"These all seem like alluring propositions," Tagomi replied. "However what I think we require most is the uplifting of our industry. What use would the weapons you give us be if we can't produce or maintain them? While we are more industrialized than the rest of Touli, to the best of our knowledge, we are still lacking in comparison to the World Powers - and that includes Kumosenkan."

"We have mobile armored units, we'll need to train and pass on the ability to build and maintain these units, but artillery will be the best thing to focus on for defense. As for industry, Glascow, Edinburgh and York have massive forging and industrial centers we can pass on to build materials needed to build up the industry of Ashigawa, it will speed things up but it will add up. Mass industrialization won't be cheap, there's a reason why no one seeks it out on their own on Touli."

Tagomi contemplated the options.
"We had a young officer return from Gaelia just the other week. He has been attending your Royal Officer Academy. She has told of the technical wonders you have - military airplanes in particular. I believe it would be wise for us to purchase a few units, while using the industrial capacity you offer to develop our own. From what I've been told, armored vehicles can employed defensively in the event that artillery fails to hold the first line of defense."
"But you are right. None of this cheap. Your investment would be monumental, and should you show unbelievable generosity by giving us all this at little to no cost, I would have no choice but to question your motives. So let's talk price. I believe the most valid way for us to pay for the industrialization would be a percentage of the output of said industrialization once it is set up?"

"A percentage of the industrial output and raw resources from Ashigawa to feed the UKUG economy as it does this investment. The raw resources will alleviate the financial strain on the Gaelic economy and be an added bonus to our industrial leaders, the industrial output is payment on the backend for Ashigawa to fully own them. So, the raw resource payments until the industrial facilities and first shipments of military goods are completed and once the industrial sites are up a percentage of their output till purchase is completed."

Tagomych looked over the drafted treaty. Putting it down, he looked up at the ambassador.
"These terms look agreeable. I'll just need to present it to the Hetman for approval. However there is one more point I would like to discuss. We're interested in buying a small amount of military vehicles. The Ashinaran Royal Army is particularly interested in armored vehicles and aeroplanes. What can Gaelia offer?"

"For now? We have some Siskin fighters we have overstocked for a recon squadron. As for armored units, we have these tankettes though they're rather expensive."
Amanda took out a manilla folder that detailed the Siskin fighter craft and the two tankette models.

Tagomych gave the documentations a quick glance. "I would have to give this to our experts for review, for I am no expert in military machinery, but they will be glad to have something over nothing. How much are you willing to sell, and at what price?"

Walsh without missing a beat and with a straight face, "given the Ashinarian currency and your silver production. 40,000 units of silver." an awkward pause likely flowed from the large amount proposed.

Tagomych was stunned at the offered price. To say it was ridiculously high would me an understatement.
"That's... Quite a lot," he said. "Given the small amount of the machines, 30,000 sounds more reasonable, no?"

Walsh seemed a bit unnerved throwing the large number out, "It is pretty large, perhaps we can come down? How does 34,425 sound?"

Tagomych tapped his fingers on the table, thinking over the offer. "It is still a great sum... If we agree to this price, we will have to pay you in installments. 4 or 6, one installment each season, making the payment strung out over 1 year at least and 1 and a half at most. If that is agreeable to you, than I will be able to agree to the sum of 34,425."

Walsh felt some relief, "I think we can agree to that"

"Excellent, Tagomych said. Let's add it to the initial treaty as a 5th Article. We shall buy 5 Aeroplanes of the offered model, and 4 each of both Tankette models, for a total sum of 34,425 units of silver. We shall pay the sum in 5 installments of 6,885 each, strung out over 1 installment each season."
