The New Revolution

Eonivelt had a rough founding.  The Rivins had controlled the governmental policy since it's founding but the election of Atio and Atia as the dual Consuls upended the political scene.  The twins were very young, however they were also the face of the revolution.  As such their arrival caused the Rivins to lose influence in the government as the Vichins gained more and more influence.  For the first time the Consuls were set to give a speech to the citizens of Eonivelt, it would be broadcast nation wide and a national holiday was declared in order to allow every citizen the opportunity to watch.

Atio was the first to the podium, with his sister standing beside him.  "Eoni.  It is my privilege to speak to you today after 4 long years.  Four years ago we began our Revolution.  While it was a bloody affair it was necessary.  The actions of the former government dictated it.  However those four years were not without trials themselves.  The infighting between our own factions is unforgivable.  However now we are at peace.  We are one.  We must look to the future with love in our hearts.  Eonivelt is a haven for the oppressed around the world.  So long as we are Consuls, my sister and I will serve Eoni around the world.  Tyranny can never be accepted, no matter the form.  That is why we are here.  To stand against tyranny.  To stand for love.  To stand for Eoni."

As the cheers died down Atia stepped forward to the podium.  "As my brother said, tyranny can never be accepted.  As such several policies of the provisional government will be struck from the books.  While they may have been considered necessary at the time they are no longer.  We are all brothers and sisters.  Eonivelt must stand strong in order to survive.  The rest of the world still is not our friend.  But.  For the first time we are truly free.  We are free to live as we want.  Free to love.  Freedom comes with a price however, and we shall never forget our brothers and sisters who laid down their lives to give us that freedom.  Now we look to the future.  It is bright.  We stand together."  She raised her fist in the air.  "Liberté, Egalité, Fraternité ou la mort!"  The crowd repeated the cry loudly and cheering broke out across the nation.  While they had been 'free' for the past few years, this was the first time many Eoni actually felt that freedom.  Eoni could be seen hugging each other in the streets, many crying.  Eonivelt was truly here to stay.

The Maison Consulaire was a quaint little building.  Both Consuls had rejected the idea of having a large house, instead preferring to live in something similar to the average citizen.  This meant that the meetings of the Consular Cabinet were held in what was essentially a living room.  The Cabinet consisted of 5 people: Consuls Atio and Atia, Ministre de l'international Viole, Maréchal de la République Eonivelt Bernard, and Ministre de l'intérieur Arlette.  They sat around a table, sipping some saké.  It had been a long day for all of them, and while this was a business meeting, it was also one of the few times any of them got to relax.  After a few minutes had passed it was time to begin the meeting.

"So what is the situation?"  Atio asked.  "I've been stuck with the Congress.  It's starting to get on my nerves a little."

"Don't worry brother, the outside world isn't much better," Atia said sighing.  "It just is a pain."  She turned to Arlette.  "Please, what has L'Institut been up to?"

"Not much," Arlette replied, sipping from her cup.  "Sara has gone to Lembärsch and Noir is working in Lusatia.  Nothing much to report as of yet.  That being said, I enjoyed you two's interviews with Vérité."

Bernard raised an eyebrow.  "What else was I to do when asked to be on the show?  Say no?  We both know that isn't an option.  Vérité has the trust of the people.  If a war hero refused to be interviewed it would cause quite a stir."

"Bernard dear, I don't think Arlette was saying it was a bad thing," Viole said, also sipping from her cup.  "Us being the public faces of the government helps her out immensely.  No one cares what is happening with her field so long as we keep the public's eye."

"Exxxactlyyy," Arlette said nodding.  "You two look good on camera as well."

Atio coughed, interrupting the playful back and forth that was just beginning.  "While it is all nice and wonderful you are enjoying this we are still technically at work.  What do you make of the Eoni protests in Lusatia?"

"Noir has told me a bit about them.  They seem to be working, but very slowly."  Arlette paused.  "Noir is thinking about making an attempt to recruit some members of the protest to L'Institut.  If we do that then our reach will extend, and we might be able to start threatening the tyrants who escaped."

"Now Arlette, we can't just do anything," Atia said softly.  "I know we want them brought to justice, but we have to try proper channels.  Especially now that we have opened diplomatic relations."

