Nominally the Roskanan Government was always a quick moving machine headed by a quick moving and efficient leader, and while the letter was moving it'd still have to be processed. That usually took awhile, the machine still needing time to work through minutia and other things. But after eight days, there had still been no response given by telegram, and no reply via letter had come either. A two day delay after getting it four days since it was mailed was normal, but it'd be abnormal for there to be a 8 day delay in a response usually sent by Telegram. When that became almost 11 days, it became clear something had happened, as news travelled from Auran to Marrlan rather quickly because of the interconnected nature of the two countries.
On the night of the 28th, Amelia had been ambushed in her home by a Tsarist assassin. While she did catch a bullet, she had not died - and had in turn blown the assassin's head apart and chest out with her own weapon in a rather excessive display of deadly determination and adrenaline fueled stubbornness.
Amelia, while not dead, had nearly bled to death before they could stabilize her in the Auran Metropolitian Hospital, and that she was only barely conscious. Her wound, serious but now somewhat less-life threatening, had been covered over by a growth of a fungal nature usually found in the interior lining of Festria, and it had stopped the bleeding, but it'd be a fair while before she could even move unassisted.
In the mean time, when the reply did return, it'd be almost two weeks later before a reply reached Wendy. This one sent by Lawrel.

Upon receiving the letter, the Pionare would be split. To attend the meeting herself, or send someone in her stead to visit her friend now. Ultimately deciding to see the talks through, she would leave for the JSG and make plans to visit Amelia immediately following the talk's conclusion.
North Kana, JSG "Scutum", 3 miles from the Grinvel Marrlan-Roskanan border. On the day of the meeting, Wendy would be sitting at a bench with a table overlooking part of the base with the Liberty Wall in the distance. She'd let out a contented sigh as she looked on over it and the base below. The hill where she was resting also had a meeting hall for joint discussions, this time being used for something more than joint practices and officer mingling.

Advancing quietly up the hill was Dejanus, wearing more casual clothing than was typical for a diplomatic meeting. But he was going to be among a friend and there were no press - something that the ROskanan was grateful for because he had not slept in days anyway, and no amount of good clothing and dress would make him look presentable. His name literally meant 'Two-Face', but he was somehow only able to present to the world a single view right now, and that was of a tired and worried man, not a politician.
Still he looked decent enough, and not so out of place as to invite extended stares. He eventually reached the table, and would take a seat on the opposite side, taking his hat off.
"Good Morning, Wendy. It's been a hot.. what, decade since we talked in person last?" He'd ask her, crossing his legs and resting his hands in his lap.
His pink hair was cut short, almost like it had been when the Overthrow had hit. He only looked older thanks to the scars, the bags under his eyes and the slight change to his voice. Amelia by comparison was less weathered by age, but Amelia was always good about hiding things of that sort - Dejanus didn't hide his aging, he wore it on his sleeve as experience.
"I hope you're doing well today."

Wendy would turn and smile, giving an inquisitive tap to her chin. "Hmm, something like that. To long regardless it's good to see you again." "I'd be lying if I said I wasn't a smidge anxious, but I'm doing alright. What about you?"

"I understand being anxious. It's a tumultious time." He'd say. "As for me, I am.. very, tired. About twenty nine hours now without sleep, so I am a little depleted, though I'll live. I'll simply just find somewhere to do my best impression of a corpse once we're done." He'd say. "But sleep can and will wait."
"Your letter said something about formalizing the alliance between Roskana and Marrlan, so that is what I am here for."

She'd nod before speaking, "Yes, considering the current state of things I feel it'd make sense to try and solidify something. I'm honestly surprised O'Rourke didn't try to propose anything during the war." She'd pause for a moment to think, "It'd obviously be a primarily military alliance but I'd be open to adding other things to it. Lower tariffs and other things of the sort."

"I think during the war things were still so fresh it really didn't matter if one or the other was Roskanan or not. We had Marrlanian unit leaders commanding Roskanan units and vice versa. Coordinating was easier since the infrastructure for it still existed mostly intact at the time. Given that now it isn't as strong as it used to be it should be rebuilt, given that we coordinate so heavily anyway."
He would place his hands on the table, clasping them together. "The military aspect of the arrangement would probably make it so that Marrlan and Roskana are acting as a single united front if we have to deal with foreign threats, particularly ones that we could consider to be existential in nature - like Grinvel. Both militaries would still be generally independent entities nominally, but they would train together more than they do now, perform more exercises, and as well share more technology and standardize more heavily, so that we can have simplified logistics."
"Any other aspect of the alliance I think would still have a military bent, but economically military goods could be shipped between either nation at low to no cost, and sold at lower than market value costs to the other during times of deress. It would also help I think if we set up a coordinated disaster relief system between either nation - like we had back in 1901 when the Sulico Typhoon swept over Granuras' coast."

Wendy would nod and say, "I'll have to get Morgan to come out and discuss something with whomever about figuring out what can be shared and changed." "The disaster relief system is a great idea to return to I agree. Perhaps we could meld whatever disaster relief force you have now with the SRS?"

"We'll set up a sate for that now I suppose. How about the 19th?" He'd ask.
"And perhaps, I would say that the two organizations can probably be merged but it might take awhile to secure a go or no-go for that, as FEDRA isn't super-willing to merge. The idea got brought up in the past with it and Coast-Guard and was shot down by several parties. If it does it'd probably have to be a sort of semi-independent agency."

"If merged they'd have to have a headquarters somewhere, as well as regional headquarters. And it'd likely be total - it'd not be Marrlanian or Roskanan strictly in nature, only that it operates in Roskana, Marrlan, and perhaps Maiz too if we can get Maiz and even really Nevarra to accept little rescue stations on their coasts."
