Atio would raise an eyebrow at the Prime Minister's statement but would remain quiet. Afterall if an exchange of Ambassadors didn't account for diplomatic recognition he didn't know what did.
"Prime Minister, your old ally oversaw a brutal dictatorship and started countless wars," Atia said simply. "The Revolution took action to remove a government who enslaved and murdered millions. The Union is a new existance. We are for equality and peace, not slavery and war."

Atia resisted an urge to sigh. "I understand the nervousness of people when it comes to the Union," she replied. "However I think the world is taking it a bit to far. We are just normal people. However if this is your minimum for now I suppose we'd have no choice but to accept it. Besides basic contact, what else are you looking for?"

“The United Kingdom is always looking for trade partners, your nation was rich under the shah and I imagine the new union funds its ventures well enough. But our merchant fleet brought a good percentage of growth during the old regime, we would like to extend this to you and have low tariff trade between our nations. Also l, I wish to discuss the possibility of having staol shipping through the union to your northern ports.”

"Well if you want trade I would have to ask for official recognition. While I understand you might have apprehensions about us, I cannot in good conscious allow our resources to leave the UCV if the receiving nation is unwilling to recognize our government and state. As for Staol shipping, I believe you should be picking up Staol from the city state republic. Our northern ports are all cold water ports so shipping is closed during the winter as of now."

George Higgins sat behind a mountain of paperwork, all requests for transfer out of the URRV. He had been assigned by the Prime Minister himself, a great honor, but the assignment proved to be a boring one. The UKUG embassy was relatively unused and both governments had mutually reached a point of contentment, as he begun writing for the top prize embassy position in the republic of Amali a telegram came in through his assistants desk. She came in with the message written down, “From Edinburgh sir, minister of foreign affairs has an assignment for you.” Higgins jolted up, thinking it was his long awaited reassignment, “go on what does it say?” His mood dropped once she read it, “meet with URRV government, stop. Request Bonaparte if possible, stop. Discuss possibilities of further relations, stop.”
Higgins soured, the Velts were not the most warm of people to speak to, “send a message that I wish to meet with them.” He slunk back into his chair and tossed his pen in a child like manner into a trash bin, his assistant rolled her eyes as she walked to a telephone to make the call.

Being that Commissar Bonaparte was currently busy the request for "Bonaparte" led to the Consul deciding to see what all the fuss was about. Higgins would be invited to his office for an afternoon meeting.

Higgins would arrive on time for his meeting, looking a bit unnerved to actually have to leave his embassy for once...not for food. He would tell the URRV staff of who he was and look forward to meeting his hosts.

Higgins would be quickly led to the office, where Napoleon was waiting for him, drinking a glass of clear liquid. "Welcome Mr. Higgins. To what do I owe the pleasure of your company?"

Higgins would smile and reply, "I have received inquiry from Edinburgh that we wish to discuss potential expansions of current Gaelian and Velt relations. Parliament would like to establish trade with your state, present a port lease program and mediate on a recent issue on your Eastern borders."

"I see." He would scratch his chin. "Though I don't know what you mean by a port lease program, and I would like to inquire as to what you mean by issue on our Eastern border." He would shift slightly. "As far as I know there have been no media reports of any issues, so I assume your government has found out from elsewhere."

"Our sources are ours, we have some concerns over the increased militarization in the Eastern border. We do not know why, but it's in many interest that it not get worse. As for the port lease, your shipping is restricted, yes? frozen ports and all. We would be able to lease some of ours for trade purposes so the URRV can expand its trade a bit less restricted to its location."

Napoleon would blink slightly. "Our trade is entirely rail based, when it even occurs," he said shrugging. "Besides your ports are so far away from us that I don't know if leasing your ports would even be worth it. As for our Eastern border, we are handling things on that border fairly well. Besides I don't think there is really the threat of an actual war."
