Staol, the lifeblood of the world, and the single most important resource to every modern economy. Wars were fought both with and for this explosive orange rock. Entire nations rose from backwaters, and empires spread far and wide with its help. Entire nations writhed when Koi fell to revolution and civil war, leading to its current position as an "republic" in name only, authoritarian by necessity and by demands of their consumers. A military whose numbers sit well below 100,000 active personnel, with only a treaty to prevent an invasion and likely conquest. Quite so, the treaty was the only thing allowing the state to exist as united as it was. Had there been no treaty, the world would be a far different place.
Such a shame would it be for any nation feeding off the IV of Staol to have it imperiled or, far worse, shut down due to maintenance issues in a completely different region.
The Southern Staol Trade Lines were fed only by five stable rails: three running from Koi to Nevarra to Amali, and two through the Eastern Granuras Desert Kingdoms. Two existed between Verak and Koi, but Verak refused to service the states further to its south and to Kumosenkan. All Staol lines ended fifty miles from the border with Oflaya and Hatu, distributed to the rest of the nation's holdings by truck or local rail. The most expensive of the five were the three running through Nevarra, but were also the shortest as the trek through the desert cut the time in half. The desert lines were also the most prone to dust coverings and damages to the steel, especially as the heat rose and trains ran over. Warping became the most common threat for delays. Revolution in Pomazanniki and the destabilization in Othoria following the King's ousting means Staol lines are in jeopardy, and likely will fall apart without the proper maintenance. The former of which was rebuilding its nation, and a ways from maintaining its own staol lines. Amali's government was growing weary of funding the entire southern Staol network without receiving any of the benefit, humanitarian crises be damned. Something had to change, otherwise the government would close funds to many of the lines outside the nation.

The Secretary of Foreign Relations would slump down in her seat, letting out a sigh as she tossed the parchment back on the table along with her glasses. Rubbing her temples for a few moments, she thought deeply about the words she'd speak. Or rather, the words she'd need to write and send off to the various states. No expense would be spared for this important meeting. She'd need to have her diplomats in each major city deliver the message to their respective foreign liaisons to hopefully work through this potential issue. The goal was simple for Amali: externalize the risks of the Staol Network to other nations or an entity, and minimize the costs. A company being paid to maintain itself, with an initial capital investment from the attending governments, would mean funds were freed in the long run to help in other areas. The added bonus of efficiency made it all the better.
Eventually, around midday, she would dispatch her message to the diplomats in Koi, Nevarra, and Pomazanniki in regards to the staol network: the creation of a jointly-owned organization to build and maintain the Staol lines, internationalizing the lines in their country, and standardizing the Southern Staol Network to improve the efficiency of the precious material.

After a two-day and twenty-two-hour journey, the SME would arrive in Capannoli. He’d make his way over to the embassy, where he’d meet with the diplomat he was told to meet with. Putsep was wearing standard business casual, a light green button-down with a red tie and tan slacks; Eskola was wearing a storm gray three-piece-suit with an orange tie and white button-down.

In response to the response:
The International Relations Quarter of the city was one of the few parts of the city with a more extensive road network in comparison to the rest of the city, which was walk-able and had more public transport options by comparison. A few points of entry into the IRQ meant that the guards could safe guard the diplomats, and it was like its own mini-city with the way it was set up. Restaurants (both local and from the foreign nations), residences, parks, etc. were built to accommodate the international community's embassies away from the usual hub-bub of Capannoli. Though diplomats were free to leave the Quarters, these amenities were setup so they would not have to if they didn't want to leave unless for important reasons (e.g. meeting with Parliament, the Senate, the President, or the Prime Minister).
Embassies were built to the specifications and requirements of the nations they hailed from such as Kumo with an extensive air conditioning system, or the Koi that had a miniature rave going on in their embassy with the number of lights requested. Rumors had it that the lights were hooked up to something that played their music, meaning that the lights flashed in accordance with the beat, but these rumors are complete hearsay.

It did not take long for the Maij of Foreign Relations, Semyon Kuzmin, to address a return letter to Amali on behalf of the republic, although the official response was stalled in the Dumet by a few consuls directly opposed to a deal such as the Southern Staol Network, as well as the prospect of inviting Kumosenkan to the confederence.
Shortly after the message was set to arrive, the two would depart by a passenger train to from Sarakhov to Capannoli on a three day trip, arriving barely a day after their Koian counterparts. As was the custom for foreign visits, Semyon and Yaromir both wore black suits with a white dress shirt, supplemented by a purple pocket square. Semyon was accompanied by his grey-blue suitcase, filled to the brim with everything they'd need for the coming meeting.

After being informed of its exclusion from the Southern Staol Network proposals by Pomazanniki, Kumosenkan was quick to send a letter stating its intentions to join the discussions.
After the message was sent, a diplomat alongside a high ranking officer from the Ministry of Energy were dispatched to attend the further discussions of the Southern Staol Network.
