Despite Tyvian attempts to keep movements of tankettes and scout vehicles to the border secret, it would be unlikely such a secret could be kept long. The vehicles were heavier than anything the guards usually had, and if an overzealous guard wanted to show off his new toy, it would likely be noticed by their Lusatian counterparts. Indeed, given the length of the Tyvian-Lusatian border, it would be nigh-impossible to keep such a deployment completely secret.
The Lusatian government, unsure as to why the deployment was occurring, however, assigned their ambassador to Tyvia, Count Jaroslaw II of Poniatowa, a member of the greater nobility in Lusatia, to inquire within the Tyvian government regarding the nature of the deployment.
Writing to the Tyvian Foreign Office to request a meeting with the Tyvian government, he said,
To His Imperial Majesty, Hetjmań Bohdan Hmelnistsky XIV,
Due to recent developments on our mutual border, my government wishes for me to request a meeting with your Imperial Majesty, or your representative, at the earliest possible convenience. In recent history, the relations between our nations has been strong, and it is the strongest wishes of my King, his government, and myself that such relations continue.

We understand your concern, and invite you to Novgorod for a meeting. This is, in our view, not a matter which should be discussed in easily interceptable telegrams and letters. We would like you to bring full envoy to establish a fully operating embassy, if you so wish.

The Lusatians would agree to the Tyvian offer in full, and while embassy staff would arrive to set up an embassy at a location designated by the Tyvians, Count Jaroslaw would request a meeting with the Tyvian government upon his own arrival.

One of the buildings near the center of Novgorod, that used to be some business in the past, has been assigned as the Lusatian Embassy. The embassy was also assigned a group of engineers and builders, in case the Lusatian diplomats would wish to change the layout of the building.
Count Jaroslaw would be scheduled for a meeting with Leonid Mukachev in the Rada building, located at the central square of the city.

The Lusatian diplomats would request at least a two story building design: the top floor for residences for the ambassadors, and the remainder for official business offices and dining arrangements (in order to occasionally welcome Tyvian guests to the embassy).
Count Jaroslaw would meet the Minister of Tyvian Foreign Affairs at the designated time and place inside the Rada building, carrying a briefcase presumably filled with documents. Introducing himself, he said, "Greetings, Minister Mukachev. I am Count Jaroslaw II Poniatowaski, the 38th Count of Poniatowa, and I am to represent The United Kingdoms of Lusatia and Jzegrad here in Tyvia for as long as your government welcomes me here. Before we go too far, I've been instructed to deliver a gift from my sovereign to yours."
He opens the briefcase and removes a bottle of wine from its contents, presenting it to the Minister of Foreign Affairs.
"It is from the vineyards near Trzebinia. The finest vintage of the Cabernet Sauvignon produced there: the 1947 vintage. If it is to His Imperial Majesty's liking, or if the elected Tyvian government requests it, I can request my government procure more of it when the embassy is finished."

The Lusatian ambassadors would be pleasantly surprised, as the building they were offered had 6 floors in it, outfitted with elevators, and more than enough room for anything a government building might need. There were meeting rooms, offices, dining rooms, kitchens, bedrooms, personnel quarters, and possibly most important in the Tyvian environment of bureaucracy - archival areas for storing and organizing the mountains of paperwork. On the outside, the building at the bottom looked old, with the architecture dating back to the early 1920's. The top 3 floors, however, looked newer, with the architecture looking like it belonged in the late 1950's. It was clear that over the years, it has been updated.
In the Foreign Affairs Minister's office in the Rada building, Count Jaroslaw would meet with Leonid Mukachev. After exchanging greetings, Leonid would accept the gift. "I thank you, on the behalf of the Hetjmań. However, I'm afraid he won't get to appreciate it. He has elected a life in which alcohol has no presence, you see. His son, however, the Duke of Tyvia, I am sure would love it.
Now. Let's get down to business. I understand you are concerned with our recent reinforcements of the border guard?"

Count Jaroslaw blinked for a second at the mention of the border question. He hadn't expected the Tyvians to bring up the issue themselves.
"Actually, yes, that is why I'm here. My government is concerned by the deployment of armored vehicles to the border, without, as far as we know, provocation. I was sent to figure out why you would deploy the vehicles, and how we can negotiate a potential return to the status quo."

"It is no secret that the Imperial Army has moved away from the preference of numerical superiority several decades ago. We defend our land by superior tactics, equipment, and anticipation of possible future moves by other nations, based on their current ones.
You may have noticed that the sudden deployment has happened after your nation has started contacting the Eoni state has become public knowledge. Taking our knowledge of Eonivelt's young but brutal history in consideration, the Imperial Council has decided to brace for a possible impact, even if, in the end, it shall never come.
If you have noticed the armored vehicles, you most likely would have also noticed that the larges concentration of the deployment is in the Kingdom of Lvivonia - the shortest direct route from Eonivelt to Tyvian territory. Besides - the heaviest vehicles that have been deployed are light tankettes - they don't even qualify as light tanks - mere scout vehicles.
I assure you - an armed conflict with the Commonwealth is absolutely not in the Empire's interests. Preservation of the balance of power in Ouhiri, however, is. We have no threats, demands or ultimatums for you. But we shall keep the border reinforced for now, in case Eonivelt decides to overextend their influence. After all, the main source of power - Staol, comes from Ida Koi, and to get to it, one must march through Tyvia. And being embargoed, we are worried that the Eoni might try to do that."

