The Free City of Scya
Government: Council Republic (Anarchism)

Description: The Free City of Scya is the natural evolution of the Scyan Peasant's Republic. A city-state and member of the Confederation of Mestrian States, the Free City's governance is at odds with much of the Confederation's monarchic governments, but has managed to defend its independence first through military means in the 16th and 17th centuries, and then later through the realization of the lords of Mestria that Scya posed a release valve for discontent with the ruling order. As the city entered the industrial era, the elected mayoral system of the Free City morphed into a series of councils representing different districts of the city. Popular democracy bloomed into what could only be described as Anarchism, and as ideological communism reached the city, the councilors assumed the ideology for their city, shifting the city and its governance further towards socialism with wealth redistribution and city-sponsored social projects at the expense of the wealthy.
Nowadays, the Free City of Scya makes revenue through exports from the collective factories of the city, which it then spends on various projects approved by the city's Central Council. The system isn't perfect and is prone to paralysis, but it manages the immediate needs of the city and its people, while also ensuring the lip-service loyalty expected of a member of the CMS. Soothing the concerns of its neighbors is the fact that the Free City is content to maintain its current borders and improve the prosperity of only those living within its bounds.
