Sent when word was confirmed by Valderan scouts about the Xagreau mobilization efforts. To the President Paulo Fransisco From the Office of the Deacon of Mil'Nor, Republic of Valdera (formerly the Mil'Nor Joined Clans)
I hope this letter finds you well, President Fransisco. Much has transpired over the past few decades, and we have both seen change with our people. The problems of our past now threaten our future as I must bring to your attention that the people of Xagreau now threaten our mutual boarder and the construction of a Eastern Trans Touli railway we have been developing with aid from the UKUG. Arms and munitions deployments have been made note of, and we have spotted regiments being stationed on the border. We ask that the Xaspesh Federation consider their neighbor should the Xagreau seek hostile action against the Mil'Nor and the Valderan Republic.
If required, we would offer the chance for talks to be held on matter of both the Xagreau, and integration of Vadlera's railways into the Xaspesh's own. Regardless of the former matter, the future of our two nations can bear fruit if we seek to sow the seed of friendship.
From Deacon Kathrine Mengele,

Hornburg, capital of the Xaspeshi Federation. The city was built along the banks of the Feladahn river, right on the border of Zedonia. It was one of the largest cities built by the Gaelics when Xaspesh was part of Zedonia, if one took a look at it they would merely accept it as another quant Gaelic city. It was now the capital of the Xaspeshi, its sprawling growth hindered by an economy that struggled against the debts owed to Ulster-Gaelia and the military that ate most of the budget in the event their foes in Xagreau attempted another attack.
President Fransisco didn't have an easy job, the senate constantly bemoaned the lack of economic progress and the vast control the Iron Bank had over the national treasury. Many of his people began to think the Xagreau were right, that the Federation was just a puppet of the old crown. He needed to quell such thoughts if he was to be re-elected in 1933's upcoming election.
The letter from Mil'Nor was...fortunate. Xagreau was a militant country, it thrived on the eventuality of war. But if there was one thing that kept Xaspeshi from questioning Gaelic control of their economy it was the reliance on Gaelic military support against an enemy that would genocide its way to Hornburg. Getting rid of Xagreau could mean getting rid of Gaelic influences. Fransisco responded that he would arrive in New Raltera in a couple of weeks, getting a new ally in a fellow Touli nation was invaluable and if he could get new rail lines that was a plus. But getting rid of Xagreau? That was priceless.

Obsillia 24th 1932 New Raltera
President Francisco's arrival would be greeted with a reasonable amount of pomp, the agreed upon route having been aided in speed by the section of rail already having been built. High Marshal Dravos, having healed from his wounds for the most part, had gone to escort the President. As High Marshal, the man was responsible for all matters internal of the nation, thus he and his guard were to meet with the President. Once met, they were to meet with the rest of the new government for talks between the two nations. The establishment of the Republic and the mobilization of Xagreau, along with what was now being dubbed "the Great Touli War" by the Mil'Nor gave reason to solidify the relationship Valdera would have with Xaspesh.
"Still" the High Marshal thought "This will be more tolerable then the ganglank at least" He was mildly optimistic of the meeting, glad to be working with the familiar faces of Touli in a time such as this. The day was overcast at the rail station as he waited alongside the carriage to take them to the meeting.

President Francisco had only left the country once in his term as president, to visit Sepedia in the long grueling financial situation he dealt with inherited from the last president and the cost of the war 24 years ago.
He warmly greeted his hosts and looked forward to this meeting, though he was surprised to hear xagreau had chosen to strike at the Mil’Nor.

Escorted to the Castle by the High Marshal, they'd arrive to the meeting hall where the Council and Deacon were seated. Francisco was offered a seat opposite of the Deacon at the circular table, Kathrine rasing a hand in greeting as the man entered. "Greeting, President Francisco. I hope your trip was comfortable enough given the circumstances"

“It was pleasant, I haven’t had much time outside of the federation. So it’s nice to finally have this meeting, despite everything. So let’s cut to the chase, the Xagreau are imposing on your borders.”

Kathrine nodded "Indeed. Whatever their reasons for deciding now of all times to mobilize, the opportunity has presented itself to rectify the mistake made all those years ago. To that end, we are prepared see to a mutual pact of defense should the powerd keg left on our doorstep decide to go off. Already we have mobilized to our defence, and I doubt Gentaki will leave your own lands untouched should conflict arise."

This was a golden opportunity, Francisco knew the Xagreau would fight hard, they had been preparing for war for two decades and wouldn’t be easy to beat. But to rid his nation of the threat on their border was too tempting.
“I’ll have our military mobilize, we can’t pass up getting rid of the Xagreau. The Xaspeshi Federation will agree to a mutual defense clause. “

The woman smiled in response. "Glad to hear your agreement. I'll inform my command staff to be aware of the situation. Since we'll be united in this front, we can see about getting an extension of the rail line up to Hornburg. I imagine the trade link would do wonders for the economy of your nation, as well as the mutual trade we both stand to profit from such a link."

“I’ll have our military ready to respond then, and our economic secretary meet with you about the railway.”

"Good. If there is nothing else, we can begin writing the treaty before we see to our respective roles in this upcoming conflict"
