The route to the harbor again was easily navigable by the two, as a good number of the House Guard had remained for the heiress to Meiyo. As they walked down the dirt and cobble mix streets of the capital, the populace around the group seemed to follow their movements somewhat. Citizens would either kneel in almost fervent prayer, while other seemed to only give only the most modest of respects to the procession. A few of the looks given could even to be seen as angered or annoyed at the escort, Vaela in particular. If there was any pattern to this, the only correlation to be made was the similarity between reactions and the design of attire worn by Mil'Nor in question. The passing merchant or farmer types seemed to give a either the most passing of respects, or just ignored the group, while those looking to either be craftsmen or manual laborers seemed to almost unanimously show animosity to the congregation of Meiyo.
Only the few artisans and increasing amount of ocean bound types showed fierce reverence of the group. Noticeably, there were at least a few cases to be spotted where it seemed more in fear then love. As they came to the harbor proper, the pathway taken would start to become much more in a different design. Clan Meiyo had settled in the dockyards and slums of the city's harbor, and the specific aesthetic of the Clan seemed to seeped into the architecture. Gone were the row upon row of two to three story brick and wood houses, and here were wood houses of a brighter and lean variety. The people's dress has changed entirely as well, where the city center had a mixed types, uniform coding could be seen between the few different designs spotted. The military side of the docks only reenforced this, with the flag of the nation being replaced with the banner of Clan Meiyo as well. The men serving here saluted as the group passed, the professionalism at least holding as there was no visible emotions on the men's faces. Inport, with several Mil'Nor casually working on it would be as small monitor of sorts. The bow had been plated with a ram, with twin heavy guns seat opposite the left and right sides in the center of the ship. Packed with a single use dummy torpedo launcher that was armed little more then a fuse bomb with a motor attached, and a few minor gun emplacements, the vessel seemed to be kept in near-perfect condition. It had either not seen much use, or just recently been launched by the navy.
Once they arrived, Vaela would gesture to the party to stop, moving forward alone to speak with an approaching officer. The man had a look of confusion on his face, most notably seen by Dai as the Mil'Nor was practically staring at the Rel. It'd only be once the Heirress took his attention away with talk would the Rel have a moment to reflect, whatever confusion the officer had seemingly waived as Vaela returned to the Marrrlener. "Apologies, just had to clear why you were here with me. I hope this hasn't been too much of a hassle, Mr Kovack, but while may father may have doubts, I do believe there are things we have to offer each other beyond niceties."

Dai would cock an Antenna and his larger set would twitch. He would lean forward slightly as he spoke, "What exactly do you want to bargain for ma'am?"

I will admit I know little of the High Chief's plans, but given the circumstances, I'm sure he'd be delighted to speak with you. As for what I-I mean what we would like to ask for, the Clans require armaments, weapons and other devices of war. I understand you came here for more peaceful reasons, but with the war in the UST, there have been calls to arm ourselves with the weapons of the old world to look to the defense of the clans"
She'd be about to resume before another officer came forth, the Mil'Noran wearing a firm smile and inquisitive look towards Dai and the entourage as he came to stand beside the heirress. He'd speak in the native togne of the girl for a moment, with her responding in kind as the two had a relatively quick conversation, the officer extending a hand to Dai as his smile became a bit more friendly. "Mr Kovack, Welcome. I am Fleet Captain Torres, of the Seventh Hand of Falgyr. Madam Arcus says you've come to explore the depths of our waters, along with some more landbound business. I trust you've had a reasonably good time thus far, yes?"

Dai would shake his hand, his secondary antennae shifting their focus to him. “Pleased to meet you captain. It’s been Quite a good time yes, your market reminds me of my own home. It was refreshing to see something so similar so far away.”

"It's good to hear that you've enjoyed you stay thus far. Might I invite you aboard the Rubicon for some refreshments and a place to proceed with your talks? From what Lady Arcus tells me, you've been dragged around quite a bit." Despite the Mil'Nor's smaller stature, his tone carried the confidence of someone speaking to an equal.

The Rel would nod his primary antennae standing alittle straighter, "Yes, I'd love to join you aboard this magnificent vessel. That is true yes, though I don't mind the journey has been quite fun."

The officer gave the Rel a smile as he gestured towards the vessel, soon moving on along with the entourage. The walkways were found to more accommodating to the Mil'Nor's size then that of the larger species present, although a small set of chairs and a table had been pulled from below to serve the assembled group. Offered seating was made for the group to the side, while Torres and Vaela sat down at one side of the table, a Rel-usable seat procured specially for Dai. The Fleet-Captain brought forth a document from his inner coat, checking the notes on it quickly before speaking.
"In short, Mr Kovack, Madam Arcus wishes to conclude on the business of your stay here, and focus on the work our two nations can find mutual benefit from. While Chief Talamore may not seem to share in that view, but due to the circumstance, I am to speak on his stead, in the name of Vaela Arcus."
The heiress gave a nod to the statement of her own name by the officer, a momentary silence holding on before Captain Torres continued. "On that note, we seek the establishment of a small embassy of yours here. They will been given adequate quarters, and their needs fulfilled with requests handled as best able. To my understand that would be in the pursuit of some scholars work, but there was another line to our relationship we'd like discussed. The arms and weapons of our people require a great deal of work to match the terrifying power that you wield. To further our advancement, we seek purchase of your weapons of war, and perhaps even access to old naval designs or mothballed fleets. The High Chief is willing to provide access to a variety of inital gem, silver or gold payments, along with cheap prices on Mil'Nor goods."
"We have scarified much over the past four hundred years of our fight to claim this land as our home. If what I have heard is true about your people, we share that trait between us. The blood lost in your own civil war was against a foe who sought your enslavement, while we have fought a similar fight to seek our salvation here in Touli." A private came by, offering refreshments just as the Captain finished, soon departing as the air was left open.

Dai would nod in contemplation for a moment before speaking, "The small arms deal can be worked out, but the navy is currently using every available ship we have." He'd pause for a moment, "Grinvel if you've heard of them is quite an ah... pressing issue, though I don't see why we might not be able to offer design assistance."

"I understand. We of course ask no more then you are able to offer in aid. The numbers for the agreement will of course have to be looked over, but beyond that I believe our needs will have been met on this matter." The captain rose a hand, giving a gesture as the private returned with pen and parchment.
"Unless there is anything else to be discussed, I belive we can begin work on a rough draft for these talks."
