A telegram from Edinburgh would be sent to Sarakhov detailing the UKUG would send an ambassador to meet with Salvokja officials to establish expanded trade and communication. A few days later Greg Haney, an experienced Gaelian diplomat would leave Alba for Sarakhov via passenger liner.

Due to Sarakhov's geographical location, namely that it lies in almost the direct center of the country, the Gaelian liner would be met by two patrol boats, who herded the ship to the nearby port of Durgangorod, a coastal city just south of the capital region. The port itself was bustling with life, cargo ships and the occasional Pomazanniki warship docking and undocking. It only took a moment for the passenger liner to find a dock, and only a moment more for the diplomat to be met with an escort.

Semyon shuffled through the papers on his desk. News about Kumosenkan, an invitation from Amali, and a plethora of diplomatic events that he would have to deal with later in the day. For now, however, he had a guest. Approximately two hours ago, the Gaelian diplomat, Greg Haney, boarded a first class passenger train in Durgangorod, heading northbound for Sarakhov. The trainride wouldn't take more than three, he imagined. Semyon was initially hesitant to allow a Gaelic diplomat into Pomazanniki, let alone invite him to stay in Sarakhov. Meeting was a strange request, given their distance, but he understood that the naval border with Kumosenkan made Pomazanniki an invaluable asset. His nerves were put to rest, however, when an outreach letter draft to Kumosenkan was placed on his desk. With hope, even if news of a Gaelic-Pomaz meeting got out, Kumo would already have enough goodwill to gloss over it.
His train of thought was interrupted by a light rasping on the door of his office. "Come in." He said, neatly placing his stack of papers within his desk, and sitting forward in his chair. The door creeped open, one of the capital guards escorting the Gaelic diplomat who followed close behind into the room. "Ah, mister Haney!" He greeted, sitting up. "A pleasure to see you. I hope your transportation was adequate?"

"I'm glad to hear it, my hopes are high." He responded, smiling. He met the Gaelian diplomat with a handshake, before reaching into a cabinet behind him and producing a bottle of wine with two glasses. "Care for any wine, Mr. Haney?" He said, setting down the glasses and opening the wine bottle. "Your original telegram mentioned your intent on expanding trade and communication, anything, in particular, you'd like to see accomplished?"

Haney would nod at the offer of wine, "Please, thank you. Yes, it is in the interest of the realm to expand trade into the Southern continent we have strong trade ties with Amali and would like to expand our ventures and markets into Salvokja. We're looking for a buyer in our electronic components, we have several companies making fine equipment as well as chemicals, medical goods and access to our industrial sector where we produce several materials. In return we're interested in the gold and silver your nation produces as well as crude oil. As for communications, we would like to expand by opening an embassy here in the Republic and invite you to Edinburgh to establish an embassy."

Semyon finished pouring the Gaelian's glass of wine, sliding it across his oaken desk, taking a seat behind his desk as he waited for Haney to finish. Reaching to the side of his desk, he opened the large very bottom drawer, sorting through various folders, all labeled differently. Finally deciding on a folder as Haney finished speaking, he produced a thin stack of papers, readjusting his glasses before responding. Flipping through the sheets of paper, he eventually landed a sheet labeled 'IMPORTS'. "Well, I can tell you that we can buy those electronic components." He said, reading the paper.
Deficit of nine thousand, can't show my whole hand yet. "Our industries could use with the surplus, for certain." He flipped through a few pages, landing on a paper labeled 'EXPORTS'. He scanned the paper for a moment, finding their gold and silver exports. "And I'm quite certain we can more than satisfy the bullion needs of the United Kingdom." He smiled before setting the paper down.
"While I cannot deny the usefulness of medicines and chemicals, and we're still in the market of buying, I believe there is something greater that the United Kingdom could offer us." Semyon resisted the smile that nearly crept across his face just at the thought of it. "As for the embassy, I'm certain that can be arranged with no issue." I'd certainly appreciate a vacation. He thought to himself.

Haney would listen as he took small sips from his wine, he would ask in curiosity “oh? What can the United Kingdom provide?”

Semyon swirled his wine, taking another sip. "Both of us know that your navy is only rivalled by that of Kumosenkan." He began. "Pomazanniki has never been a naval power, our history lies within and on the land. From the moment we took our first steps, to the first kingdom and the Verak Empire, we have spread across the land like locusts." Maybe the comparison of his people to insects was a bad idea, but it got the point across. "With a nation such as Kumosenkan at such a close sea border, we have much reason to want to build up a navy."
"With the size and age of your fleet, I would not doubt that the United Kingdom phases out many hulls yearly." Now time for the offer. "We would like to make the offer of guaranteed trading rights and we're willing to economically stimulate your colonial economies, in exchange for old ship hulls." After he finished speaking, he held his breath. This would either make or break this.

Haney thought it over, it was a rather large request but one that the UKUG could easily follow up on. "We have several models and builds to offer to Pomazanniki, we are phasing some older torpedo boats that we could sell sooner than later but otherwise we can use our ports to build Pomazanniki ships using Gaelic designs. Is that acceptable?"

Not quite what I was looking for, but I'm not going to take this for granted. "Access to your ship designs would be quite acceptable, yes." Semyon said, standing up from his desk. "I imagine our superiors will hash out a deal further in the future, but I think we've accomplished a great deal today." He said, extending his hand out to Haney for a handshake. "It's been a pleasure meeting you, Mr. Haney. May this bloom a great flower of cooperation between our countries."

Haney smiled warmly and shook the hand extended to him, “I’m looking forward to it”. He would take his leave and prepare the necessary paperwork to report back to Edinburgh. A few weeks later diplomats would arrive to open the embassy. A catalog of sorts would be delivered to the republic detailing UKUG ships for purchase and license for designs that could be built. OOC Note: we've (Grey and I) have decided that, in an effort not to destroy my economy, I will not be buying Gaelic ships (yippee for Kumosenkan, I guess). Instead, Grey and I have hammered it out in OOC.
After the diplomat had departed from Semyon's office, he began the proper paperwork to get everything into order. On the top of his priority list, he squared away with the Maijistry of the Interior to get an embassy prepared for the Gaelic diplomats, which, only days after the meeting, would be fully furnished and prepared for its foreign inhabitants. It was a dangerous process, getting both a Kumosenkan diplomat and a Gaelic diplomat in the same city without alerting one to another.
The agreement that the two eventually came to over telegraph lines was quite simple; multiple Studebaker car plants would be build across the country, to improve the unemployment rate in the major cities, as well as fifteen-thousand units of silver be transferred from Gaelic accounts directly into the Pomaz economy, to stimulate growth in impoverished areas (namely in the area of homelessness), and discounts for imported heavy equipment and consumer goods for the next five years, to get the economy back on it's feet.
