Things were stable at home for the time being, even despite events in the South and the looming war with the Republicans in Arema. For the time being he had to shift his focus towards the other part of his long-term plans - solidifying a long-lasting peace with Grinvel, and to draw Grinvel out of the war and their alliance with the Sovereign Union. These intentions were kept to himself mostly, and most only knew his aim was to establish a permanent peace between the two nations to avoid another war.
He had returned to his office after several long hours of meetings and public appearances, and composed a private telegram to the Kaiser.
He would spend a fair bit of time making it reasonably flowery but not overly, keeping it to the point and otherwise straightforward. He wanted to talk with the Kaiser, in private, at a place of his choosing and a time of his choosing.
Once he was satisfied with it, he would send it off.
