In the interest of mutual economic, military and diplomatic/political cooperation, these nation states agree to band together for the sake of their prosperity.
This charter will outline the terms and conditions of the NRC, to which the following nations are adherant as its founders: 

Roskana, the Greater Republic Of
Marrlan, United Republic Of
Maiz, Republic Of

Article 1. Mutual Cooperation on Economic Fronts
Roskana, Marrlan, Maiz and any other future signatories will agree to work together on economic matters of trade and trade policy, technological development and sharing/exchanges, and other matters including industrial development and expansion, agricultural development, and all matters of which would otherwise fall under this article. As part of this mutual cooperation, preferential trading and military technology sharing restrictions will be put into place to ensure technical security and as well, reduced interest rates. 

In the event of natural disasters, all members are obligated to provide mutual economic and rebuilding aid to the affected nations to ensure rapid reconstruction, with minimal interest.

As well, all members of the NRC will dedicate henceforth, 0.5% of their total GDP to the NRC.

Article 2. Mutual Diplomatic/Political Cooperation 
All signatories to the alliance will adhere to the same foreign policy, to which is decided by meeting within the headquarters of the NRC every decade or as is considered needed.
While allowed to pursue their own foreign agendas within reason, all members of the NRC will maintain this similar foreign policy and similar goals.

Article 3. Mutual Military Cooperation
All member states of the NRC will maintain a similar inter-workable military structure, to allow for each nation to operate together as a effective joint military force. This includes the standardization of calibers and ammunition, joint exercises and as well standardized operating procedures. 

All members are obligated by Article 3, Sub Article 1 (May simply be referred to as Article 3), to come to the aid of a member-state of said nation state is attacked by a foreign power. 
However, should one nation wish to pursue an aggressive military action, they cannot force other members of the alliance to participate - and this must be voted on by the collective organization as a whole.
