Arlette d’Arquien is the first Director of the Institute for Intelligence and Special Operations (The Institute) of the Union of Revolutionary Republican Velts (URRV). She got her start as a Republican Resistance Leader. She was instrumental in the unification of several resistance groups, creating the first organized, militarized resistance to the Shah. Her cells were responsible for many of the positive events that fueled the revolution, including the assassination of several government figures as well as infiltrating the guards of the Bastille and opening the gates, allowing the Revolutionaries to storm it and arm themselves. After the success of the Revolution she stood against many of the authoritarian policies that the new Interim Government attempted to pass and helped organize the movement to disband it and discredit Maxine. After the appointment of the Troïka Arlette accepted their offer to turn her resistance cells into a full blown intelligence agency with unprecedented powers and little checks.
