1936, Obsillia Preparations had been finished. While some things were slower in their motions they'd be completed soon enough. With these nearing completion or well on their way to, the Roskanan provisional government would reach out to the Grinvelian government, and offer to talk the terms of a formal capitulation and cessation of hostilities.

The request for talks came as a surprise to Field Marshall Karl Fiegler and Kaiser Vunderstran. Field Marshal Mueller, still busy with the Marrlan campaign, would not attend, especially due to the resentment of Fiegler managing to "finish" before him. A ceasefire would be ordered on the Grinvelian side, halting all current campaigns, allowing them to idle and rest while Fiegler went to meet with the Roskanan leadership in Ouhred.
Kaiser Vunderstran would plan to arrive later, after the ceasefire was official and some terms could be negotiated.

Roskanan forces would honor the ceasefire. When the ceasefire would be called, combat in Ouhred would come to a halt, leaving the central square in contestment.. though, mostly empty now. All there would be now, after a local agreement was made, were medics and corpsmen, collecting the bodies of their fallen countrymen, or at least their idenification for those of whom could.. not be identified, to put it lightly.
Anderson would open a corridor to the city hall, which was relatively close to the public square but hadn't seen much combat, since it'd not been a strategically important target up to that point and had sat behind more Roskanan fortifications.
Apollo would arrive himself, with Anderson and Makaan at his side, and a small handful of advisors belonging to the party and provisional government.

A few soldiers would escort Fiegler down the corridor to the city hall, two advisors from the government joining along. Fiegler arrived before the front doors of the building, greeting Apollo and his entourage.
He'd extend a hand to them. "Field Marshall Karl Fiegler, son of the Kaiser."

Anderson looked at the offerred hand, as did the rest, the man's expression laced with a mix of contempt and trepidation, the others similar slow to respond to the gesture, though the red panda would be quicker to act. Apollo seemed hesitant, but would after a moment, take their hand. "President Apollo." He'd say, shaking their hand and letting it go.
The doors would open, two of the city's policemen, wearing somewhat mish-mash gear and holding rifles, holding them for the group and allowing for them to proceed inside, and into the main hall, where a table had been set up with a series of chairs for either side.

The soldiers that were escorting the Field Marshall would remain outside, allowing the group to convene in peace.
Fiegler took a seat across from Apollo, his chin resting on his hands as he waited for the rest to sit down. His advisors would already begin taking out papers and pens to write with, ready to document everything.
"Before we begin, I would just like to say thank you...for being willing to end the bloodshed."

Apollo would sit down across from him, and Makaan and Anderson sitting at his sides. Anderson however seemed to be less than thrilled, though he was content to allow the others to speak for him. Makaan would look at the field marshal, and then towards the wall, while Apollo would be the one to reply.
"I'd rather not see anymore of my countrymen come home in body bags. I'm sure your people might feel the same." He'd say, resting his hands on the table. The advisors he'd brought similar were getting papers and pens out, getting ready to write notes. The policemen and other guards would leave the room, and wait outside, closing the doors.

"We do, I can promise that."
He'd watch as the others left before the doors closed, turning his full attention back to Apollo.
"To quell any fears, we will not be asking for much territory. There are three towns in southern Ald that are primarily Grinvelian from the previous border skirmish. We would like those three back, and that is it for actual transfer of territory. Secondly, I do not believe in Galra's values. I do not wish to start rounding up anyone to displace them. If Roskanan citizens have moved into those three towns, then they're free to stay or free to move out, I don't care. We don't care."
He clears his throat.
"However, there are a few things we would like to do. We understand we may have...somehow...gotten your entire government killed on a single merchant vessel..." He'd pause, eying the others to judge their reactions, "...so I understand you are already in a state of political upheaval and restructuring. For the remainder of the war, we would like to have two advisors within your...presidential cabinet?...group of advisors?...whatever you call them. Those closest to you, we want to have two of ours there. Their job is to advise you on what we want from Roskana, but we will not oust you as the leader. If your people are happy, they're less likely to come after us. But, we still have the situation of our Southern neighbor and the slog that my associate Mueller is dealing with. We will exercise the right to move troops through your territory. We will not engage in any hostile actions against your country or her people unless shot upon first. They will be under orders to only return equivalent fire. If any of our soldiers attempt anything I deem morally wrong, I will happily hand them over to local authorities."
"But speaking of, we would like to station ten thousand military police along the major raillines to Marrlan. They will ensure that our movements aren't hindered by disgruntled citizens, but they will not be authorized to use lethal force unless your people engage in lethal force first. They will simply detain, then return them to your own local authorities."
"Our navies shall not interfere with each other's convoys and shipping. However, you will not be allowed to transport any materials, war or otherwise, to Marrlan, nor be a valid throughput for others to send such materials to Marrlan. We do not wish to seize naval assets, mainly because we don't wish to train soldiers to man them all-" His advisor leans over, whispering something into his ear, "Ah right...We would like to seize exactly one ship. A capital ship, preferably bigger than a Battlecruiser. I don't care the age or usefulness, so long as she can steam under her own power. Admiral Gunterhausen has requested a ship that he may scuttle. The remainder of your warships will remain in port until the end of the war, except to handle issues like piracy. Our ships will be allowed free passage through your waters and to refuel at your ports, but, again, we will not fire upon your ships or your towns."
"We do not request any of your soldiers to be sent to us to fight. However, we request the following equipment from you: a quarter of your small arms, a quarter of your munitions reserves, all of your military trucks, and all light, medium, and heavy tanks you may have. We also request half of your remaining aircraft. Again, not the crews, just the equipment."
"We will be sending five thousand men to begin body recovery. We request any of our soldiers you come across be sent to us, just as we will send any of your soldiers we find back to you. All of the prisoners of war we have captured will be returned to you on the day of the formal signing of this treaty, we hope you'd do the same."

