Noting that there was a startling lack of Lusatian diplomats in Rouvellia, the Lusatian government would send notice to Rouvellia, that, should there be an embassy available for them, Lusatia was prepared to send a permanent ambassador, and open more direct diplomacy with them.

It'd take a good while for them to actually reply, but there would be one rendered. It'd allow for them to send a permanent ambassador to one of the embassies in the Conver Limis Soviet State Republic, and its exact position would be given alongside general information regarding the paperwork and so on. They would, however, make the request to have an embassy within Lusatia as well.

The Lusatian government, having no reason to reject the Rouvellian request of an embassy, granted it.
Meanwhile, the Rouvellian government was informed that Stefan Nowak would be travelling to Rouvellia to assume leadership of the Lusatian diplomatic mission there, along with some general support staff who would ensure the embassy would run smoothly.

Acknowledging the statements they'd only request some basic personnel files to be put down onto the Foreign Medical Registry for the government's first aid services, and issue the men Rovuellian Diplomatic Passports, granting them 5% discounts in government owned stores.
The embassy in Lusatia would be staffed by a diplomatic ambassador named Trincavr Vox, of which would be a Festrikoi. They'd as well be bringing their own staff to the embassy, with a minimal complement of guards to defend said embassy, though it would only be a squad of Rovuellian border guards, 9 men at most.

The Lusatian embassy staff would provide their personnel files, and accept the diplomatic passports. When settled, Ambassador Nowak would request a meeting with a member of the Rouvellian government as a bit of an introductory discussion.
Meanwhile, in Lusatia, the Rouvellian embassy staff would be checked in, and, pending their acceptance, would be taken on a tour of the capital, which, despite the ongoing protests and demonstrations, still had plenty to see unimpeded, and, afterwards, would be provided with a similar offer to the one the Lusatian Ambassadors received in Rouvellia, though the discounts only extended to companies that agreed to the Lusatian government's request for their company to be included within the discount.

The request would be granted, and the Vice President themselves would be the ones of which would come. Largely because most of the limited diplomatic staff of the nation and much of its own government were tied up in other matters and the only others available would have been military personnel. They would arrange for the meeting to be held in the central square of Revo, of which was one of the largest gambling cities in Rovuellia, and were their embassy had been set up.
Loathe to refuse, they would go on the tour, and take in the sites. Not used to foreign countries and generally having lived in relative isolation, it was fairly clear many of them were unaccustomed to the different people and culture. Though they didn't seem to be particularly put off by it nonetheless, rather it was just culture shock and jet-lag alongside other factors. When they would be taken to the embassy of which they were to set up in, they'd accept the offers, figuring it best to take the generosity of their hosts, and they would generally begin to organize themselves and set up their equipment. Before long they had gotten everything that they needed to do immediately pretty much done, and for the time being the Rovuellians would sit tight, waiting for orders from the RDA or direct commands/requests from the Federal Government itself, assuming such was urgent enough to warrant it.

When he arrived they'd find themselves between a series of large casinos, all of which were skyscrapers and doubled as hotels and luxury resorts. There was city hall among them as well, though it was a bit further ways back and to the north. Kiosks, stands, and food carts were fairly commonplace. There'd be a raised platform of sorts as they came into the square itself, a series of statues surrounding it, with the central one being of a Human holding a flag and leaning on a rifle, facing off towards City hall.
On it, would be several tables, and sitting at one of them would be three Festria with black fur, around them being a few humans and demi-festri, the groups conversing, though one of the three suited Festria would be looking into the square from their seat. Before too long they would spot the ambassador. They say something, and one of the people they'd brought with them would nod and make their way out to lead him back, doing so and having him sit down opposite Thanatos as the majority of people cleared away, including two of the black-furred Festria, leaving just the lone male to sit with them for now.
"I assume you didn't have too much difficulty finding the place, yeah?" They'd ask them. "Hopefully really you're not having much trouble here at all."

Nowak had looked around the square for a moment before being noticed by the Vice President's diplomatic team. As he approached them, and was welcomed, he responded, "Wasn't too difficult to find, at all. Only real difficulty I've had out here is adjusting to the weather. It certainly doesn't feel like a Lusatian summer up here, that's for sure."

"Ah, yes. The cold." They'd chuckle. "Even summer here isn't very warm most of the time. Closer to the southern coastline, well it's better." They say as they reach down and take a hold of a plastic cup, lifting it and taking a sip from the contents.
"So you wanted an introductory meeting?" They would ask as they set the cup down, though they pause for a moment, and then chuckle. "Oh yeah, where are my manners. Would you like a drink or something to eat?"

Yeah, I'm hardly versed but I'll try, from what ibrecall." They'd say, looking around. "If I'm remembering correctly, the bigger three are of the Conver Monilith leadership. They were a paramilitary organization that sprung up around the supposed monolith during the sundering wars." He would say. "I don't remember any of the faces very well, it was almost sixty years ago that I worked with their group." He would continue. "Now I can't really tell where they went. They just disappeared when Rovuellia was founded. They protected the conver limis region for years, so they're state heroes." "As for the rest, they're various local heroes, and local heroes aren't really my uh.. forte. I was born in the far north." He'd point to the largest statue.

He relaxed a bit in his chair afterwards, and continued, "As for introductions, part of my business was to negotiate a trade deal between our nations. While you already offer up a small amount of your nation's titanium on the world market, my government was hoping we could convince you to increase such exports, specifically for Lusatia's gain, and, in exchange, Lusatia will make available for Rouvellian purchase either some of the rubber from our colonial holdings, or just some luxury exports from Lusatia: we've large quantities of gold and silk, as well as significant varieties of exotic foods and other agricultural exports."
"I understand if details are beyond the scope of an initial meeting, but I figured better sooner rather than later to state what Lusatia hopes to gain via closer relations with your nation."

He'd sigh and cross his legs, "Rovuellia is very reluctant to trade or sell large quantities of our strategic resources. We use it to reinforce ship frames for commercial purposes," he looks off to the right briefly as one of the guards gets up to go and put some trash into a bin, his attention returning quickly to them. "I would have to bring it up to the Soviets and the Senate, they might be willing." They would say. "They're busy with the preparations and resource allocation for more important matters at the moment, at least what they view as." They would say. "Frankly they've been very heavily pushing to expand the size of the armed forces, and with the state of the world I don't see a need, but I don't blame them for it either." They would then shrug. "As for the history book question, I'm a walking monument. Been here for as long as the nation, and longer, back when this was just the Limis Regents and their Monolith, and when Rovuellia was just a dream of a bold Lycan. You cna probably just ask me really. We've got all day I imagine, or at least I do." He would raise a hand, and then make a sweeping gesture with it. "There's also plenty of libraries around. They offer the history books for rent, first day free of charge. They let you read in the buildings too, and some of them have cafes inside. There is one that isn't a far walk from here if you'd like me to show you."

"The world is a dangerous place, to say the least, but at least with the end of Luclistan, there is one less warmongering autocracy in the world. While I understand the desire to build up strength, as my own government is likely to do it to keep the support of militarists, it seems likelier that the massive conflicts of the past will not repeat themselves."
"I wouldn't mind the walk, as you've said, we've got all day. I do have one question, though, which I guess you can answer as we head over to the library, when you say you've been around since the beginning of your nation, what do you mean by that?"
