same way. As it stands, the republic (being as young as it is) is still integrating women (and minorities) into the PUAF.
Military Training
Regardless of branch, all enlisted personel in the Pomazanniki Armed Forces are required to undertake seven week basic training, in which they are taught the absolute minimum for survival skills (wilderness survival, first aid, etc), how to properly handle a weapon and how to interpret and give proper orders. For special forces, a minimum of twenty-one week advanced training; involving advanced equipment training and environmental conditioning. As for officers, they are sent to various academies across the nation to train for multiple years.
Recruits for both special forces and grunts, regardless of branch, are usually trained by Inselni raider veterans. These veterans are usually anywhere between two-hundred and three-hundred years old, being either mercenaries hired by Pomazanniki raiders during the oldest days of Pomaz culture.
Military Racial Integration
The Romanov dynasty was not quite as accepting of other ethnic groups and species as the people of Pomazanniki. As to why, no specific theory as been supported with enough evidence as to attract widespread support. After the revolution, which gained much help from slaves of different ethnic groups and species, a clause was added firmly and clearly to the Young Republic Law that gives minor concessions to minority ethnic groups. While this clause applies to the military, its still quite a stigmatized space to join as most of the high command is not quite as accepting of the clause.
Military Draft Exemptions
In an attempt to preserve intellectual integrity and continuous academic development, even during times of war, when emergency drafts are called, usually those with an active university enrollment or teaching inside any school, at any level, are deferred from being drafted into any branch of the military. Additionally, anyone with a job that contributes to the war effort, or a job contributing a significant amount to the national economy are exempt from military service.
Economic Laws
Economic Trade Laws
Ever since the old viking empire that stood as a scourge of raiders to the old world, free trade has been made into nothing less than a tradition, coming from an old Olyan saying that, in modern Szhana translates to 'the freer the markets, the freer the people'. The Centralized Economy Act states that free trade is only to be stopped in times of crisis, times of war or times of collapse. Nearly regardless of ideologue, this principle remains ever-present within the parties of the republic; barring the fringe radical sects.
Economic Focus
The federal government, while it is constantly expanding it's military sectors, is namely focusing on the expansion of the PUAF merchant marine. This namely involves expanding extraction industries, primarily in the gold and silver sectors (mostly because the central tundra areas are very rich with both of said minerals). In the sense of manufacturing and production, significant amounts of luxury goods (jewelry, etc) and medicine (insulin, various vaccines, etc).
Income Taxation
Following the 1917 Bloodless Revolution of the Romanovs, it was decided by the First National Dumet Conference, where the Centralized Economy Act was put to ink, as opposed to the tax laws of the king, which had the upper classes pay significantly less tax than the lower classes, the tax bracket was flipped on it's head. Instead, the upper fifteen-percent of the population are taxed at roughly twenty-five-percent, the middle sixty-percent are taxed at roughly twenty-percent, and the bottom twenty-five-percent are taxed at about fifteen-percent.
Tax Exemption
As established by the Centralized Economy Act, the Federal Income Agency (which is the main agency for managing and enforcing taxation, of all kinds) is fair in their collection of tax regardless of class. However, this is met with an exception when larger corporations are allowed into the mix. Due to how some of the larger corporations operate and how the gross income and net worth is calculated, the average taxation rate of said corporations is noticeably lower. Namely, this 'haven' loophole in the tax bracket is done by consolidating reserves of currency into raw assets, which provide value to their owners while being excluded from the net income of the company. More often than not, the FIA does not take this into account when collecting business tax.
Federal Minimum Wage
During the First National Dumet Conference, along with the Young Republic Law, the Greater Pomaz Defense Law, and the Centralized Economy Act was put into writing. In this, a national minimum wage was established, being based off of the currency of Koi, the Jewel. To advocate for the workers unions that supported the revolution, who pushed for a higher minimum wage (verging on around five Jewels an hour), but not to alienate the upper classes, a two-and-one-half Jewel an hour minimum wage was decided upon.