Apollo would tilt his head at mention of the deaths of their prior government heads, though Anderson and Makaan didn't seem to find that surprising and offered little more than their stares as reaction. Them wanting to place advisors in their government was.. odd. If it was just two, then they'd likely be easily isolated however, and any decisions taken would only require their input as a matter of formality. Though they'd make for good assets in trying to create a bridge over the chasms between the two countries. Means to an end, an end that'd benefit them both going forwards.
The mention of a loss of ammo and their vehicles would bristle, though all of them were aware of the plans underway. As it stood they already had a substantial amount of trucks hidden away, so giving up the rest, while a definite irritant and loss of capital that'd take a bit to recover from, but it was a acceptable blow to take. No one really had any official figures for what they had anyway, aside from the DoD itself.
The ship though, made them pause. Apollo though, saw that as a non-loss. Good enough for him, he doubted Etran would care either about losing a single primitive battleship. The first of the Cerberus classes would be an easy choice.
But the biggest point, was what they wanted the weapons and trucks for. Laying back against the back of his seat, Apollo's eyes drifted to the table for a long moment, as he contemplated the long term repercussions of allowing Grinvel to march into Marrlan from their side of the border. Part of him felt awful for allowing that, but Fiegler was infinitely preferable to Mueller, and if he could prevent more needless deaths.. and the likely carting off of more people in the south, then that'd be something at least. But it'd dramatically harm Roskana's relations with the Coalition.. though, likely they'd not be part of the coalition soon anyway.
"While we are willing to agree to most of those terms, your use of our rail lines to enter Marrlan is.. going to need to be made more clear, here."
"We are more than willing to allow you to utilize the rail lines heading south through Ouhred into Mars, the border state to Marrlan. But this will not be acceptable any further north. As it stands, those areas are not only more population dense, but they're harder to police because of it, and a massive portion of our population is still armed. We are not willing to disarm them, and to be frank, it can harm the ability of my government to operate going forwards by allowing Grinvelian soldiers into or around the Capital region."
"As it stand this will be contentious enough already just by allowing you to march into Marrlan from our side of the border. It'd be less of a headache for all involved if you simply use only the Ouhred and Karshkan to Mars lines."
"Everything else is.. agreeable."

Fiegler listened the President as he spoke, nodding along as he heard his…concerns.
“Understand, we will not use the lines immediately, and we will only be sending the army south. A handful of military police will be sent to your capital, but otherwise we do not have plans to place a soldier in every square foot of your country. Roskana is more useful as a peaceful neutral than a continuing threat; as much as I’d prefer more than just neutrality.”
“But rest assured, our soldiers will only travel through the south, and we will only ever disembark within your territory to grab food or something along the trip,” he’d chuckle, looking between the different leaders. “A great way to get some capital back into the local markets. But anyway, we also will not be moving troops for a while. We will allow the spring to pass, so the snow and ice can thaw and the mud turn to dirt. In the meantime, the troops of everyone sent to aid you are to return home. We will not stop them, but if they remain beyond that season they are free game to be tracked down and arrested by our military police or if they fire upon our troops we will return fire. Your ports will also not be allowed to host foreign hostile warships.”
“We understand it will be a headache for your government, and an absolute stab in the back for the Marrlan government for us to cross that border into their territory. But the sooner Marrlan falls the sooner we can all stop the bloodshed and go home.”
“Oh, and for the rail lines. We won’t require any of your trains…whatever it is you have that isn’t Koian-controlled, at least…to move any of our troops. We’ll just send you timetables when our trains need to pass through.”

It wasn't ideal. And indeed, it was suboptimal. But so far there were no terms imposed that'd otherwise create an issue with them rearming and reorganizing, as well as interfering with their actual reorganization. He'd never give Grinvel a say in matters of state, and they'd never be able to stop rearmament, which ultimately was all that mattered while they prepared to reassert their sovereignty and establish a functioning government capable of decisive action and political stability. They'd only honor something written in writing anyway. Words were only important if legally backable.
What they intended to do was going to be quite difficult to sell to the population. But in the end it was virtually pointless to deny them after all of this. The idiots who had been left in charge to this point had let it get this bad, if this was the price of peace then they'd pay it now to reap the rewards of it for the eventual conflict with Galra, whatever form that might take. They needed time to properly prepare.
"The sooner would be better. You want all our trucks so bad, you should just use those." He thought to himself, before exhaling through his nose and shoving the thought into the crevices in the back of his mind, before he would nod his head slowly.
"These are tolerable conditions." He'd say.

After the initial discussions, the delegates would meet in Ouhred after the two sides stood down fully, the Kaiser and Acting President meeting before TV film crews from both sides.