Viole nodded in agreement.  "Atia is right.  It would look bad if we just assassinated or kidnapped people in a foreign country.  That being said, I highly doubt we could convince the current government to do anything.  Their Prime Minister is a problem."

"Yes.  We can't do anything about him either.  We just have to hope that he loses reelection," Arlette said sighing.  "And that currently seems unlikely."

"Well it seems like there isn't much worth worrying about," Atio said finally.  "So let's just hope for the best and prepare for the worst."

With that the business was over.  The meeting turned into a recollection of the Revolution, and a remembrance of their friendship.

The Siège de l'Institut is an intimidating building.  Built on the site of a feared prison the building represented the Revolution, but many people also felt it represented the excesses of the revolution.  It was still one of the most important buildings of the Republic.  Acting as essentially a deep state the Institute had many things it needed to talk about, especially with the new Bills being passed.  And so the Directer had a meeting with the Collegium.

"So, thoughts on the Restitution Bill?"

Nikita paused for a moment before speaking.  "It's not a bad Bill.  It won't affect our operations.  Same with the Internationale Bill.  The Basic Laws don't constrain us, so we don't have to worry."

"Deputy Nikita is correct," Jaune said nodding.  "Our biggest threat honestly is the Internationale Bill.  I have a feeling some immigrants may not have the same views as our citizens, though the set up of our society makes it incredibly easy to do our job.  I recommend we continue to stay out of the spotlight.  The Director is the only one of us who is very well known, and that's only due to her position as a hero of the Revolution."

"And even then the average citizen doesn't recognize me easily," the Director said nodding.  "Our agents are in every aspect of society.  And the average citizen is more than willing to report oddities to the police."

"It is nice to have a law abiding society," Nikita said smiling.  "The ideals of the revolution have really taken a hold.  People trust the government.  Better than some societies."

"No kidding.  Now I have a concern though.  The Rivins.  I don't know what they want."  Jaune tapped the table.  "The General Secretary isn't someone you can easily trust.  I have a feeling we might have some problems if the Consuls were to suffer an accident."

"Well part of our job is to provide protection from accidents," Nikita said grimly.  "I have agents watching them both 24/7."

The Director nodded.  "Unseen I am sure.  The Consuls would not approve of getting special treatment."

"Of course."

The Director turned to Jaune.  "How's Noir?"

"Doing well.  She reports that all is well and she is keeping a low profile.  She's attempting to gather information on the location of our wanted criminals.  Once we get the locations we can start to make moves."

"Well keep an eye on it.  Nikita, Jaune."   The Director stood up and shook the hands of her deputies before leaving the room.

"So next vote the bill will pass." Nikita shuffled her papers. "The Rivins and Vichins have finally come to an agreement and it will pass unanimously." She passed a copy of the wording to the Director and Jaune. "I managed to get the wording changed slightly. Anyone who wants citizenship will have to apply, but of course Eoni get fast tracked."

"I'm surprised it was this difficult to convince Congress. They were going to have to do this anyway," the Director said reading the bill. "We need to know who is living here in order to give housing and work. So as it stands we'll keep the immigrants to a minimum. The mechanization of our agriculture needs to be finished first."

"Shouldn't be to hard," Jaune said nodding. "All of our borders are officially closed. I doubt we'll actually get any immigration for a bit. I mean we haven't even cleared the wreckage off the airport."

"Probably should get someone on that," Nikita said nonchalantly. "In other news, the Rivins are currently struggling with their leadership. The General Secretary is gaining more influence."

The Directer looked grim. "We have to watch her closely. Her and that one near her. What's his name?"

"Rebia? Yeah. I have agents watching his every move. Not even the Rivins trust him." Nikita stacked her papers up. "Worst case scenario we have to eliminate some people. As it stands we're in good shape."

"What's the average citizen think?"

"Still riding high. They absolutely love the Consuls. And everything is running smoothly. It's nice when there's nothing standing in your way."

"Indeed, those human philosophers made some errors didn't they?"

"Indeed." The three clinked their glasses together and downed a drink before standing.

"Keep me informed on all movements. Once this bill passes we need to be ready to start sorting applications."

"Understood Director."

