Meteorologists in Kumosenkan have predicted that this autumn’s monsoon season to reach 41 centimeters(~16”) of rain in the Northern regions. Heavy storms will flood many major waterways and likely hamper travel along the rivers for several weeks until the rains have subsided. At least two tropical storms have been encountered off the east coast, and a potential typhoon was seen around 70 kilometers from Merritaun’s shore.
Residents, travelers, and citizens in general are reminded to stay on the established and official maintained road systems for the duration of the season. Unofficial dirt paths will likely be submerged and the waterways will flood, endangering life and property. If you have time this year, you should join a local flood relief party in your community to help unfortunate individuals who have been swept into the water.
This season’s harvest is expected to be poor. The projected floods will likely drown the planted dry-climate crop throughout the central region during the summer season and accordingly damage the yield for the season. You would do well to plant rice and other water-friendly crops to preempt the coming weather. Shore up your local region’s dikes if you live near the deltas, and assist fellow countrymen in the maintenance of flood ditches if you live in more endangered regions. You would do well to have an elevated area prepared for the children and the elderly in case of a major flood, as well as food and goods to sustain your household for at least a few weeks should the flood destroy communication and access for a while. Expect a price markup for most goods at this time by around ~15%.
Do not panic if you are isolated by major rains and storms. As long as your household’s address is registered with the Imperial Volunteer Flood Assistance Society of TAKPOE, there will be people searching for you to provide help. Should you live on a flood-prone island, the Coast Guard is mobilizing this season to provide assistance and evacuation if needed. If you are swept into the water, seek a floating piece of driftwood or some other floating object to hold on to.
Should you be evacuated throughout the course of this month, seek aid and shelter from local commissariat-led parties. Maintain a monetary reserve to pay for goods should this happen, and understand that your money can be recovered at a later date- your life cannot. Debts accrued through any time of crisis will be maintained. It is reminded that fortune favors the prepared- do not gamble, do not waste, and you will have wealth and good life. (Cont. Page 4)
Following spineless and inflammatory activity by the Confederation of Mestrian States near and even within Kumosenkan territorial waters with a purported fleet-in-being, the Royal Battle Fleet recently held major combat exercises near CMS waters that encompassed over three hundred warships in a war game simulating active combat. The show of strength is expected to introduce the Mestrian cowards to Kumo resolve in the face of major transgression.
Starry of Crowns Kapila Vakeri of the TAKPOE administration addressed the press in a news conference where she urged Elenria to remember our places as citizens of Kumosenkan, emphasizing the importance of Kumo foreign policy in the protection of our own homeland. “No matter what province you are from, whether you are the humblest farmer to the government officer, these recent events affect you in the greatest benefit. Kumosenkan’s careful and tacit political maneuvering keeps Elenria from decay and stagnation. Look no further than the military war games conducted as a show of force before the CMS- where our old Queendom failed to secure its borders from foreign threats, Kumosenkan has slammed a gauntlet of steel between the CMS and itself. A nation willing to protect itself is a stable nation; a stable nation is one that is safe and thus, worth protecting.”
She elaborated by drawing up the lessons of our past failures, noting the weakness of the old Queendom was its preference to turn its back on incursions by foreign powers, settling for compromise that humiliated and weakened Elenria. “Other nations should be held at arm’s length where possible,” the Starry of Crowns added. “Or they will inevitably choose to carve us apart like a chunk of meat. We should therefore be grateful for Kumo rule giving us the autonomy to exist as our own culture and people, rather than a forced assimilation like that of what could happen were we to be under perhaps the Gaelics or the Franneran.”
Any chance of an open conflict with the CMS is one that the government advises could be a possibility depending on the likely reckless behavior of the CMS reaction. It is vital then that the Territorial Army be prepared to support our Kumo sisters in battle, a prospect that has led the government to pledge focus on modernizing military facilities to modernize our troops and prepare them for any potential conflict that may occur. In the face of a time when accusations of military corruption and incompetence is rife, TAKPOE’s High-Crested administration is launching an anti-courrption campaign in the effort of weeding out the rotten and breathing new life into our armed forces, so that they may represent Elenria’s famous resolve in battle. Long known as the City of Libraries, Pactstei has been birthplace to many political movements and ascendancy of education for the people of Elenria. But following a violent confrontation on the 14th of Vaylien by rioters, authorities and city officials have been left questioning the autonomy of the Royal Libraries from the Ministry of Education.
A mob gathered on the steps of the Linsiea Library of the Ancients on the 14th at around 8:28 MT, initially estimated around 52 persons. However, the devious behavior expanded with the addition of around a further 80 persons in the following hours, reaching a peak of nearly 300 persons soliciting outside a public building, where they reportedly burned various ancient and irreplaceable historical texts, as well as modern university history textbooks on the stairs. When approached by well-intentioned bystanders, they became confrontational and violent, attacking intervening police with bottles and bricks torn up from the ground with what are believed to be homemade crowbars.
Royal Special Protection Guard local to the area enacted an immediate response, countering the rioters with batons and shields. Peaveful demands to desist and disperse were spat at and rejected, forcing authorities to take drastic action and crackdown upon the rioters with batons and shields. Further measures were taken when two guardsmen were injured by the onslaught of bricks, and reinforcing guardsmen began to drive the unruly mob off of the library’s steps.
An estimated six police officers and guardsmen total were injured, and a total of three service personnel were killed. Around twenty-five innocent bystanders were wounded by the unbecoming behavior of the mob, and around forty people were arrested on the spot. Police are currently mounting an investigation to root out the leaders of the horrific incident.
Witnesses attest to the rioters having taken lengths of concealing their identity, with many wearing heavy clothing and further concealing their features with masks. Their lack of jewelry worn has led police to believe they may be part of some kind of religious extremist group, or an anti-government terrorist group associated with the more rural FNCAE terrist organization. A reward of up to 80000 Yairen is promised for any information on the group and its associates. The administration reminds that hiding and abetting any members is a major offense.
