Ambassador Walsh would be escorted the familiar office on the second floor of the Ministry of Foreign Affairs. Rozaivna was taking a folder out of a filing cabinet when Walsh came in.
"Good afternoon, Ambassador," Rozaivna said, as she closed the cabinet. "Please, let's sit," she invited Walsh to the chair, waiting for her to sit down before taking a seat herself.
"Thank you for your quick response. The Princess has us all whipped up in a frenzy with this new plan of hers... You have been here for almost 2 years now, Ambassador. I'm sure you have noticed that the standard of living in our nation... is not the best, let's be frank. We're stuck in the last century. Even the capital is barely electrified. Which brings me to the matter at hand. Lack of electrification is an issue we desire to fix with utmost haste. We would like to request materials necessary to build power stations and to build up the electrical grid, as well as education for future Ashinaran electrician, for the knowledge of building and maintaining said grid."

Walsh shifted in her seat at the rather large request, "How much of Ashinara is this new grid going to supply? This is going to be a rather large order."

Rozaivna thought for a second, before pulling a rolled up map from a shelf to the side of the table. Unrolling it, she pointed to the Eastern end of the main island. "So, we're looking to try and electrify these provinces - 1, 2, 3 and 4. That is around 15,000 square miles, with 3 of the nation's largest cities."

Murphy's expression "I don't want to be rude, but that would cost billions of pounds. The United Kingdom is still developing its power grid and we've been doing it slowly. I would advise a...smaller step. We could do 30% of the requested area but the deal would still be rather expensive and require certain conditions be met."

Rozaivna stared at the map, evaluating what was just said to her. Were they really THAT much behind, that they can't fully electrify even a small potion of their nation? Even 30% of that area, as Walsh said, would still cost a lot. Furthermore, she didn't like how much dependent Ashinara was becoming on UKUG, but there was nothing to be done about it, for now at least.
"What are the conditions you speak of?" She asked.

"We can do a 10% increase for 25 million pounds, zloty, jewels or any major currency. 8 million annually to operate the expanded grid which will be owned by UKUG national electricity. Clause in agreement that all expansion of ashinara electric grid expansions are to be done by ukug and thus owned with payment made by ashinara. Understand this is a rather large request and will be immensely expensive."

"These are some... Serious conditions and stipulations..." Rozaivna replied after taking in what was said. "Given the scale, I don't think I'd have the authority to sign off on it without presenting the case to the Rada. Would you mind putting everything you just said in writing?"

Several days after their meeting has reached no conclusion, and Rozaivna has asked Walsh to write the current terms down to discuss the deal with the Rada, she had to write a letter with an answer she was dreading to have to write, as it had the potential of souring relations between UKUG and Ashinara.
To Ambassador Walsh
The meeting of the Rada, which, aside from the Ministers of the nation, has also included a large number of advisors from regional authorities and industrial experts, has come to a conclusion that at this time Ashinara would not be capable to afford the deal with the terms as you have presented them. The decision is, for the most part, motivated by concern that such a splitting of Ashinara's recourses would needlessly delay the conclusion of the military campaign currently undergoing against the tyrant nation of Union of South Touli, with most advisors agreeing that military production to supply our Expeditionary Force is, at this time, of the highest priority. With this conditions in mind, rather than outright refusing the deal, we would like to postpone further discussions on it until after the end of the war on the mainland.

Around a week has passed since the last letter until a new one has arrived.
To Ambassador Walsh
I would like to once again meet for a discussion on the matter of co-operation in the development of Ashinara. If you would like, this time I shall come up to you in the Ulster-Gaelian Embassy.
After long consideration, and after the wake-up call you gave up about our unreasonable, for our current capabilities, ambitions, the Minister of Infrastructure decided to focus an a more realistic for this time goal, and that is to begin developing Ashinara's motorization and auto-industry.

After receiving a reply inviting her to visit the Ulster-Gaelian Embassy for the meeting, Rozaivna made her way there with minimal delay. Entering Walshe's office, she would greet her with a customary, formal Ashinaran bow, before taking a seat, but not before being offered to take it.
"Good afternoon, Pani Walsh. As I have mentioned in my letter, we are looking to begin developing our auto-industry. What steps, do you believe, we can make together to achieve that goal?"

Ambassador Walsh would welcome Rozaivna into the embassy office, something that Rozaivna was likely becoming familiar with now. "Can I offer you anything? Tea? Coffee? I could have someone run down to the store down the street if you'd like a snack?" she would let Rozaivna respond and then continue, "I have an offer from Studebaker which is looking to grow its international market, they want to build 10 factories in Ashinara and operate them within the larger company as Studebaker-Ashinara. The details are rather firm but these factories would bring jobs, significant investment by the Crown and Studebaker and deliver the motor vehicles Ashinara desires."

"Just coffee would be great," Rozaivna said, as she sat down.
"This sounds like a deal we can agree to," Rozaivna said after listening to Walsh's offer. "Although I believe that our people would be more willing to partake, both in working at said factories and buying and driving cars made in them, if they were under an Ashinaran name and badge. It would still formally be part of your... Shtooder-baker" Galyna struggled to properly pronounce the foreign word, "and it's Ashinaran branch, but the cars rolling off the factory line would have an Ashinaran name."
"You say it would bring a significant investment by the Crown, I'm assuming yours. What sort investment would be expected of us in return?"

"I don't think we'll have much issue with that if it encourages Ashinarians to buy from them, we would still need to train several workers how to work in these factories and to meet Gaelic standards and to make sure they understand the dangers of some of these processes to make the vehicles. The factories in question are rather expensive but given the influx of income from having a market here Studebaker and the UKUG are waving some factors to make it as affordable as possible."
Walsh placed some papers in front of Rozaivna detailing what the factories would need space wise, how many vehicles they would build in a year and how many employees they would need to operate. "Costs are 20,000,000 pounds to install all 10 factories, UKUG and Studebaker receive 45% profits from sales, the new Ashinara branch receives the rest to operate overhead. Studebaker will require an Ashinarian CEO of the branch to be selected to coordinate with the larger company and the other branches."