The Nuclear Research Facility of Eonivelt was a highly secure location.  Every single worker there was a member of the Institute.  Officially the only purpose of the facility was to develop power, a purpose which it was pursuing.  The facility was designed to begin tests on the best ways to develop nuclear energy.  The Scientists had determined that there were three viable options for nuclear power.  The first was Uranium-235.  This was a difficult one to get access to because it it was only 0.7% of naturally mined uranium.  It was however the one currently undergoing the most testing as this had the potential to lead to weaponry, the second purpose of the facility.  The next option was Plutonium-239, which could be made from transmuting the Uranium-238.  This meant that both were being considered in conjunction.  The final option, and the one that the civilian centered scientists liked the best, was Uranium-233, which could be transmuted from Thorium-232, a much more common element.  However it was considered secondary to the first two options, due to its lack of ability to be used as a weapon.

The Director was touring the facility guided by Chief Scientist Elmar.  "As you can see Director we are moving at a decent pace.  You know my recommendations for research of course."

"Indeed.  I read your report.  You recommend splitting our focus correct?"

"Yes Director."  Her tail slowly wagged.  "If we split the two departments we don't need to worry about doubling workload.  We develop Uranium-235 as our weapon and Uranium-233 as our power."

"Wouldn't that be more expensive?"  Elmar raised her eyebrow at the question causing the Director to laugh.  "Point taken.  You believe this would be for the best?"

"Correct.  If we do it this way we will have more Uranium-235 for weaponry."

"Then let's proceed with your plan.  I expect results."

"Oh don't you worry.  We'll have results."  With that Elmar dashed off, barking orders to her staff.

Meanwhile the Director kept walking, observing the scientists going about their work.  The facility was fully operational.

Today was a big day in the Congrès des Eoni.  Victor and Anatole, two important members of the Council of Cybernetics which was led by Axel, were to speak with the Congrès in favor of their plan, the Automated National System for Calculating and Processing Information, known simply as the ANCP.  The ANCP was a plan that was based on informational decentralization and innovation.  The plan was to use massive computer centers to begin the process of fully automating the economy of Eonivelt.  While the plan has substantial push back from many Rivins, many Vichins support the plan as it will lead to the withdrawal of the government more from the economy and potentially help ensure better living conditions for all citizens.

"Delegates of the Congrès des Eoni, I am Victor and with me is Anatole. We would like to present a project to you that we think will create a statewide information network.  I won't lie to you, the ANCP will not be cheap, and the only way for it to work is if we commit to it fully."  This led to some murmurs among the delegates.  "Now with that being said my colleague and I will tell you the plan, and how it will benefit the Republic."

Anatole would then speak.  "The ANCP will require a massive three-tier network with a central computer centre here in Librevelt.  In addition we would need several midlevel centres in every major city, as well as thousands of local terminals in economically significant locations.  These centres and terminals must also be able to communicate in real time, which we can use the existing telephone infrastructure for.  With this any terminal throughout the Republic can communicate with any other."

"This communication will allow us to connect the state together and set us on the path of managing the allocation of resources and information throughout the state."  Victor would take up the torch now, as this was partially his brain child.  "This would allow for a smoother run economy than what we can run from here in the capital.  Lastly we can use this system as a start to move us to a moneyless economy, using the system for electronic payments."

Anatole would finish out the speaking.  "By supporting this system we can improve the quality of life for all citizens.  We also begin the process of automating the economy which will ultimately lead to dangerous jobs no longer being done by citizens and will improve life for everyone."

After the speaking the two scientists were thanked for their presentation and were led out as the delegates debated.  Victor turned to Anatole.  "So what do you think?  Do you think they'll go for it?"

Anatole thought for a moment before he responded.  "I hope they do.  It will ultimately be better for the economy if we ensure that less people have control over it."

Victor nodded and accidentally bumped into someone as they were walking.  "My apologies, I wasn't loo-" he stopped speaking as he saw who he had bumped into.

"No problem.  I enjoyed your speech."  The Director smiled at him.  "I was in fact on my way to speak with Congrès about it.  I think I might support it."  With that she walked on, leaving the two stunned scientists.

"Th-that was..."

"Yes it was."

They looked at each other.  Their idea now had a massive chance of making it through, far more than they had ever expected.