The governing coalition is quite conservative, and the Prime Minister himself is, to be completely honest, quite racist against the Eoni, and, just between us, the only reason he's even recognized Eonivelt is to try and avoid caving to the domestic civil rights movement that is trying to end segregation."
"I can promise you with 100% certainty that as long as he is in power, the most Lusatia will ever do in regards to Eonivelt is open the borders for trade. Immigration won't happen, a non-aggression pact won't happen, and an alliance definitely never happen. In particular, if the Eoni tried to negotiate military access through Lusatia to attack Tyvia, he would sooner launch a second invasion of the nation than allow them through."

I may be a nobleman, but I certainly don't support an actively oppressive ruling class that had kept slavery as a part of society long into the 20th century. Besides, I don't know if you remember what Luclistan had to export before the Revolution, but it offered its fair share of diamonds and chromium, and also desperately needed imports of many other goods, including food. If nothing else, recognizing and trading with Eonivelt is enough of a profit to justify turning a blind eye to their history, especially while the current government is in charge. The Revolution's heroes are in charge, from what we can tell, and they appear to be the more moderate faction of the Revolutionaries, so they might be more palatable."
"It's something to consider, anyway, but to sum up what I've said: Lusatia will not ally Eonivelt, but it won't let a good opportunity to make money slip by any longer."

The telephone on the desk suddenly rang.
"Excuse me," Leonid said, as he picked up the phone.
"Yes. Uuh... Okay... I'll take care of that later this week. Now please leave me be, I'm in a meeting." He then hanged up.
"Apologies for that. Now... I thank you for clarifying the Commonwealth's intentions. I shall act on the Imperial Council's authority, and propose an official treaty. Tyvia shall demobilize the reinforcements that were deployed. In return, We want Lusatia to guarantee that Lusatia shall not allow Eoni citizens to immigrate to Lusatia, shall not sign a non-agression pact with Eonivelt, shall not allow Eoni armed forces to transfer through Lusatian territory, and shall not sign an alliance of any form with Eonivelt. In short, everything you just said you can promise with 100% certainty. However, there is one thing I would like to add. I understand that trade with Eonivelt is an opportunity for you, however, it is important for us to uphold Ida Koi's embargo. We also want a guarantee that Lusatia shall not resell Staol bought from Ida Koi to Eonivelt."

"Hmm. Your terms are agreeable to me, and, no doubt, to the Prime Minister, as well, but I'm not at full liberties to solely decide on such important matters. If you'd excuse me for a few minutes, I'll call back to my government, and they should give me authority to sign such an agreement within an hour."
With that being said, Count Jaroslaw would excuse himself, and place a call with his government. Within 15 minutes, he was back in the Foreign Minister's office.
"The Prime Minister agreed to the terms, as was expected. No immigration, no non-aggression pact, no military access, no alliance, and no reselling staol to Eonivelt, and you remove the new security forces on the border. As soon as you have an official document regarding the agreement ready, I am permitted to sign."
He leaned back in the chair after this.
"Hopefully, our relations can move on from this misunderstanding, and we can return to more profitable endeavors, though, I think any talk of trade between our nations should wait until the embassy is ready. I've heard good news regarding the building we've been granted, so thank you for that kindness. All the personnel assigned to the embassy and all the materials we still need to bring from home to operate it should be with the embassy by the end of the month, as long as everything goes well."

"That's great news, Count. I shall procure a document immediately." The Minister then picked up one of the phones on his desk, and pressed a button. "Mukachev speaking. I need a secretary and a document typewriter in my office, immediately." He hung up. Less then a minute later, a new person entered the room, with a boxed typewriter. It took him about a minute to set up, and under the dictation of the Minister, the following document has been prepared in several copies:

The 2 following sides:
Tyvian Empire
Lusatian Commonwealth
Agree to the following terms:
1. Lusatian Commonwealth shall issue a complete restriction on immigration of Eoni citizens to Lusatia
2. Lusatian Commonwealth shall not sign any treaties with Eonivelt, which would result, directly or indirectly, in the Eoni Armed Forces having access to the Tyvian borders. This includes but is not limited to: Non-Aggression Pacts Alliances Military Access
3. Lusatian Commonwealth shall uphold the Staol Embargo on Eonivelt, limiting it's trade with Eonivelt to any resource other than Staol.
4. Tyvian Empire shall demobilize all heavy vehicles from the Border Guard units, and return all other formations at the border to their regular, peace-time strength.

Count Jaroslaw would read the document over carefully one time, and seeing nothing wrong with it, would sign.

Shortly after signing the document, Count Jaroslaw rose from where he was sitting, and offered a handshake to the Tyvian Foreign Minister.
"Thank you for being quick to resolve this misunderstanding between our nations, Minister Mukachev. I'll be at the Lusatian Embassy should you need me in the near future."
