Officially, the United Kingdom of Ulster-Gaelia did not recognize the UCV, the Gaelians fought in support of the Lusatians in the last war and bitter cold relations were left at the forefront of the Great War with Astusden. Feeling it was his civic duty to the crown, Prime Minister Moriarty sent a telegram detailing his intentions to meet with the UCV government and establish formal relations with the Communist nation.

There was some shock at the telegram from Gaelia. After all Gaelia was a monarchy and a former ally of the previous Shah. As such the government was caught by surprise, however this was a potentially good opportunity to break out of the diplomatic isolation they had been placed in. So a reply was sent indicating that a delegation from Gaelia would be more than welcome to travel to the UCV.

Prime Minister Moriarty and a few staff would make the trip to the UCV, it was part of a larger tour Moriarty was conducting to regain ties to the mainland following the Great War. After a few days of preparing a Royal aircraft would touchdown in the UCV capital.

The plane would land at the international airport on the outskirts of Librevelt. There they would be greeted by a small contingent of the Red Army in dress uniform as well as Minister Bonaparte. The woman would be dressed formally in a suit. She held out a hand to the Prime Minister as he arrived. "Welcome to the Union Prime Minister," she said calmly smiling. "It is an honor to have you be the first foreign leader to visit the Union. We were a bit shocked at your government reaching out, however we are happy you are willing to give diplomacy a chance."

Moriarty would smile back but keep his response to the point, "Well, I guess someone has to break the ice as it were. I'm here to begin formal dialogue between the United Kingdom and UCV."

"You are correct," Bonaparte replied. "So on the itinerary we planned for you to meet with the Consuls tomorrow. I shall be present then as well. With that being said I wish to invite you to a musical currently on stage, called Les Misérables. It is based on a historical event that happened several centuries ago."

"I hope so as well. Of course we can talk before the meeting with the consuls if you wish." As they talked they would walk to the waiting convoy, which would take them to the foreign sector of the capital. The Prime Minister would be able to see the average citizen going about their everyday lives as the city bustled.

Moriarty looked out the window of escort vehicle, he looked at the people of the UCV going about their business, "seems recovery has done well here, glad to see at the very least the common people back some kind of normal."

"Well the goal of the UCV is to bring equality to all," Lucina said sitting back in the seat. "We have taken great care to ensure a successful life for our citizens. Our hope is to create a state in which one does not have to struggle to survive." She gazed into space briefly. "What is the situation for your people back home?"

"The war didn't affect Ulster-Gaelia or our outer territories, so far the crown continues to what it can for the people, it helps that Queen McDonald is a kind ruler and open to reforms. Her family has been good for the UK. But to answer directly, the people are doing well, we have some doing better than others but we still see our way the one that works for us."

The talk would continue on and that evening the Prime Minister would be treated to a showing of Les Misérables. The next day the meeting between him and the Consuls would commence. It was in a small building in the Government section of the city.
"Prime Minister Moriarty I am Consul Atia, and this is Consul Atio. We are the current leaders of the UCV, to what do we owe the honor of your visit?"

"I am here to determine for the Parliament of Ulster-Gaelia and her majesty Queen McDonald of the Emerald throne, if relations with the UCV are possible."

"I can arrange a set of ambassadors to come here and have an official embassy in our capital of Edinburgh for your ambassadors. This is not official recognition, it's a trial of sorts. My people need assurance that we can build a bridge between our two nations, especially after our old allies were ousted in the recent revolution."
