The Rombardan Office of Diplomatic Affairs would reach out to Fecrein via telegram, requesting that a meeting be made to discuss a potential trade agreement. It as well would state that they wanted to discuss establishing a private military arrangement, and as well the establishment of an Embassy in the Fecrein Capital, and consulates elsewhere, in a effort to strengthen ties.

The Telegram would be received by the Chief Diplomatic Officer, who would relay the information to Prime Minister Kemhebekov. In his roomy office overlooking Zeletamak, he'd nod to the CDO, "Біз кездесу ұйымдастыра аламыз." The Rombardan Office of Diplomatic Affairs would receive a telegram two hours later with the response: We are willing to meet STOP A temporary embassy will be set up for meeting until a new building can be constructed STOP

Once they received the reply, one would come down the wire soon after.

A small office building in downtown Zeletamak would be purchased by the government, the building consisting of three floors, many glass windows, and several interior unwindowed rooms. It'd be decided it'd work fine for temporary meetings until the building could be constructed.
Elsewhere on Embassy Row, the land would already be underway for surveys so they could get started quickly on construction.

The Rombardans would send their diplomat immediately once they got confirmation. They sent a message ahead, before dispatching the woman by plane. He'd arrive about three or so hours later, and make her way directly to the building of which they were going to be using as the temporary meeting spot. Once they arrived the Rombardan and her small entourage of guards would enter the building. The guards wore black and blue uniforms in similar style to the more formal uniform wore by the woman they were protecting, though they had more utility and lacked quite as much decor like the small shoulder cape.
Adus Soba, a Festria female on the shorter side, would make her way inside of the reception area.

Around the exterior of the building, a few police officers were standing about, guarding the building. Inside, there were more professional guards, looking to be military with their heavy weaponry and attire.
A guard would be talking to a human in a suit before they would notice the group entering. The guard would nod before stepping away, the human turning and throwing open their arms. "Welcome to the United Republic of Fecrein! I hope your journey was pleasant." They'd extend a hand. "I am Akhmet Kairatov, your ambassador and direct link into the government for any needs you may have."

Adus would have to control the strength of their grip, noticeably weaker than her size would have let on. Still her hand and fingers feel like a vice around his until she lets go a couple of seconds later, hand falling to her side as she would clear her throat quietly. "My journey was short but pleasant, thank you for asking. Your country is a beautiful one, Kairatov. I'm glad I could be here to represent the interests and needs of mine." She would reply, giving him a light smile before she turned to look at her escorts.
The three men would nod their heads at once, and she would give a hand signal of a sort, the men nodding and moving to go and find a spot to stand for the duration. She would look back down at him, smile having once again been replaced by a deadpan.
"What room are we using for the talks, Mister Kairatov?"

"It's a pleasure to have you. Please, follow me." Akhmet would lead her deeper into the building, very quickly bringing her to a room on the first floor. The room would have no windows, only a single abstract painting on the back wall.
"This is where we're using for now. It's isolated, only those you request will be allowed in or around the room. There are more isolated rooms, this was just the first we picked for this meeting. Do you need some time or should we get into discussions?"

"We can start now." She'd say as she took a seat. She'd cup her hands together and set them on her lap as she took him in briefly, as if sizing him up, before she'd clear her throat as she took a paper from her shirt pocket and read it over briefly before she tucked it away.
"The Imperium of Rombarda has a somewhat long history with Fecrein and the nation that rose before it - we've always considered you closer to good neighbors, especially given the proximity of first Eonia and then the URRV in the present to us both, and you joining the Commonwealth as a Partial Signatory has helped that some, as well as made our economies closer." After a brief pause, she would lean forwards a little.
"The Imperium however, wants to seek closer ties outside of the Commonwealth, for the benefit of Rombarda and Fecrein, and potentially Maiz as well, mutually within a framework more fitting to the three of our nations. Particularly, what we want to do is establish mutual military cooperation between Fecrein, and Rombarda. This is in light of the URRV to our immediate north and as well, it would be better to be close allies with our immediate neighbors so that we can further intertwine our economies."

