Subsidization of the University of Arshaka:
The University of Arshaska is a large public university in the province of Arshaka in the capital of the Imperial Territories of Kaireil. Education has been quite the focus of Kaireil given it's low population which could afford a very favorable teacher to student ratio. The philosophy of the University of Arshaka is to take as many students as possible with a fixed low entry fee. Massive expansion and updates in terms of curriculum is prioritized, autonomy and independence in research trying to expand into apprenticeship programs in particular for active experience(given low population and high demand for labor) to students attending. There's a heavy focus on expansion of classes regarding industrialization, medical, legal, and high skill labor in particular.

Diplomatic Corps Expansion:
Diplomacy with other nations has previously not been so much of a concern given Kaireil was restricted in terms of contacts due to being part of the Ulster-Gaelia commonwealth and lack of a navy. Expansion of their vessels to spread their influence further out of just Ulster-Gaelia and Touli will require extensive focus on training of diplomats and legal experts for both trade and diplomacy alike.

Corruption Purge:
Relatively straightforward in terms of it’s goal, but the process couldn’t be more complicated. Administration while Kaireil was ruled by a “socialist dictatorship” with a 1 party supermajority was utterly corrupt and with strict restrictions on funds for advertising during elections and official state press publishing party information which is peer reviewed. Research institutions within Kaireil were approached to check the state press and investigations into administration to root out corruption. Free press was heavily corrupt and unreliable, but the state press was supposed to be direct in terms of statistics, and convey information easily to the population regarding elections.
Another matter was overall administrative corruption: massive campaigns and checks from the top down were instigated, the phases were first research into the best approach to such, then extensive investigation, then quick arrests. This was especially dangerous since the military was also not neglected from such a check…

100 civil factories dedicated into expansion of agriculture: clearing of rain-forests and setting up of new rice fields. The project is expected to be completed by summer of 1945, and is predicted to increase food production by 500 units.
200 civil factories and 50 military factories dedicated to the expansion of industrial sector. The project is expected to be completed by spring 1947, and is predicted to increase amount civilian factories by 350, military factories by 100 and shipyards by 75.

National Interstate Act:
Investment into a nation-wide highway system, meant to better develop the Lusatian homeland.
150 civilian factories a month, until regions 36-48 have increased to 15 development points.
Undisclosed Funding to Defense Projects:
Secret funding into new technologies for war, including a missile program, and a nuclear program.
150 factories a month, split 50/100 between a nuclear research center, and a space center (missiles are a type of rocket, after all). Investment is to be maintained until both are finished.
