Once the message was received, the Roskanan government went about collecting a number of engineers with military backgrounds as well as some civilian ones, overall coming up with a team of about eleven people. Most were Kithium, rather than Humans, Karrashi or Festria. They'd all be part of the services or formerly having done service within a branch of the armed forces. They'd be collected and a team of diplomatic representatives acquired as well, and sent to Anvil Gate.

Marrlan would as well assemble a mix of civilian and government engineers, though a third of them would be civilian engineers working for the SRS (Sailor Rescue Service).

The Gaelic team of engineers would arrive at Anvil Gate via a passenger liner. Leading them would be Tabitha Farrell, the team mostly consisted of Gaelics with a few Zedonians. The team would go where instructed to meet with the other teams and begin planning a new aircraft between the three nations.

The teams were transported by automobile to the 'secure site'. It was on Port Haven, which was not a town but rather one of the larger naval bases in Roskana, located to the south - it sat on the bay into the gulf, near the narrow entry to the wider ocean that connected Marrlan, Koi and Maiz to the sea. It wasn't heavily guarded it seemed, and a lot of the base was inactive, the far distance seeming to be where the majority of people were as ships were being undocked from the dockyard to join a distant fleet that sat on the water.
They'd be taken onto an airfield, and driven to a large building near the hangars, an office structure of sorts with some attachments added. Once there, they'd be led through the building and taken into a large conference room of which had a view of the airfield, and as well was wide and open, with some staff to provide refreshments and some guards posted inside and outside. A representative of every branch of the Roskanan military was present, save for the Coast Guard and some of the paramilitary arms.
There was a table, and seats alongside it, just about enough to seat everyone.
"Please, take a seat. We're eager to hear this new proposal, so you better not keep us waiting." The man speaking was a Festria wearing a suit, with the Kithium and couple of Karrashi engineers looking at the Gaelians, similarly dressed. It'd be hard to tell if he was being jovial or not, his voice had a notable monotone that was uncharacteristic of Festria.

Farrell cleared her throat before speaking, "we're here today to propose a project in the creation of a Close Air Support aircraft. Our nations require what one would say a bit of an edge when it comes to facing our rivals. For Roskana and Marrlan, this fighter would level the playing field in large ground campaigns. And for us we would like to have it be able to alternate between ground support and naval warfare, specifically where it can dive bomb and carry torpedoes. Your thoughts?"

The Marrlan engineers would chat amongst themselves before speaking, "We're particularly interested in the close air support and naval use, we very much so like this idea."

The Roskanan Engineers contemplate this before they would speak, a Kithium leaning in to do so. "We're interested in the close air support aspect, less so the naval but we as well will invest some into a naval variant. Do you have any concepts for this already?" They'd ask them.

Farrell and her team would produce several concepts of fighter craft the UKUG engineer teams had made. "This is from Ferris Combine. They call it a CU-121, designed for close ground support and naval carrier deployment. It's a balanced aircraft in design." "This is one from McCarron Arms, it's called the T-30 CAS. It fulfills the same roles. McCarron placed emphasis on heavy payloads and sheer firepower over speed." "This is one from Laurence Firearms, it's their first aircraft. Small, compact and relatively fast is what they were aiming for. They call it...ugh...the Chicken Rat."

The Roskanan engineers would take their time looking at the designs with quiet conversation, some of them giving a lot look to the 'chicken rat' but otherwise being drawn more so towards the T-30 CAS, and then after a moment again, the rat.
After a few moments, they'd speak. "We're interested in the T-30 CAS. Good ground support is something we're in need of for our armed forces."

Upon seeing the T-30 concept, the Marrlan engineers would all perk up a small discussion would break out as they studied the drawings and specifications. "The T-30 seems perfect for our doctrine."

"T-30 it is. First thing we can offer, is the engine, we have a Stewart 1,200 hp engine design that can fit inside the chassis but where we run into a wall is arming and build."

"We may be able to offer a better engine but I don't quite know yet, we're going to have to figure out if we're going to up-size it for use by Festria or keep it small for primarily Kithium and human servicemen." He says.
"What would the design be armed with nominally?" They'd ask them.

"Dual 30 caliber machine guns, a 400 pound torpedo, 1 × 1,000 lb (450 kg) bomb or 2 × 500 lb (230 kg) bombs or 12 × 100 lb (45 kg) bombs. It's capable of more if we can figure out the weight distribution and if the engines we have are powerful enough. But there's room for improvement."

The group of engineers would nod and quietly discuss before a Shazza'k man would perk up, "We may be able to assist in the armament department, we'll speak with some of our arms developers."