The diplomat would sit down across from her.
He'd sigh at the mention of the URRV. "Yes, we do find them to be a bit of a kink in the side. Their different ideology has certainly made some in our nation a bit more concerned for our own safety. However, we have never seen significant buildup at our border, aside from them rebuilding part of the railroad between." He'd pause. "While we do not view the Veltists to be an immediate threat, I have been told that we are to look into closer ties. So regardless the reason, we are happy to talk about mutual cooperation."
He'd look about the room briefly before grabbing his briefcase off the floor and placing it on the table. "If I know my boss by any amount, I'd say he'd prefer the economic talks first. From there, we can discuss military and then Maiz."

She'd nod her head, let him get anything out from that briefcase, and then she'd start to speak.
"The Imperium produces a lot of refined material and it produces a lot of Luxury goods and food, in great quantities. We sell a large portion of this off but a fair amount of it isn't dispensed across the global market. What we want to do with it, is ship some of this to you in exchange for the services of your factories in producing arms and vehicles for Rombarda, potentially with some of the cost covered by the materials we export. Rombarda would also work to expand your stockpiles of food and Staol, and as well we would want to build additional roads between our nations and engage in potentially, an open border arrangement. Not to immigration necessarily, but to moving people and material back and forth between our nations, engaging in tourism and to enable our companies to establish branches in Fecrein. Simplified immigration could also be on the table too if we want to go that far."

Akhmet would nod. "While the deal is tempting, I'm not sure how much use our factories will be to you. We don't have nearly as many at our immediate disposal..." He'd pull out a stack of papers, showing all the factories under government contracts and listed by what they are capable of producing.
"We've got some we may be able to spare, but I'll need to talk to the big men about that first. But materials are tempting, so we'll certainly be willing to look into the agreement. Cooperation is always within our nature."
He'd write some stuff down before looking back to Adus. "And what exactly is the plan for military cooperation?"

"If Rombarda can get any great number working towards it, it'll be considered a success, though they will attempt to renegotiate the deal at a later date maybe." She'd reply.
"Rombarda wants to first, pursue a Mutual Defense Pact with Fecrein. Fecrein has the largest motorized army in the Commonwealth, and as well you sit on our land border. With the combined infrastructure we see it so that if Fecrein were to be attacked or we were to be attacked, reinforcements from either nation could easily cross and push up to whichever frontline appears for either and push back against any land invasion. Rombarda as well would like to establish a small handful of military bases in Fecrein, most of which would be largely supply-depots, while only two would actually have a substantial garrison." She would take from her suit pocket and open a small tube, pulling from inside of it a roll of paper, reading from it briefly.
"Two or three or so bases, however, we would want to dedicate to training soldiers and engaging in cooperation with Fecrein's military, including training exercises and setting up the necessary infrastructure to communicate between the two armed forces."

Akhmet would nod, thinking on the subject. "Then when I get a number of how much we can negotiate, I'll return to you with what we can provide."
"I assume the largest concern, at this time, is the Revolutionaries to the North? If that's the case, we can see about signing the pact. However, we do not have a navy, let alone are we a naval power, so wishing to fight those across the sea will be difficult for us and likely won't be viewed favorably by the public unless they're landing troops on your soil. So we're willing to sign a pact, I'll just need to contact the Generals to sign as that's not my jurisdiction. As for the bases, that will be acceptable, buuut only under the condition, likely, that we'd be allowed to also build some supply depots for our military within your borders close to the border in case we need them too. Likely, I'll need to ask."

"By and large we had no intention or sending your soldiers overseas unless we were absolutely desperate. If we were at that point, it would be likely we'd be getting assistance from the others in the COG as is. If we ever have to, we have our own fleet of transport and merchant vessels to move soldiers and material."
"I don't think that Rombardan high command would mind too much if there were a few supply bases in the country, though I don't think that short of it being joint bases they'd allow a full on army or air force base." They'd say. "I would however have to ask them if that's what you had in mind, since it's not necessarily set in stone." She would tell them.