Maximum Work Day
While there isn't officially any clause or addendum that limits the hours you can keep someone working legally, but most (if not all) workers unions agree on an absolute maximum work day of twelve hours. Although, in the eastern and western flanks of the country, this norm has been decreased down to ten working hours (namely due to the increase in left leaning activity in these areas).
Pensions
As a part of the Centralized Economy Act, the federal government put into place a safety net for retirement, which most would consider to cover the bare minimum. However, due to cultural influence on companies, most businesses match the federal government in pensions, effectively doubling the effectiveness of this policy.
Welfare
While most within the government would like to fulfill the dreams of the original republic, to create a universal welfare net for all within the nation, this is unfortunately a pipe-dream that they cannot hope to achieve. With the economy in the state that it's in, providing any amount of welfare to it's citizens would completely cripple what little economic stability that is left.
Social Laws
Safety Regulations
Among the clauses of the CEA that were petitioned by trade unions to include, workplace safety regulations are among the highest that were prioritized. As per the minimum requirements, all workplaces are required to provide basic protective equipment for all workers, as well as emergency off switches for any potentially harmful machinery, and all workplaces are to be kept within the minimum hygiene standard.
Healthcare System
While most advanced healthcare practices are privatized by larger corporations, such as advanced medical procedures and most cosmetic surgeries, basic emergency care and most vital surgeries are covered for by the federal government. This includes any transportation to hospitals, some organ transplants, broken bones, most illnesses and most debilitating (as in, rendering a person unable to work) diseases.
Pollution Regulations
Pollution regulations were not at the forefront of many people's mind when the CEA was written, which is shown by it's passing mention. While it's better than nothing, it only limits the ability for factories to dump waste specifically within national parks (as dictated by the Department of the Interior), within major urban districts, near farmland and close to federal ports.
Education
After the failing education system that was put into place by the Romanovs naturally failed, many of the novelists within the First National Dumet Conference openly advocated for a public school system, which was one of the central clauses to the Young Republic Law. The system, while somewhat crude, being one of the first of it's kind, is still effective in relative perspective to privatized school systems.
Penal Laws
While slavery was officially and totally outlawed, there is a widespread social stigma against most incarcerated individuals, and as such, it was made an exception in the Young Republic Law's clauses regarding slavery that excluded those put inside of correctional facilities. This usually includes mining, some basic refinement of materials, and basic ammo reloading (although, this is usually limited to those charged with petty crimes or on good behavior).
LGBTQ+ Rights
While there is no official legislation, in any capacity, addressing socially abnormal sexuality, there is a somewhat widespread social stigma against it, although not a severe as one might think. It's unclear where said stigma stems from, as there is no detriment of homosexuality in any mainstream or large religion within the Pomaz region. Generally, within Pomazanniki, abnormal sexuality is usually something best kept secret.
Minorities
With similar reasoning to slavery, stemming from the influx of humanist thought from Amali, and the core tenants of Olyism openly decrying fervent nationalism, it was not a difficult decision for the Young Republic Law to include multiple clauses that explicitly clarify the rights regarding minority groups within Pomazanniki. This includes equal treatment in workplace settings, in regards to pay and benefits, equal treatment as consumers in price and service, and equal opportunity for any eligible government programs.
Gender Roles
Traditionally, women have played a pivotal role in the Pomaz region. Being everything from hunters, to workers, to cooks to leaders, many women served, died and were remembered within the old halls of Pomazanniki culture. This comes from a core belief of Olyism, stemming from the words of the God of War, Секвойя. Many in Pomaz society believe that sex, or gender, has no bearing on ability, in combat or in labor. In contrast, the Romanov dynasty found itself at odds with Olyism's view on gender, even despite the dynasty's roots in female Tsardom.
Security Laws
While the times of old, when raider kings would keep the peace of the land and preserve order, have long passed, these ideas have remained relevant. Police across the country are adequately funded, equipped with the basic gear and given about a year of training, as oppose to the old Romanov security system, which found itself breaking into the homes of whomever it deemed to be a threat to the Tsar's rule.
If approved by the Dumet by majority vote, a currently ruling Tzen can be removed from power by vote. The Dumet's main purpose is to watch the Tzen and uphold the will of the region they represent, and to vote on legislation brought through from district voting.
