The entity is responsible for the delivery and adminsitering of foreign aid for natural disaster relief or famine relief. It is funded by the Roskanan government in part but is open to donations by private citizens and companies to allow for the entity to purchase and send more aid, as well to negotiate contracts with companies to help transport said aid and distribute it.
