Government of TakpoeState SealUnder the 1860 Silk Bind treaty, the government of Kumonian Elenria is subject to that of Kumosenkan proper as a nonterritorial, integrated prefectural-containing offshore subject. Most proceedings, legal and diplomatic, must access official permission from nonlocal Kumosenkan officials, such as the provincial governor. Though the local Inselni-led civlian government does retain some minor power, the Queen of the Elenria must answer directly to the authority of the local Kumo administration assigned to the region. All Kumosenkan laws also apply, in addition to their appropriate enforcement by local authorities. Under the Governor, Queen Akel II rules as an absolute monarch, with the assistance of her Cabinet , consisting of the Captain of Guard, Head Librarian, and Sentry of The Elenria.Governor Shimomura HarukiUnder the treaty, an exceptionally harsh national tax is bore by the Elenria and its inhabitants, with a quarter of all resources being directly received by Kumosenkan from the Elenria, save those on food, which still bear a hefty 15% tax. It therefore is not uncommon, despite the best efforts of the local government, for famine to occur, especially during the winter months. Media is severely regulated and controlled by the Takpoe state, but this has not stopped groups of interest from broadcasting their own through other wavelengths. The only form of anything close to free speech exists in the form of the National Forum, a pre-Silk Bind establishment that allows the bare minimum of political discussion among the populace of experts and those affected. The aim of each session is to produce a plan to resolve the issue at hand with a proposal- those of the National Forums deemed to be adequate for implementation by the Takpoe leadership are then on paper introduced to law or action, though reality is that plans are more oft cut down to minimize effect to the consistent generation of tax quotas. Corruption remains an issue for government leadership. Many officers are often drawn from the Inselni population with the assumption that their longevity equates to competence and experience- however, both the recruitment of Inselni considered immature and the working life of Takpoe service often instead leads to backroom deals being made for personal gain and very often infighting. To mitigate the worst of the issue, constant scrutiny by the bureaucracy is applied to evaluate the actions of government officer, in addition to the forbidden travel of older Inselni to replace those removed from their positions. Furthermore, those of the Martial path are often transferred from frontline duties to serve in government positions under oath in the hopes that their strict adherance to department values will equate to guaranteed security in at least their one position.

Officers of State
As the first authority of TAKPOE, the government of Elenria is made up of the government under the Governor, led by Queen Akel II. While TAKPOE retains some semblance of autonomy, Kumosenkan treats the region as a province of the Kingdom proper, thus placing all leaders under the departments of Kumosenkan government. Though they have little say in national matters, especially when all authority must be acquired from higher offices in Kumo government, these officers are responsible for the management of the Elenrian region and more importantly, its transfer of resources to Kumosenkan at a reliable rate.
With the start of Kumosenkan rule in 1860, the offices of Elenrian government, especially those of the Queen's court, were completely eliminated or consolidated into existing departments of Kumosenkan. This placed the High-Crested into a secondary role beneath the Governor with only nine/ten of its original twenty members, completely dissolved the preexisting royal government, and resigned the National Forum to a puppet role of constructing government plans.
To make matters worse for the Queen, the vying positions of competing political offices and her own young age resigned her own role to that of a figurehead led by a regency. Executive high-level decisions came about from a vote of hands by the court, who possessed the ability to override the Queen's voice in the matter.

Report directly to the Queen and/or Governor. Traditionally make up the Queen's court with the most prominent of TAKPOE offices. Responsible for the regular management of major offices across TAKPOE, including its defense, contributions to Kumosenkan, and nurturing of the population.

National Forum Officers
Though almost completely powerless, the National Forum exists with three executive officers overseeing the public discussions that can take place, where national plans can be proposed, examined, amended, then forwarded to the High Crested for implementation. Selected by one of the High Crested, their job is to ensure the discussions remain appropriate, free of sedition, and effective.

BackgroundWeakened by preceding years of political disaster and war, the standing TAKPOE Government stands as a conglomeration of government policy written with good intentions, but ultimately misguided in the course of rapidly elevating an only recently feudal and disparate society to the standards of modern society under Kumo influence. Everything from military tactics and hardware to medicine and public planning was altered in a sudden shift that rendered centuries of century-honed arts and schools of thought and craft utterly outdated, obsolete as the Kumo introduced modern knowledge into Elenrian curricula. This was worsened by a massive drain of experienced leadership as defections ran rampant among leaders and personnel who refused to join TAKPOE, fleeing to various holdouts across the country in covert cells that would later form the elements of the Free Royal Army.
As a result, the various factions within the government and population were shaken to their cores and forced to rapidly adapt to the new standards of modern civilization or face both imagined and very real consequences imposed by the regent government of the Queen’s Cabinet, acting under the authority of supposedly the secluded Queen and the new Governor sent by Kumosenkan. Lack of communication in the wake of the political fiasco that followed the arrival of Kumo forces only helped to prevent communication by any elements in the region, crippling early efforts to salvage the political situation. As a result, the new changes were hasty and incomplete, ravaging the nation with corruption and over-complicated bureaucracy, resulting in a cycle of mismanagement, disaster, panic, and hasty stopgaps that further weakened the nation’s effectiveness in implementing policies. Many government officers, Wanderer Expeditions, and other desperate parties took advantage of the chaos to boost their own influence and well-being, resulting in looting and violence for several years.
Fearing reprisal and complete loss of autonomy from Kumosenkan discovering the governmental disasters, the pro tempore government resorted to the employment of redacting and editing official reports to conceal the extent of the issue. A mixture of pride and xenophobia within the top officials' decision-making further clouded their judgment in attempting to resolve the gaping lack of modern governmental structure by refusing to study foreign administrative infrastructure, worsening the problem as another stopgap was rushed to plug the corruption issue in the form of autonomy being dished out freely to the various Citadel families that controlled the major population centers.
The problem worsened as the financial ramifications of the nation's conversion to the significantly more powerful Yairen turned the Elenrian economy on its head. Stymied further by the miscommunication of panicking media outlets and rumors, (as well as disastrous decisions by the Elenrian government to directly reflect the old tax rates into Yairen without accounting for the differing buying power) the various communities of Elenria stopped paying taxes and turned to subsistence farming in fear of famine. Not until military and government logistics were stabilized several months later did the situation somewhat normalize, but the damage had been done: immense trust in the government was lost, and in doing so, many veterans of the still fairly recent civil war began to doubt their oaths to TAKPOE and considered joining the Free Royal Army.
